(QBĐT) - Along with promoting the fight against corruption and negativity (PCTN, TC), in recent times, the work of preventing and combating waste (PCLP) has been identified as a fight against "internal invaders", which must be placed on par with PCTN, TC. Thoroughly grasping the awareness in the new period of the Party, in recent times, our province has made efforts to deploy PCLP work with high determination and practical actions, gradually creating support and consensus among the people, cadres and Party members, contributing to promoting the socio-economic development of the locality.
On February 4, 2025, the Provincial People's Committee issued Decision No. 242/QD-UBND on land recovery due to failure to fulfill tax obligations to the State. The enterprise whose land was recovered is Viet Group Central Joint Stock Company with a total area of nearly 3,000m2 . Located in a "golden location" on the Nhat Le River, Dong Hai Ward (Dong Hoi City), the Hotel and Housing Complex Project combined with business and shophouse (Movenpick Central Project) in Dong Hai Ward, was assigned and leased land by the Provincial People's Committee in June 2021.
In addition to not fully fulfilling financial obligations regarding land to the State, according to the commitment, the project will be completed in June 2023, but by the end of 2024, the "golden land" area is still only fenced with corrugated iron, wasting resources and affecting the aesthetics of the area, causing resentment among the people. The land recovery of the enterprise affirms the province's determination towards the Movenpick Central Project in particular, projects that are behind schedule and do not fulfill their commitments, causing waste of resources, affecting the development process of the locality in general.

It is not until now that Quang Binh has resolutely implemented PCLP solutions, including handling and revoking projects that are behind schedule and do not fulfill their commitments. Since the beginning of the term, with the cooperation of businesses and investors, the province has been making efforts to remove "bottlenecks" and overcome shortcomings for the common goal.
Through inspection and review work, it is found that some common causes leading to the above situation are weak financial capacity of investors; impact of the epidemic and economic recession; obstacles and barriers in legal procedures... Faced with this situation, the Provincial Party Committee and the Provincial People's Committee have proposed many drastic solutions, strengthened leadership and directed departments, branches and sectors to focus on reviewing, inspecting and determining the causes of projects that are behind schedule and do not fulfill their commitments for effective handling. During the implementation process, departments, branches and localities have accompanied and supported businesses and investors to remove difficulties, limit negative impacts on the investment and business environment, and at the same time limit the waste of local resources.
In the new development stage, the importance of PCLP work is determined to have an equivalent position to PCTN, TC. The overall program on thrift practice (THTK), PCLP in 2025 of the Provincial People's Committee has affirmed the determination in implementing THTK and PCLP solutions to create strong spread, seize opportunities, and accelerate to reach the finish line. In order to effectively implement the plan and THTK and PCLP solutions in 2025 and the following years, identifying waste and its causes is one of the urgent requirements in leadership, direction, management and operation.
The overall program on THTK and CLP in 2025 of the Provincial People's Committee sets out key targets and tasks in the management and use of public assets; management and use of regular expenditures of the State budget; management and use of public investment capital; management, exploitation and use of resources; management and use of State capital and assets at enterprises; THTK targets in the organizational apparatus; management and use of labor and working time. The program also proposes solutions to strengthen leadership and direction on THTK and CLP; perfect related legal regulations; promote the application of information technology and digital transformation to modernize management; save resources, promote propaganda and education to raise awareness of THTK and CLP; strengthen inspection, examination and strictly handle violations of THTK and CLP. |
In addition to wasting resources in project implementation, waste is also present in many areas. These include waste in the management and use of public assets; slow disbursement of public investment capital, affecting project progress; some key projects have not yet maximized the effectiveness of opening up and connecting potentials and strengths; the use of real estate and office buildings is still inadequate...
Discussing solutions for THTK and PCLP, comrade Nguyen Luong Binh, member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Deputy Head of the Provincial Steering Committee for PCTN, LP, TC, emphasized the importance of propaganda work, raising awareness of cadres, party members and workers, especially the role of leaders. In addition, it is necessary to effectively implement PCLP regulations, strictly handle individuals and groups with acts and actions of loss and waste of public assets. Backlogged projects need to be focused on and resolved, urgently implemented, completed and put into use to prevent CLP and loss; strengthen the responsibility of leaders in disbursing public investment capital...
Comrade Nguyen Luong Binh also affirmed that in the current revolution of streamlining the organizational apparatus of the political system, along with arranging and perfecting the organizational apparatus, operating effectively and efficiently to save regular expenses to focus on important goals in socio-economic development, reviewing public assets, unused offices, ineffective use, and improper use for handling is one of the important tasks to avoid waste and loss of State assets.
