Acting Secretary of Lam Dong Provincial Party Committee: Not allowing cadres and party members to neglect their duties

Comrade Bui Thang - Deputy Secretary of Lam Dong Provincial Party Committee co-chaired the meeting.

At the meeting, Comrade Nguyen Thai Hoc - Acting Secretary of Lam Dong Provincial Party Committee reminded again and again: Streamlining the apparatus is a real revolution, requiring all of us to work with the highest determination "running and lining up at the same time". By June 30, the district-level government will end, the measure by specific results in all fields is the historical proof of the district-level government before the Party and the People.

Also attending the meeting were comrade Ton Thien Dong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; representatives of the Provincial Party Committee's Organization Commission, the Provincial Party Committee Office; and leaders of the provincial departments and branches.

On the local side, there were Standing members, Standing Committees of Bao Lam and Da Huoai District Party Committees and Bao Loc City Party Committee.

The working session aimed to evaluate the leadership and direction of socio-economic development, ensuring national defense and security, Party building, and the political system in the first quarter; solutions and tasks in the second quarter of 2025; plans to arrange and merge the apparatus and administrative units at the commune level in localities.

At the meeting, local leaders reported to Comrade Nguyen Thai Hoc - Acting Secretary of the Provincial Party Committee, and the working delegation on the results achieved in all fields in the first quarter of 2025.

For Da Huoai district, the total production value is estimated at VND 2,129 billion, an increase of 8.6% over the same period in 2024 and reaching 99.9% of the growth scenario in the first quarter. The agricultural situation in the district is developing stably, people are focusing on investing in caring for and developing key crops such as durian, mulberry, rice, cashew and other crops.

Industrial production, small-scale industrial production, trade and service activities continued to have good development; disbursement of public investment capital as of March 18 was estimated at 11.5% of the capital plan; State budget revenue in the district as of March 18 reached 51.3 billion VND, equal to 18% of the estimate. The work of eliminating temporary and dilapidated houses was given attention and implemented.

Regarding national defense and security, it is generally ensured, without any passiveness or surprises. In particular, the security and order situation, traffic safety in the area after the abolition of the district-level police, basically operates normally, initially showing effectiveness. Thereby, demonstrating the role of the regular commune-level police, close to the people, serving the people.

Party building and political system building are always the top, important and key tasks that the Party Committee and the government of Da Huoai district pay attention to, direct and implement in accordance with the direction of the Central and the province.

For Bao Lam district, in the first quarter, there were strong breakthroughs in socio-economic development. In particular, the state budget revenue in the district as of March 18 reached an impressive figure of VND 524.6 billion, equal to 52% of the annual estimate and 173% compared to the same period in 2024; disbursement of public investment capital in the area is estimated to reach 25% as of March 31.

Forest management, protection and development have achieved many remarkable results. Regarding investment attraction, Bao Lam currently has 22 projects with high investment attraction potential and in the first quarter, 5 projects were researched and proposed for implementation by investors.

Regarding the program of eliminating temporary and dilapidated houses, Bao Lam district has determined that this is a major policy, so the entire political system has been focusing on implementing it. Thereby, it has received the support of organizations, businesses and the people. Up to now, the whole district has completed 186/193 houses. Of which, 138 are newly built and 48 are repaired. It is expected that by the end of the first quarter, Bao Lam will complete the program of eliminating temporary and dilapidated houses.

Along with that, local defense and security are ensured; the commune-level police have basically been organized and put into stable, effective and efficient operation. Party building and political system building are always considered the top priority and continuous task to implement.

As for Bao Loc City, the value of industrial production in the area increased by 9.7%; export turnover is estimated at 109 million USD and total retail sales of goods and service revenue is estimated at more than 3,872 billion VND.

Although economic growth has been quite good, the state budget revenue in the area as of March 18 only reached 438 billion VND, equal to 16.1% of the estimate; disbursement of public investment capital also only reached 4.3% of the capital plan.

National defense and security work in the area is ensured. In particular, the activities of the commune and ward police are always focused on by the City Party Committee and People's Committee; the police force always closely follows the area to operate effectively and efficiently. However, in recent times, the security and order situation in the area still has many potential complex and risky factors.

The work of Party building and political system building has always been of interest to Bao Loc City and has been effectively implemented in accordance with the direction of the Central Government and the province.

Along with the task of socio-economic development and ensuring national defense and security, the two districts of Bao Lam, Da Huoai and Bao Loc city have also proactively implemented the plan to arrange and merge the apparatus and administrative units at the commune level in accordance with the direction of the Central Government and the province.

