The vibrant development of the cultural - artistic (VHVN) and physical education - sports (TDTT) movements is considered an important factor in assessing the quality of grassroots cultural life. Determining that, Quang Xuong district has synchronously deployed many solutions to promote the development of the VHVN - TDTT movements. Thereby, contributing to improving the health as well as the spiritual and cultural life of the people in the district.

Every early morning, late afternoon or evening, the atmosphere at village cultural houses throughout Quang Xuong district becomes bustling, with cheers mixed with music of people participating in cultural and sports activities. From children to the elderly, everyone chooses a type of sport suitable for their health and age. Ms. Bui Thi Thuy, a cultural officer of Tan Phong town, said: From weekdays to holidays, village cultural houses have become places for people to participate in cultural and sports activities. In particular, recently, in residential areas, the rate of people participating in sports regularly has reached 37.85%, each neighborhood has 1-2 cultural and sports clubs/teams.
According to statistics of the People's Committee of Quang Xuong district, the district currently has 578 Vietnamese Culture - Sports Clubs. Many clubs attract a large number of people to participate, typically: Vietnamese Culture - Sports Club of Quang Trung commune, Vietnamese Culture - Sports Club of Quang Luu commune. The rate of people participating in regular physical training and sports is 40%. To achieve that result, Quang Xuong district has assigned the Department of Culture - Information, the District Center for Culture, Information, Sports and Tourism to coordinate with departments, branches, sectors, political organizations, unions and localities to promote propaganda and mobilize people to actively participate and respond to Vietnamese Culture - Sports movements. Quang Xuong district also strengthened the implementation of training movements, performing Vietnamese culture and sports competitions. Through grassroots activities, typical individuals were discovered and selected to be the core for the district's Vietnamese culture and sports clubs and to participate in the province's Vietnamese culture and sports activities. Director of the Quang Xuong District Center for Culture, Information, Sports and Tourism, Duong Thi Tuong Van, said: "In 2023, the district successfully guided and organized many sports competitions, such as: rowing, mixed men's and women's volleyball tournaments, cross-country tournaments, football tournaments, volleyball tournaments... Guiding the organization of mass Vietnamese culture activities associated with activities to celebrate the Party - celebrate Spring; building grassroots cultural life; building new rural areas and national unity day. Cultural, sports and physical training activities have contributed to creating a competitive atmosphere, actively participating in physical training, health, improving the spiritual life of the people, contributing to the successful implementation of political tasks, economic, cultural and social development in the locality.
One of the effective ways that Quang Xuong district has implemented to promote the development of the cultural and sports movement is to encourage units and localities to innovate and diversify the ways of organizing cultural and sports activities; actively establish cultural and sports clubs to attract a large number of people to actively participate in training; localities have arranged land funds to build cultural and sports facilities; actively mobilize resources to complete the system of cultural and sports facilities from the district to the grassroots and maintain cultural and sports activities. Up to now, 100% of the villages in the district have standard cultural houses and sports grounds; 100% of communes and towns have completed and put into use cultural centers and communal stadiums.
Quang Xuong district also pays attention to improving the quality of cultural cadres and civil servants from the district to the commune. Every year, the district regularly creates conditions for cultural cadres to participate in training courses and courses to improve their expertise and skills. Since then, cultural cadres have become a "bridge" to bring cultural policies into life through propaganda, raising people's awareness of the role and importance of cultural, sports and physical training activities; effectively organizing and implementing cultural, sports and physical training activities, attracting a large number of people to participate.
Promoting the achieved results, Quang Xuong district has been continuing to maintain cultural, sports and physical education activities, promoting the proactive role of club members; promoting propaganda and mobilizing people to actively participate in movements and actively mobilizing all resources to organize cultural, sports and physical education activities.
