Quang Tri: Proposal to extend the 377 billion VND eco-tourism resort project

The Department of Planning and Investment of Quang Tri said it has submitted to the Provincial People's Committee a proposal to extend the progress of the Ai Tu Lake Eco-tourism and Resort project of Sam Cam Investment Joint Stock Company.

The Department of Planning and Investment of Quang Tri province said that on August 27, the Department received a request for adjustment to the investment project of Ai Tu Lake Eco-tourism and Resort in Trieu Ai commune, Trieu Phong district, Quang Tri province from Sam Cam Investment Joint Stock Company.

Accordingly, the Company requested to adjust the project implementation schedule. The new schedule is determined as follows: From the fourth quarter of 2020 to the third quarter of 2024, carry out procedures for approving the transfer of land use rights, receiving capital contributions, leasing agricultural land use rights and changing the purpose of use to non-agricultural; carry out procedures for adjusting the project investment policy.

Quarter IV/2024 - Quarter I/2025, approve the adjustment of the detailed construction planning at a scale of 1/500; prepare an environmental impact assessment report, prepare and submit a dossier for converting forest use purposes, complete the preparation of a project feasibility study report, basic design of the investment project, approve the investment project; site clearance (GPMB), procedures for land allocation and lease, construction drawing design, construction permit issuance, bidding documents, bidding organization, mine clearance.

Construction will begin in the second quarter of 2025; and by the fourth quarter of 2026, the project will be accepted, completed, and put into operation.

Previously, in the investment policy approval decision No. 2034/QD-UBND dated July 28, 2020 of the People's Committee of Quang Tri province, the project progress was determined to start construction in the first quarter of 2021; complete acceptance of the project, and put the project into operation in the first quarter of 2023. However, the project was behind schedule and not completed on time.

According to the explanation of Sam Cam Investment Joint Stock Company, the reason for the project's delay is due to the impact of the Covid-19 pandemic outbreak; compensation and site clearance work encountered many difficulties because the enterprise had to carry out the project in the form of receiving land use rights transfer and buying back assets on land from households to implement the project.

In addition, the project must carry out additional steps to prepare documents to request approval for project implementation through the form of receiving land use rights transfer, receiving capital contributions, leasing agricultural land use rights and converting the purpose of use to non-agricultural land according to regulations. As well as difficulties and obstacles in conducting reviews and inspections of the project boundary overlap with the scope of the two Ai Tu reservoir dredging projects, the reservoir contour...

Based on the investor's request for consideration of the extension of the progress, the Department of Natural Resources and Environment of Quang Tri said that currently, Sam Cam Investment Joint Stock Company has not yet prepared a dossier to change the land use purpose and lease land to implement the project. Therefore, the Company must urgently prepare a land lease dossier and send it to the Department of Natural Resources and Environment for appraisal and submit it to the Provincial People's Committee for land lease in accordance with regulations.

In terms of environment, the project aims to provide hotel, resort and culinary services, with an area of ​​70 hectares including production forest land, perennial trees, cemetery land and traffic land, with a total investment of 377 billion VND. This is a group B project with construction components classified according to the criteria prescribed by law on public investment and construction. Based on relevant provisions in the Law on Environmental Protection 2020, the project is subject to environmental licensing procedures, and the licensing is carried out by the Provincial People's Committee.

“The project must have an environmental license before the competent state agency issues documents of appraisal, approval of the feasibility study report, investment decision, and issuance of construction license,” emphasized the Department of Natural Resources and Environment of Quang Tri.

As for the People's Committee of Trieu Phong district, the locality requested the investor to focus resources, be determined to implement, speed up progress, proactively work with the locality to overcome difficulties in order to soon put the project into operation to ensure the committed schedule after the project schedule is adjusted.

According to the People's Committee of Trieu Phong district, the Ai Tu Lake tourist area at a scale of 1/500 was approved by the People's Committee of Trieu Phong district in Decision No. 537/QD-UBND dated May 15, 2008. Therefore, investors need to review and inspect the project. If there is any difference from the approved detailed planning, they need to carry out the planning adjustment procedure before implementing the project; or adjust the project to ensure compliance with the approved detailed planning.

According to the Department of Planning and Investment of Quang Tri, after reviewing the cases affecting the proposal to extend the project implementation progress; related legal regulations; appraisal results of local departments, branches and sectors, the Department of Planning and Investment of Quang Tri province has proposed the Provincial People's Committee to approve the adjustment of the investment policy and at the same time approve the investor for the project according to the enterprise's proposal.

According to the Department of Planning and Investment of Quang Tri, in addition to the proposal to adjust the progress, Sam Cam Investment Joint Stock Company also proposed to change the information about the investor. In particular, the role of legal representative and general director of the enterprise was transferred from Mr. Mai Tuan Ha (born in 1993) to Mr. Nguyen The Phong (born in 1993, residing in Residential Group No. 1, My Dinh 1 Ward, Nam Tu Liem District, Hanoi City.

Ms. Le Thi Thuong, Deputy Director of the Department of Planning and Investment of Quang Tri, said that the Department has reported on the adjustment of the project's investment policy, however, the Provincial People's Committee is still considering it and has not yet made a decision.

Ai Tu Lake Eco-tourism and Resort Project has a land area of ​​over 70 hectares with construction items: Type 1 resort villas (16 units) and type 2 (23 units); 90 eco-resort villas (bungalows); commercial service restaurant complex; outdoor camping area; conference center with a capacity of 500 people...

The project has a total investment of VND 377 billion, of which fixed capital is VND 357 billion and working capital is VND 20 billion. Currently, Sam Cam Investment Joint Stock Company has signed the Investment Project Implementation Guarantee Deposit Agreement No. 26/KQDT-SKHDT dated September 11, 2024. Accordingly, the total deposit amount to be paid is VND 7.9 billion, the deposit payment time is before the time of submitting the land lease application and before April 1, 2025.
