According to the resolution of the Executive Committee of the Hoang Hoa District Party Committee for the 2020-2025 term, the district strives to achieve an urbanization rate of over 25% by 2025, complete the criteria to be recognized as a type IV urban area by 2025 and become a town before 2030. To achieve this goal, Hoang Hoa district has been promoting planning, mobilizing and effectively using resources to invest in developing technical infrastructure according to urban standards.

Planning of "gateway" land
In order to promote potentials, advantages and specific goals and tasks, right from the beginning of the term, Hoang Hoa district has prioritized urban development planning work according to the motto of being one step ahead to orient, ensure synchronization, forecast development vision, especially the development of technical infrastructure and social infrastructure systems. The district's consistent guiding viewpoint on planning work is to ensure compliance with the general planning of the higher level, at the same time, it must support each other, create connection and synchronization, thereby having the effect of orienting the overall development of the district.
From 2020 to present, Hoang Hoa has completed the construction of district planning, land use planning and many other important plans, submitted to competent authorities for approval. Notably, some important plans, such as: Project to adjust and expand the general planning of Hai Tien urban construction with an area of 2,600 hectares, Project to adjust and expand the general planning of But Son town construction with an area of 1,520 hectares; Thinh Loc urban general planning project; Phu Quy Industrial Park general planning project...
After the planning projects are approved, the district coordinates with relevant units to organize the announcement, publicization, posting of information, and at the same time, placing boundary markers in the field for people to know and implement. The district People's Committee directs specialized departments, communes and towns to regularly inspect the management of construction planning, construction order, land management, infrastructure investment... to ensure compliance with the provisions of law.
The district has called on many large potential investors in the urban sector to come to the area and sponsor planning, such as: RIG Group Real Estate and Environmental Treatment Joint Stock Company is the investor implementing the Hoang Hoa River Ecological Urban Area project; Thanh Hoa Land Fund Development Center with the Hoang Dong Commune Urban Residential Area project; Hoang Tuan Company Limited with the Hoang Hoa Sunrise Urban Area project... Up to now, a number of projects have been approved by the People's Committee for investors.
Investing in urban technical infrastructure
For the two existing urban areas (But Son town and Hai Tien urban area), in recent years, Hoang Hoa district has invested in building new, renovating and upgrading technical infrastructure works in the urban areas and urban connections. Priority is given to traffic infrastructure, electricity, drainage, pavements, educational, medical and cultural facilities.
Notable projects include the traffic projects connecting National Highway 1A to Hai Tien Tourist Area; the road from To Hien Thanh Temple to Hoang Truong Commune; paving the sidewalks along both sides of Goong - Hai Tien Road, through Hoang Tien and Hoang Ngoc Communes... In addition, many district roads, village roads, and streets passing through residential areas have been upgraded and renovated according to urban criteria. For new residential planning areas, technical infrastructure has been invested synchronously according to urban criteria, with roads 7.5m or more wide, with drainage ditches, paved sidewalks, underground lighting and living electricity. In addition, the Party Committee and authorities from the district to the grassroots have paid attention to, attracted and created conditions for investors to implement projects, contributing to creating a new look for the urban area and promoting local socio-economic development.
Along with that, implementing Resolution No. 14 of the Hoang Hoa District Party Committee on rural urbanization by 2025, with a vision to 2030, communes and towns have invested in building many traffic works, drainage ditches, and electric lines towards urban criteria. The way Hoang Hoa district has done this is also considered quite methodical and effective when promoting the strength of the entire population to invest in building, upgrading, repairing, and renovating technical infrastructure systems in residential areas associated with plans and projects on landscape beautification of the district. In the period of 2020-2023 alone, the total investment cost for implementing technical infrastructure breakthroughs in Hoang Hoa district is 3,689 billion VND, of which the cost for implementing breakthroughs in traffic infrastructure is 2,462 billion VND.
Up to now, the district has had more than 50km of roads with 4 lanes or more (Kim - Quy road; Quy - Xuyen road; Thinh - Dong road; Goong - Quang road...); upgraded and renovated more than 300km of provincial roads, district roads, commune roads, villages and intra-field traffic axes. The whole district has more than 200km of asphalt roads; many roads have been paved with sidewalks, built with drainage ditches, and invested in a synchronous lighting system.
The district has issued an investment project to upgrade the lighting system, drainage ditches, and sidewalks in the district; at the same time, there are many mechanisms to encourage urbanization such as supporting the public lighting system, paving sidewalks, and building drainage ditches along roads through residential areas. In addition, other technical infrastructures such as wastewater treatment infrastructure, water supply infrastructure, and medical, educational, cultural, sports, and commercial facilities are given attention from the planning stage to the implementation of projects, thereby gradually implementing rural urbanization.
