Chairman of Quang Tri Provincial People's Committee Vo Van Hung has just signed a decision approving the investment policy of the Commercial Housing project in Bac Song Hieu Urban Area (phase 1).
Select investors through land auctions
Accordingly, the project has the form of selecting investors through auction of land use rights according to land law regulations.
The project is located in Dong Thanh ward, Dong Ha city, Quang Tri province with a preliminary total implementation cost of 200 billion VND, excluding land use fees and land rental fees as prescribed.
The project's operational objective is to attract, call for and select investors to build townhouses in a synchronous and modern manner; contribute to rapidly changing the urban appearance, forming a model urban area, renovating and developing the city's urban space according to the planning orientation.

Generate revenue for the provincial budget through land use rights auctions, contributing to accelerating the construction of public infrastructure and welfare in the city; contributing to meeting the housing needs of local people and contributing to achieving the targets on commercial housing development of the approved Quang Tri Province Housing Development Program and Plan.
The project has an area of 19,388 m2, of which the construction land area is 2,270 m2 including the area of townhouses is 2,986 m2, the area of single villas is 11,601 m2, the area of semi-detached villas is 16,252 m2. The total floor area of the house is 36,811 m2, 3 floors high.
The housing product structure of the project includes 24 townhouses; 21 single villas; 34 semi-detached villas; meeting the population size of about 320 people.
The project has a 50-year operation period from the date the investor is approved for the auction. Regarding the specific progress, the expected progress of the project implementation from the third quarter of 2024 to the first quarter of 2025 is to complete the procedures for approving the investment policy and selecting investors, land procedures, environment, construction, fire prevention and fighting and other related procedures to start construction of the works. From the second quarter of 2025 to the second quarter of 2026, construction, acceptance, completion and putting into operation will be carried out.
Rough construction and exterior finishing on residential land area
According to Ms. Le Thi Thuong, Deputy Director of the Department of Planning and Investment of Quang Tri, the Commercial Housing Project of Bac Song Hieu Urban Area was proposed by the Department of Construction of Quang Tri. Currently, the land proposed to implement the project includes plots of land with symbols ODT-1, ODT-2, ODT-9, ODT-10 and part of the plot of land with symbol ODT-8 (of which residential land has an area of 19,388 m2, accounting for 100%), all of which have been cleared and completed infrastructure (managed by the Quang Tri Provincial Land Fund Development Center), so according to regulations, the project does not select investors by bidding (no need to notify interested investors on the national bidding system) but will apply the form of auctioning land use rights.
For its part, the Department of Construction of Quang Tri assessed that this project is consistent with the Housing Development Program approved by the People's Committee of Quang Tri province as well as the Detailed Planning 1/500 of Bac Song Hieu Urban Area - Phase 1, Adjusted zoning planning at a scale of 1/2,000 of Dong Thanh ward and Adjusted General Planning of Dong Ha city until 2045. At the same time, the project is not required for the investor to reserve land for social housing development in the area where this project is implemented.

According to the Quang Tri Department of Construction, the proposed project area is a land area that has been invested in and built by the Provincial Land Fund Development Center with complete and synchronous infrastructure, which has greatly reduced the initial investment cost for the investor. Therefore, in the application, the Department of Construction proposed to build housing with an area of 1.938 hectares - equivalent to 38.77% of the total area of 5 hectares, which is completely reasonable.
In addition, the Department of Construction proposed a project requiring investment in rough construction and completion of the exterior of commercial housing in accordance with the approved planning on 79 planned land lots, which is consistent with Notice No. 202-TB/TU dated December 20, 2021 of the Provincial Party Committee and Document No. 5236/UBND-TN dated October 29, 2021 of the People's Committee of Quang Tri province.
According to the Quang Tri Provincial Land Fund Development Center, currently, within the scope of the proposed project implementation, the technical trench system and underground technical infrastructure (electricity, water supply, drainage) have been handed over to the Dong Ha City People's Committee and related units (electricity and water sectors) for management and operation. In particular, the land plots according to the subdivision planning have been invested in completing the synchronous electricity, water supply and drainage systems to each land plot location. Therefore, during the project implementation process, the Provincial Land Fund Development Center recommends that the investor work with related agencies and enterprises to carry out connection procedures in accordance with regulations.
According to Chairman of Quang Tri Provincial People's Committee Vo Van Hung, the investment project of Commercial Housing in Bac Song Hieu Urban Area in Dong Thanh Ward, Dong Ha City, Quang Tri Province enjoys preferential policies of exemption from land rent and water surface rent during the basic construction period according to the project approved by competent authorities, but not exceeding 3 years from the date of the decision to lease land and water surface.
However, investors wishing to implement the project must comply with the provisions of relevant laws, the minimum equity capital must be arranged to be no less than 20% of the total project investment. The winning investor must pay the state budget all taxes, fees, charges and other payable amounts.
