All three projects must cancel the invitation for expression of interest and stop selecting investors because no investors have submitted project registration documents before August 1, 2024.
On October 6, the Department of Planning and Investment of Quang Tri announced that it had just announced the cancellation of the invitation for interest and stopped the selection of investors for 3 projects: Residential area north of Tan So street, Dong Luong ward; Residential area south of Hieu river, ward 4, Dong Ha city; Urban housing area combined with social housing in Nam Dong Ha Industrial Park.
Accordingly, the reason for canceling the invitation for expression of interest and stopping the selection of investors is based on the provisions of Point b, Clause 2, Article 73 of Decree No. 115/2024/ND-CP of the Government detailing a number of articles and measures for implementing the Law on Bidding on the selection of investors to implement investment projects using land. Specifically, for projects that have issued invitations for expression of interest on the National Bidding Network but by August 1, 2024, no investors have submitted registration documents to implement the project, the invitation for expression of interest will be canceled and the selection of investors will be stopped.

Ms. Le Thi Thuong, Deputy Director of the Department of Planning and Investment of Quang Tri, said that because all projects were registered by interested investors after August 1, 2024, the Department had to cancel the announcement and stop selecting investors.
“We must now review Decree 115/2024/ND-CP of the Government detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land, as well as wait for documents guiding the implementation of new laws such as the 2024 Land Law and the 2023 Real Estate Business Law before considering re-inviting interest in these projects,” Ms. Thuong added.
Previously, the Residential Area Project North of Tan So Street, Dong Luong Ward had an announcement inviting interest on July 24, 2024; the Residential Area Project South of Hieu River, Ward 4, Dong Ha City had an announcement inviting interest on July 30, 2024 and the Urban Housing Project combined with social housing in Nam Dong Ha Industrial Park had an announcement inviting interest on July 31, 2024.
It is known that the Residential Area project in the North of Tan So Street, Dong Luong Ward has a total investment capital of more than 600 billion VND. The project has a land use area of about 268,754m2. The implementation location is in Dong Luong Ward, Dong Ha City (Quang Tri Province). The investment objective is to build a new residential area, meet the housing needs of local people, gradually improve the cultural and spiritual life of the people; cover vacant land in the urban area with residential areas, add land fund to create favorable conditions for people's housing. In addition, when this project is formed, it will attract investors to develop the urban area and increase revenue from land fund for the Province.
The Nam Song Hieu Residential Area Project, Ward 4, Dong Ha City has a total investment of 415.3 billion VND. The project has a total land use area of 99,372 m2, the total compensation and resettlement support cost is 34.3 billion VND, the total construction investment cost is 381 billion VND. The project is expected to be implemented from 2024 to 2028, in which the construction period is 24 months, the project operation period is 50 years. The project was proposed by Hawee Electromechanical Joint Stock Company.
The project of urban housing combined with social housing in Nam Dong Ha Industrial Park is implemented in Dong Luong Ward, Dong Ha City, Quang Tri Province. The total preliminary cost of the project (excluding compensation and site clearance costs) is 1,478.1 billion VND. The project was proposed for investment by the joint venture of Saigon Thanh Dat Agricultural Investment Joint Stock Company and Licogi 13 Joint Stock Company. The project aims to build a new social housing area to meet the housing needs of low-income officials and employees. Exploiting existing land funds, meeting the needs of all subjects with land and housing needs, contributing to the completion of the objectives of the housing development program of Quang Tri Province.
In terms of scale, the project will invest in completing technical infrastructure within the 248,531 m2 land area according to the approved detailed planning. For the adjacent residential land, the rough construction and exterior finishing of 122 houses with a land area of 18,540.21 m2 will be completed. For the villa land, the rough construction and exterior finishing of 28 houses with a land area of 9,274.08 m2 will be completed out of a total of 81 villa plots with a land area of 25,924.80 m2. For the social housing land, the construction and finishing of 1,241 houses will be completed on the total land area of 49,670.61 m2...
