The report affirmed that over the past 5 years, the emulation and reward work and the "Determination to Win" emulation movement of the Navy have developed strongly; closely linked with the patriotic emulation movement and movements and campaigns of all levels, sectors and localities. Becoming a driving force, attracting and encouraging officers and soldiers of the entire Navy to constantly strive to excel in completing assigned tasks.
The service always maintains high vigilance, proactively grasps the situation, promptly advises and directly handles situations in accordance with policies, avoiding being passive or surprised. Regularly and strictly maintains forces and means ready for combat; organizes patrols, controls, and strictly manages sea areas; resolutely and persistently prevents acts of infringement on sea and island sovereignty; protects the safety of strategic targets and marine economic activities. Training, education, scientific research, and development of naval military art continue to be comprehensively innovated, with increasingly improved quality. The overall quality and combat strength of the service meet the requirements of the task of protecting the sovereignty of the sea and islands of the Fatherland in the new situation.
The Navy has promoted its core role in building the national defense and the people's war at sea, becoming a bright spot for the entire army and the entire country with many creative, effective and strategic models and methods. In difficult times, Navy officers and soldiers have shown their infinite loyalty to the Party and the Fatherland, their close ties with the people, their loyalty to international friends, always upholding their responsibilities, fulfilling their assigned tasks, building a strong and clean Party organization, a strong and comprehensive unit that is "exemplary and typical".
Vice Admiral Tran Thanh Nghiem, member of the Party Central Committee, member of the Central Military Commission, Commander of the Navy, said: "The congress commends and rewards typical and advanced collectives and individuals, and at the same time exchanges and learns from experiences on effective and creative models and methods. From there, it will spread widely throughout the entire Army, making our emulation garden more and more colorful and fragrant. The congress is an important milestone affirming the new development of the emulation movement to win, affirming the determination of cadres, professional soldiers, workers and civil servants of the entire Army to always uphold revolutionary heroism, unite to compete and achieve many new achievements, contributing to building a modern, elite, regular revolutionary army, successfully completing the tasks assigned by the Party, State and people".
At the Congress, delegates exchanged and shared experiences on new models, creative and effective ways of doing things, thereby spreading widely throughout the entire Army, and at the same time, it was an important milestone, affirming the new development of the emulation movement "Determination to Win", affirming the determination of officers and soldiers of the entire Army to always uphold revolutionary heroism, solidarity, and emulation to establish outstanding achievements and feats, contributing to building a revolutionary, disciplined, elite and modern Vietnam People's Navy, successfully completing the tasks assigned by the Party, State and People.
Over the past 5 years, the Navy has had 1,532 collectives and 2,864 individuals commended and rewarded at the Victory Emulation Congresses at all levels. The Navy was awarded 2 Fatherland Protection Medals (1 First Class, 1 Third Class) by the President, 1 collective was awarded the title of Hero of the People's Armed Forces and 1 collective was awarded the title of Hero of Labor in the Renovation Period; 4,891 collectives and individuals were commended at the State and Ministry of National Defense levels.
