Public opinion among the people, cadres, civil servants, public employees, party members, dignitaries and intellectuals highly appreciate Regulation No. 114-QD/TW and consider it an important step forward in the work of preventing and combating corruption and negativity, contributing to strengthening trust in the Party and the regime. This regulation, together with Regulation No. 96-QD/TW of the Politburo on taking a vote of confidence for titles and positions of leadership and management in the political system, will create an institutional corridor for Party committees and organizations at all levels to evaluate and select the right cadres, especially senior personnel and leaders at all levels.
Regulation No. 114-QD/TW has 5 chapters and 16 articles, the basic content continues to inherit the content of Regulation No. 205-QD/TW of the Politburo on controlling power in personnel work and preventing corruption and negativity in personnel work. But this time, the new Regulation has more clear, specific, broader and more comprehensive additions and amendments in all aspects. Instead of only identifying corruption and negativity in personnel work as before, the Party now identifies many other negative aspects besides corruption and negativity in personnel work to "fight". Therefore, the name of this new Regulation is "Controlling power and preventing corruption and negativity in personnel work".

Recognizing this point, Associate Professor, Doctor Le Van Cuong, Deputy Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics, said that Regulation No. 114-QD/TW contributes to the correct implementation of the motto that the Party has set out so far, which is "relying on the people to build the Party". And this new regulation of the Politburo has inherited, supplemented, identified, and clearly pointed out 8 acts of taking advantage of and abusing positions and powers in personnel work; 6 acts of seeking positions and powers.
“With this regulation, if cadres, civil servants, and public employees in agencies and units see wrong promotions, wrong appointments, or wrong evaluations, they have the right to supervise and make recommendations. Certainly, personnel work will be stricter!”, Associate Professor, Dr. Le Van Cuong acknowledged.
According to Associate Professor, Dr. Le Van Cuong, Regulation No. 114-QD/TW together with Regulation No. 96-QD/TW and other regulations will create institutional synchronization of the Party, bringing personnel work into substance and reality and limiting the phenomena of "missing out" and "sitting in the wrong chair". This synchronization and strictness also contributes to helping the process of appointing officials limit the "thought to be strict but turned out to be loose", leading to consequences in personnel work as has happened in the past.
Referring to this strictness, Mr. Nguyen Duc Ha, former Head of the Party Base Department, Central Organization Committee, said that compared to Regulation No. 205-QD/TW, Regulation No. 114-QD/TW clearly states the act of directly or indirectly brokering and receiving bribes to help others obtain positions, titles, and benefits.
“In this issue of brokerage and bribery to gain positions and power, I think that it is not only in the economic field, but also in the work of organizing cadres. Or a very clear example is the recent "rescue flight" scandal. In fact, we have disciplined many cadres in this case. Now we have to put it into regulations, as the General Secretary said, we have to control power, we have to lock power in a cage of mechanisms for that reason. We have to issue many regulations, statutes, guidelines, and specific policies and mechanisms so that those who want to be corrupt cannot be corrupt, those who want to take advantage cannot take advantage,” Mr. Nguyen Duc Ha emphasized.
So it is easy to understand why public opinion highly appreciates this new Regulation of the Politburo!
Regulation No. 114-QD/TW is an important step forward in controlling power in personnel work and combating the abuse of power and positions. In particular, this regulation will contribute to overcoming weaknesses as our Party has pointed out: "Direction and implementation are still weak links, slow to be overcome; the capacity to concretize and institutionalize policies and resolutions is still limited". General Secretary Nguyen Phu Trong also noted: "Try to avoid the situation that we have long been mocking about the implementation of the Resolution: "It is really good, but it seems that implementation is still difficult in many ways!".
Looking directly at reality, the Party, the State and public opinion are concerned, aching and dissatisfied with a significant number of cadres and party members holding important positions in the State apparatus, but facing the temptation of the negative side of the market mechanism, they have degraded in political ideology and morality, and carried out actions contrary to the Party and State's policies and guidelines. Although these people have been subject to Party discipline, even prosecuted and imprisoned, this has undermined people's trust in the Party, the State and the regime. Many corruption and negative cases involving strategic cadres and party members that have occurred recently and have been brought to justice have warned of unpredictable consequences.
Therefore, the Politburo's issuance of Regulation No. 114-QD/TW is recognized by public opinion as the Party's correct prescription to cure the root cause of the abscess in personnel work, pushing back the persistent corruption and negativity that has existed in the past. That regulation will eliminate the tolerance, abetting, and covering up of corrupt and negative acts, contributing to Party building and rectification, especially at the present time when ministries, branches, localities, and units across the country are starting the process of introducing personnel planning for the 14th Party Central Committee, term 2026-2031.
Public opinion expects a tight institutional corridor, including Regulation No. 114-QD/TW, as a solid foundation for Party committees, Party organizations and Party members to introduce, evaluate and select the right cadres, determined to better prepare personnel, especially high-ranking personnel and leaders at all levels for a new term of the Party.
That is why Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee Truong Thi Mai recently stated: We are gradually overcoming the situation of abuse of power, abuse of power, taking advantage of positions and powers, manipulation in personnel work, using assigned power to serve personal interests, covering up and supporting negativity in personnel work, causing resentment among cadres, party members and people.
That overcoming, as affirmed by Ms. Truong Thi Mai: "This path is still bumpy and difficult, but with high determination we can overcome it."
Recently, a series of ministries, branches, localities and units across the country have begun the process of introducing the planning of the 14th Party Central Committee, term 2026 - 2031. This is the initial step, preparing for the personnel work of the 14th Party Congress. With a tight institutional corridor, including Regulation No. 114-QD/TW, this will be a solid foundation for Party committees, Party organizations and Party members to select, introduce, evaluate and choose the right cadres, determined to better prepare personnel, especially high-ranking personnel and leaders at all levels for a new term of the Party.
