Quang Nam will replace officials to slow down the disbursement of public investment capital.

Kinhtedothi - Chairman of Quang Nam Provincial People's Committee Le Van Dung said that although the disbursement of public investment capital has been given attention and direction every month, it has not yet achieved the desired results, especially because many departments and branches have not yet taken strong action.

Nearly 100 projects behind schedule

Speaking at the 28th session of the Quang Nam Provincial People's Council, Chairman of the Provincial People's Committee Le Van Dung said that in 2024, the locality will have many bright spots in terms of economy, especially the budget revenue is estimated to reach the set plan. The province is also determined to remove difficulties for businesses, many large corporations want to invest in Quang Nam.

The socio-cultural field also left many impressions with recognized tourism titles such as Quang noodles as a national intangible cultural heritage; Tra Que vegetable village (Hoi An) was recognized as the best tourist village; and hosted the International Conference on Rural Tourism.

Many key traffic projects in Quang Nam province face many difficulties.

At the same time, social security policies continue to receive attention and promotion, such as exempting tuition fees, eliminating temporary and dilapidated houses, or supporting the northern provinces with 22 billion VND to overcome difficulties caused by natural disasters and floods.

However, the head of the provincial People's Committee admitted that Quang Nam still has many bottlenecks that need to be cleared. Typically, nearly 100 projects are behind schedule, and it is not known when they will be completed and put into effective exploitation. The management and exploitation of mineral resources still has many shortcomings and difficulties... causing public outrage for a long time. Not to mention some regulations and processes on administrative procedures are still entangled and cumbersome, causing the implementation process to be slow.

One issue that Chairman Le Van Dung is concerned about is the disbursement of public investment capital. Despite the province's strong direction and even monthly meetings, only about 53% of the capital has been disbursed so far. Many departments, branches, and localities are still slow to resolve backlogs and lack determination in urging procedures to clear capital sources.

Mr. Dung cited some projects that only involved a few dozen meters of land but the local government still had no way to resolve the land clearance. During meetings, leaders often made excuses to blame it on weakness and lack of responsibility. “With the same mechanism and policies, why can they do it, but we can’t? In the near future, any investor who is slow to disburse will have their job position changed,” Mr. Dung emphasized.

Establishment of Tak Po town and Atieng town

Also on the second working day of the 28th session of the Provincial People's Council, the Provincial People's Committee presented a report on the approval of the Resolution approving the policy of establishing Tak Po town in Nam Tra My district; establishing Atieng town in Tay Giang district; and expanding the administrative boundaries of Huong An town in Que Son district.

As the administrative center of Tay Giang district, Atieng town will have many development opportunities in the coming time.

Accordingly, Tak Po town is expected to have 4 villages with a natural land area of ​​103.09 km2 and a total urban population of 4,523 people. Regarding the evaluation criteria, Tak Po town meets the standards on population size, natural area, type V urban area, socio-economic development structure and level, including budget revenue and expenditure balance, multidimensional poverty rate, and non-agricultural labor rate.

Regarding the establishment of Atieng town, Tay Giang district, the Provincial People's Committee issued Decision No. 2117/QD-UBND on approving the adjustment and expansion of the general construction planning and promulgating regulations on the management of the Tay Giang District Administrative Center. Up to now, Atieng commune has been assessed and recognized as meeting the criteria of a type V urban area, ensuring the standards for establishing a town, with a population of more than 4,000 people, a total area of ​​nearly 60 km2, ensuring a balanced budget, and a poverty rate of about 36.8%.

On this occasion, Secretary of Quang Nam Provincial Party Committee Luong Nguyen Minh Triet signed Decision No. 1704-QD/TU to establish the Que Son District Party Committee under the Provincial Party Committee on the basis of merging the Nong Son District Party Committee into the Que Son District Party Committee.

The Executive Committee of the Que Son District Party Committee (new) for the 2020 - 2025 term is responsible for receiving relevant records and documents; Party organizations and Party members of the Nong Son District Party Committee and the Que Son District Party Committee (old) in accordance with current regulations. Develop and supplement goals, directions, tasks and solutions to implement the political tasks of the Que Son District Party Committee (new) for the 2020 - 2025 term.
