25th session of the National Assembly Standing Committee: Completed the entire proposed program

After 7 days of urgent and responsible work, the 25th session of the National Assembly Standing Committee has completed the entire agenda. This is the session with the largest amount of content since the beginning of the year, focusing on supervision, legislation and a number of other important issues.

Fundamental and comprehensive innovation of general education

According to the 2023 Supervision Program and Plan, at the meeting, the National Assembly Standing Committee conducted a thematic supervision of "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks". This is an important issue, of top national policy, of interest to a large number of voters and people, especially education managers, teachers and parents. Therefore, for the first time, the thematic supervision session of the National Assembly Standing Committee was broadcast live on radio and television, contributing to promoting democracy, rule of law, publicity and transparency in the activities of the National Assembly.

The National Assembly Standing Committee assessed that the Monitoring Results Report provided a comprehensive, in-depth picture of the general education reform situation. Many contents, solutions and recommendations are valuable in both theory and practice.

In addition to the outstanding results achieved, the Report pointed out a number of shortcomings and limitations that need to be overcome. These are 12 documents behind schedule, of which the new General Education Program was issued 30 months late. Regarding the new General Education Program: The design of the History subject is not reasonable, the National Assembly had to include it in the Resolution twice, requesting adjustments. Textbooks compiled according to the new General Education Program still have many shortcomings, causing public outrage...

From the monitoring results, the Monitoring Team proposed 3 major groups of solutions on institutions, mechanisms and implementation organization. Accordingly, some contents that need to be implemented are: Preparing a draft Law on Teachers; supplementing and amending regulations on experimentation, ensuring the quality of appraisal and approval of textbooks... The Monitoring Team proposed that relevant agencies study and submit to the National Assembly for consideration and decision on the policy of assigning the Ministry of Education and Training to prepare the content of a set of State textbooks, and at the same time encouraging organizations and individuals to participate in compiling textbooks.

The National Assembly Standing Committee requests the Government and the Prime Minister to continue directing ministries, branches and localities to recognize and learn from existing shortcomings and limitations; promptly implement the recommendations stated in the Supervisory Delegation's Report to successfully implement the 2018 General Education Program, ensuring progress and quality; at the same time, continue to direct research and perfect the Program in accordance with the set goals and requirements.

Emphasizing the spirit of early and remote participation of the 15th National Assembly, members of the National Assembly Standing Committee affirmed that supervision is not only to evaluate the results of implementing the National Assembly's policies, but more importantly, to promote more effective and quality implementation, because the ultimate goal is to fundamentally and comprehensively innovate general education.

Create a clear, substantial change in the field of questioning

An important content of the 25th Session is that the National Assembly Standing Committee organizes the question and answer activities. Based on the synthesis of proposals from the National Assembly delegations, considering the fields that have been and are being supervised by the National Assembly and the National Assembly Standing Committee in the past time and the question and answer activities during the term of the 15th National Assembly, as well as the requirements of practice, the National Assembly Standing Committee decided to choose to question the group of issues under the responsibility of the Ministry of Justice and the Ministry of Agriculture and Rural Development.

Questioning Minister of Justice Le Thanh Long, some delegates raised the issue of slow and unresolved issuance of legal documents. Delegate Dieu Huynh Sang (Binh Phuoc) asked the Minister to tell him about the Ministry's solutions and responsibilities to overcome this situation?

Acknowledging this situation, the Minister of Justice said that the number of debt and late documents each year has a certain increase or decrease, however, in 2021, the number of debt and late documents tends to increase.

Proposing a solution, the Minister of Justice stated that the Prime Minister has issued a Resolution on a number of solutions to overcome difficulties and shortcomings in the work of drafting legal documents, including regulations to ensure administrative discipline in the drafting and promulgation of legal documents. Currently, Regulation 69-QD/TW on disciplining party organizations and party members who violate the law is a very powerful tool. The Politburo is directing the submission of the Politburo's regulations on a number of solutions to prevent and combat corruption, negativity, and group interests in the work of drafting documents. In the long term, according to the Minister of Justice, in drafting laws, it is necessary to clearly stipulate many specific issues in the law, and should not rely on drafting explanatory and guiding documents.