Regarding the work of commune arrangement and merger, based on the regulations and criteria of the Central Government, localities have proactively developed plans to submit to competent authorities for consideration. However, there are still many difficulties and obstacles that need the guidance, guidance and direction of provincial leaders.

At the meeting, the leaders of Da Huoai, Bao Lam districts and Bao Loc city also made recommendations to the provincial leaders for consideration of policies so that localities can effectively implement socio-economic development tasks in the second quarter. Specifically, Lam Dong Provincial People's Committee and investors should promptly complete the technical report of the Tan Phu - Bao Loc and Bao Loc - Lien Khuong Expressway Projects.

Particularly, Da Huoai district proposed that Lam Dong Provincial People's Committee approve the investment policy of 33 km of DT.721 road from Da Teh bridge to Cat Tien district (old); invest in digitalization in the center of Da Teh town and Cat Tien town. In particular, Da Huoai district proposed that Lam Dong Provincial People's Committee propose to the Ministry of Agriculture and Environment to build a branch to inspect the quality of durian in the district to serve export in the upcoming crop season.

Speaking at the meeting, Comrade Bui Thang - Deputy Secretary of the Provincial Party Committee, emphasized: Localities need to pay more special attention to ensuring political security, social order and safety in the area; focus on implementing socio-economic development tasks, especially the role of leaders, cadres and party members. The implementation of the project to merge commune-level administrative units must ensure the principles and criteria according to regulations for appropriate and effective implementation.

Concluding the meeting, Comrade Nguyen Thai Hoc - Acting Secretary of Lam Dong Provincial Party Committee, affirmed: The year 2025 is of special importance for localities and provinces to successfully complete the socio-economic development tasks set out in the Resolution of the Congress for the term 2020 - 2025. However, facing the rapid changes of the revolution of arranging, merging, and streamlining the administrative apparatus, there are many difficulties and challenges that require us to be determined, make efforts, and accelerate "running while queuing".

Comrade Nguyen Thai Hoc emphasized: To effectively carry out the tasks of socio-economic development, ensuring national defense and security in the coming time, the Standing Committees of the two districts of Da Huoai, Bao Lam and Bao Loc City must be quick, proactive, and grasp the spirit of direction through resolutions and directives of the Central and the province to effectively implement them. Must be urgent and drastic with strong, determined and synchronous measures.

With the spirit of “running and lining up at the same time”, cadres and party members are not allowed to neglect their duties, but must work 2 or 3 times harder; if they cannot complete the work during the day, they must work at night. We must proactively evaluate the results achieved in the first quarter to ensure substance in order to have solutions to overcome and adjust to perform well the tasks in the second quarter.

Acting Secretary of Lam Dong Provincial Party Committee Nguyen Thai Hoc emphasized: By June 30, the district-level government will end its activities. This is the responsibility and also the opportunity for the collective leadership, cadres, party members, civil servants and public employees of the district-level government to demonstrate to the Party and the People. Therefore, it is necessary to focus on strengthening the inspection and supervision of weekly work. On that basis, consider and strictly handle the responsibilities of the heads of agencies, units and localities who have the mindset of not working, working ineffectively or being sluggish, and shirking responsibility.

The results of the first 6 months of 2025 in all fields shown in the indicators, with specific numbers, will be a measure of the spirit, responsibility, and enthusiasm of each cadre and party member.

Acting Secretary of Lam Dong Provincial Party Committee Nguyen Thai Hoc emphasized that the arrangement of the commune-level administrative apparatus must aim towards the historical value of the future associated with the sustainable and long-term development of the locality and the country.

Comrade Nguyen Thai Hoc also pointed out that the work of ensuring political security and social order and safety must be closely linked to the locality; at the same time, it is not allowed to be passive or surprised, but must be associated with the motto "Each commune must firmly maintain its security and order".

The work of arranging the administrative apparatus at the commune level has shown the initiative and seriousness of the localities. However, this is a particularly important task, first of all, it must be based on the orientation of the Central Government, associated with the prescribed criteria. However, each locality needs to be flexible in accordance with the actual situation. Thereby, review, analyze, and evaluate the advantages and difficulties to have a complete and comprehensive view. From there, build a plan to arrange and merge the administrative apparatus at the commune level to ensure the most optimal, feasible, and suitable, aiming at the long-term historical value for the future development of each locality.

Lam Dong Provincial Party Committee Acting Secretary Nguyen Thai Hoc assigned Comrade Bui Thang - Deputy Secretary of the Provincial Party Committee to be responsible for directing the work of arranging the commune-level administrative apparatus in the two districts of Da Huoai, Bao Lam and Bao Loc City in the coming time, aiming at the goal of building commune-level administrative units with a long-term strategic vision to join the whole country in entering a new era, the era of the Vietnamese people's rise.
