On September 23, at the 21st Session (special session) of the 14th term People's Council of Quang Ninh province, term 2021-2026, the Resolution on a number of measures to support overcoming the consequences of storm No. 3 in the province in 2024 was passed.
In particular, 100% tuition support will be provided for preschool children, high school students, and students studying general education programs at educational institutions in Quang Ninh province, except for primary school students in public schools and those who have enjoyed tuition support policies according to the province's regulations in the 2024-2025 school year to promptly share difficulties and reduce financial burdens with parents and students so that schools can maintain attendance and discipline.
The resolution affirmed the province's special attention and care for the education and training career and encouraged and motivated students to strive and study with peace of mind.
In the 2024-2025 school year, the province will have 631 kindergartens, general schools, and continuing education schools with over 365,000 students.
With this policy, nearly 244,000 students from nearly 165,000 households will receive support. The estimated support budget for the 2024-2025 school year is about 167 billion VND from the provincial budget.
In addition to educational support, Quang Ninh province also implemented other support measures to overcome the consequences of storm No. 3. Specifically, the province supported 100 million VND/household for households whose houses were collapsed, collapsed, or severely damaged and could not be restored and needed to be rebuilt; households whose houses were severely damaged and the remaining part could not be lived in were supported with housing repair costs, at a rate of 50 million VND/household.
In addition, the province also partially supports the cost of salvaging ships and boats sunk by storms. The support level ranges from 15 million to 50 million VND depending on the size of the ship and boat. Support will not be considered for vehicles that have purchased insurance or do not comply with storm prevention regulations. The support period is expected to be completed in November 2024.
Speaking at the meeting, Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, emphasized that the contents presented at today's meeting are all really necessary and urgent. Despite the short time, the Provincial People's Council Party Delegation, the Provincial People's Committee and the sectors have prepared carefully and have been thoroughly examined. These mechanisms and policies approved by the Provincial People's Council show encouragement and sympathy for the losses of the people and businesses.
In order for the resolutions to quickly come into effect, the Standing Deputy Secretary of the Provincial Party Committee suggested that all mechanisms and policies when issued must be strictly implemented and targeted to the right beneficiaries; at the same time, inherit and promote existing mechanisms and policies. He suggested that the Provincial People's Committee supplement the report on the expected use of 1,000 billion VND to overcome the consequences of storm No. 3; direct the competent authorities to promptly consult on guiding documents on determining criteria for overcoming difficulties and procedures and records to provide support in the fastest and most effective way, directly to the beneficiaries.
The Standing Deputy Secretary of the Provincial Party Committee also emphasized that these are only initial mechanisms and policies. During the implementation process, if any problems, difficulties or additional policies are needed, the Party Committee will direct the relevant agencies to continue to advise and report to the Standing Committee of the Provincial Party Committee and the Provincial Party Committee for comments. At the same time, continue to research and advise competent authorities to issue policies to support the recovery of production and business for enterprises, organizations and households in the province.