Questioning Minister of Agriculture and Rural Development Le Minh Hoan, many delegates asked about solutions to remove difficulties in consumption and export of agricultural products.

Delegate Pham Hung Thang (Ha Nam) said that currently, the linkage of production with agricultural product consumption in some localities is still slow. Linking along the value chain to promote mechanization is still limited. Inter-regional and market connections are still fragmented. Logistics costs are still high. Innovation has not become a driving force for the development of the agricultural sector. The delegate asked the Minister to provide solutions in the coming time to overcome this situation.

Responding to delegates, Minister Le Minh Hoan said that cooperation between producers and linkages between producers and businesses in a product chain are necessary. This is also the strategy of the agricultural sector to change the fragmented, small-scale, and spontaneous situation of our country's agriculture. However, the linkage situation is still slow, because according to reports from localities, only about 20% of agricultural areas are in product chains and not all chains are sustainable.

“The issue is to improve the sustainability of these chains in the coming time, thereby overcoming the situation of good harvest but low prices, or the story of farmers breaking trust with businesses or businesses abandoning deposits, traders abandoning deposits,” Minister Le Minh Hoan emphasized.

According to the Minister, in the coming time, the Ministry will persistently work with localities to build more synchronous and complete chain models; at the same time, work with institutes, schools, scientists, and businesses to impact the chain to develop more sustainably.

At the Questioning Session, 107 National Assembly deputies registered to participate in the questioning, 54 deputies exercised their right to question and 8 deputies debated to clarify issues of concern to the deputies. This shows that the issues raised for questioning are of great concern to National Assembly deputies, voters and the people.

National Assembly Chairman Vuong Dinh Hue emphasized that from the questions of National Assembly deputies, many existing and pressing issues in society have been promptly considered and resolved. Many policies and guidelines have been issued, making important contributions to the country's socio-economic development and ensuring social security. Through the questioning activities, it also helps to detect shortcomings and limitations in the law enforcement process as well as enhance the responsibility of Ministers in finding solutions to overcome limitations and shortcomings; continuing to affirm that this is a very effective form of supervision by the National Assembly and the National Assembly Standing Committee.

Emphasizing the above practical significance and effectiveness, the National Assembly Chairman believes that: With the solutions that the Ministers have committed to, with the high determination of the Government, the support of the National Assembly and National Assembly deputies, the management field under the responsibility of the Ministry of Justice will have many clear changes, reaching new heights, becoming more substantial. The agricultural sector will overcome difficulties and challenges, continue to be a solid support for the economy, creating an important foundation and premise to move towards modern agriculture, international integration and adaptation to climate change.

Ensuring the law comes into life, meeting people's expectations

At this session, the National Assembly Standing Committee spent a lot of time reviewing and commenting on the work of law making. Specifically, the National Assembly Standing Committee commented on the following draft laws: the draft law amending and supplementing a number of articles of the Law on Property Auction; the draft law on Social Insurance (amended)...

The National Assembly Standing Committee gave opinions on the explanation, acceptance and revision of the following draft laws: draft Law on Water Resources (amended); draft Law on Citizen Identification (amended); draft Law on Management and Protection of National Defense Works and Military Zones; draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level; draft Law on Telecommunications (amended); draft Law on Real Estate Business (amended); draft Law on Land (amended); draft Law on Housing (amended).

Regarding the draft Law on Land (amended), Vice Chairman of the National Assembly Nguyen Duc Hai requested the Government to direct the Ministry of Natural Resources and Environment, ministries and branches to uphold the sense of responsibility, closely coordinate with the Economic Committee and National Assembly agencies to absorb, explain and complete the draft Law; join hands and unite for the national and ethnic interests to ensure the quality of the draft Law, remove difficulties and obstacles, ensure the provisions of the Law come into life, complete the important legal tasks of the term, and meet the people's expectations.

The National Assembly Standing Committee requested that National Assembly agencies closely coordinate with Government agencies to implement the conclusions of the National Assembly Standing Committee's meeting; at the same time, prepare well for the 4th Conference of full-time National Assembly deputies, term XV, which will open on August 28, and continue to prepare for the 6th Session of the 15th National Assembly to ensure quality.
