Speaking at the 28th Session of the 10th Provincial People's Council, term 2021 - 2026, Secretary of the Quang Nam Provincial Party Committee, Mr. Luong Nguyen Minh Triet said that the Provincial Planning has been approved by the Government. However, concretizing, implementing and mobilizing resources to implement the planning is an extremely difficult task.
According to the Secretary of Quang Nam, the Provincial Planning requires mobilizing 630,000 billion VND for development in the period of 2022 - 2030. Meanwhile, the public investment plan approved each year is a maximum of about 8,000 - 9,000 billion VND.
“Within 10 years, Quang Nam has only met about 90,000 billion VND from public investment sources, accounting for about 15%; where to mobilize the remaining 600,000 billion VND from resources is a very challenging story, while there are still 6 years left to implement the Provincial Planning,” Mr. Triet said.

According to the Secretary of Quang Nam, in 2025, the province set a growth target of 9.5 - 10%, this is a difficult target, the provincial leaders are very concerned.
However, the common political determination of the whole country, directly the political determination of the General Secretary, requires that we accelerate and make a breakthrough in the final years to prepare for the 100th anniversary of the Party's founding, requiring double-digit growth.
“If the Central Government sets such a determination, then each locality must contribute something. The Central Government cannot achieve double-digit growth while the provinces are safe and stagnant in low targets. Although it is extremely difficult, we must make great efforts and have high determination to achieve the growth target of 9.5-10% in 2025,” Mr. Triet emphasized.
According to Mr. Luong Nguyen Minh Triet, despite difficulties, the province still has many resources and room to contribute to promoting growth.
Accordingly, the current policy of the Central Government is to remove difficulties, fight waste, and remove difficulties for businesses. Thanks to that, Quang Nam has a lot of room to remove difficulties for many projects, capital from the market from real estate, construction, industry and land.

According to the Secretary of Quang Nam, the province can increase revenue from land funds; in 2024, land fees will increase by about 35% because specific land prices need to be considered. However, in early 2025, the amount of money that can be collected from land funds is quite large.
“Some projects have completed specific land prices, which can collect 3,000 to 4,000 billion VND, not to mention the collection of overdue land tax debts of more than 2,000 billion VND. Quang Nam province focuses on this source of revenue to invest in development for 2025. In addition, in 2025, Quang Nam will promote the industrial production sector, which is the sector that contributes the most to growth. In the near future, a number of new projects will be implemented, such as the 451-hectare project of Truong Hai, the dredging of Ky Ha port channel, the 115-hectare industrial park of Thaco and many other projects. The added value of industry is the basis for the province to be confident in the coming period,” Mr. Triet affirmed.
In addition, the Secretary of Quang Nam said that the province has a project to combat tax losses in all areas. Currently, the province is still losing tax revenue in many areas, especially from the FDI sector and individual business households. Combined with reviewing all revenue sources and other matters, the province will have enough resources for growth.
According to Secretary Luong Nguyen Minh Triet, in 2025, the Resolution of the Quang Nam Provincial Party Committee identifies 5 major tasks. Among them, it will successfully organize party congresses at all levels; promote socio-economic development in the direction of acceleration and breakthrough.
In addition, Quang Nam focuses on streamlining the organizational apparatus in accordance with the direction of the Central Government; actively transforming digitally and reviewing to have solutions to combat waste in construction investment projects, land management and use.
