Impressive “finish line” targets
Program No. 06-CTr/TU on “Cultural development; improving the quality of human resources; building elegant and civilized Hanoians in the period of 2021-2025” is one of the 10 major work programs of the 17th Hanoi Party Committee. The program was issued with 18 targets, 51 projects and plans; 22 projects and project groups.
In addition, the City Party Committee issued Resolution No. 09-NQ/TU dated February 22, 2022 on "Developing cultural industries in the capital for the period 2021-2025, with a vision to 2030 and a vision to 2045"; Resolution No. 23-NQ/TU dated November 16, 2023 on strengthening the Party's leadership in promoting learning, talent, and building a learning society; Directive No. 30-CT/TU dated February 19, 2024 on strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoians. In addition, the City People's Council issued: 47 Resolutions in the field of culture and society, aiming to propose policies and specific mechanisms to implement the Program.
Up to now, 18/18 targets of the Program have completed the annual plan, of which 2 targets exceeded the plan. Program No. 06-CTr/TU has focused on directing and effectively implementing the Movement "All people unite to build a cultural life", focusing on building new rural areas and civilized urban areas with specific contents such as: Building cultural families; building a cultural environment in the community with models: "5 no, 3 clean villages and residential groups", "Drug-free villages and residential groups"; Building a cultural school environment: "Say no to school violence"; "Capital students behave culturally when participating in traffic"; "I love Hanoi", "Elegant and civilized Hanoi teachers", issuing criteria for building Happy Schools.
In addition, Program No. 06-CTr/TU was implemented in conjunction with the goal of developing cultural industries and Creative Cities. The city has organized 4 creative design festivals and implemented initiatives to join the UNESCO network of "Creative Cities". Tourism in the capital has basically recovered since the Covid-19 pandemic. The capital's tourism industry has built tourism products that bring new and attractive experiences to visitors, especially night tourism activities. Typically: "Sacred Night" tour at Hoa Lo relic; "Decoding Thang Long Imperial Citadel" night tour of the Thang Long - Hanoi Conservation Center, "Quintessence of Dao Hoc" night tour of the Temple of Literature - Quoc Tu Giam, night tour at Ngoc Son Temple...
In the field of sports, Hanoi issued a plan to train coaches and high-performance athletes, focusing on Olympic and ASIAD events. The cause of physical education and sports for all people was promoted; the set target was achieved with the rate of people participating in regular physical education and sports reaching 42.5%, the rate of households participating reaching 32.5% or more.
Regarding human resource training, especially high-quality human resources, Hanoi has identified it as a breakthrough, contributing to creating an important foundation for the capital to carry out industrialization, modernization, comprehensive, rapid and sustainable development. The city has directed and implemented the construction of many new models, proposed many solutions to improve the quality of mass education; build advanced and modern schools at many levels; develop a system of high-quality schools, smart schools, develop a system of non-public schools to meet social needs... By 2024, the high school graduation rate will reach 99.81%, ranking 11th nationwide (up 13 places compared to 2021).
One of the tasks that the City Party Committee pays special attention to is building Hanoians in the process of building and developing the Capital. This is considered one of the five main tasks set forth in the Resolution of the 17th Congress of Delegates (term 2020-2025) of the City Party Committee. Innovation and creativity in the new era
Speaking and directing at the conference, Standing Deputy Secretary of the City Party Committee, Head of the Steering Committee for Program No. 06-CTr/TU Nguyen Van Phong reiterated that the implementation of Program No. 06-CTr/TU took place in a special context, when the whole country and the capital had to fight the Covid-19 pandemic. However, Hanoi has effectively implemented the Program.
“This is a Program that follows many previous programs on people and culture in many terms. But this is a term that has achieved many achievements and made a difference. There has not been any Program in which the Hanoi Party Committee issued a specialized Resolution, which is Resolution No. 09-NQ/TU dated February 22, 2022 on "Developing cultural industry in the capital for the period 2021-2025, orientation to 2030, vision to 2045"; Directive No. 30-CT/TU dated February 19, 2024 on strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoians. More importantly, the Program has received the support and consensus of the business community, artists, artisans and the masses", said comrade Nguyen Van Phong.
Summarizing Program No. 06-CTr/TU, comrade Nguyen Van Phong assessed that the most obvious result was that all the targets in the program had been achieved, many targets exceeded. In particular, the city had made appropriate investments in education - training and culture, clearly defining the goal: Taking culture and people as one of the five important pillars and the driving force for the development of the Capital.
In addition, comrade Nguyen Van Phong assessed that after more than 4 years of implementation, Program No. 06-CTr/TU has created a comprehensive change in awareness, from the city to the grassroots. Hanoi has had specific and practical products on culture and people, affirming the prestige, brand and position of the capital, contributing significantly to the source of creativity in society, thereby improving the cultural and spiritual life of the people.
“The most gratifying thing is that in the process of implementing Program No. 06-CTr/TU, we have become more confident in organizing large-scale cultural events of international significance. The program has aroused more pride in the historical and cultural traditions of Thang Long - Hanoi, and at the same time, helped localities clearly see their responsibility in preserving and promoting the values of Thang Long - Hanoi in the new era. We have become more aware of the issue of developing cultural industries in preserving and promoting traditional values and linking with tourism development of each locality,” emphasized comrade Nguyen Van Phong.
In addition to the achieved results, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong also pointed out the limitations and shortcomings. With the existing potential and advantages, Hanoi must have more attractive creative products.
Regarding Hanoi's goals and tasks in the new era, Comrade Nguyen Van Phong emphasized that the capital city of Hanoi strives to become a city with capacity, prestige, and high competitiveness, thereby moving towards becoming a globally connected city. To do that, the Standing Deputy Secretary of the Hanoi Party Committee suggested that localities and units need to quickly adapt to the innovations of the capital and the country. Localities and units need to promote digital transformation in all fields.
“In the past, we have carried out digital transformation in the fields of culture, education, and high-quality human resource development, but that is only the beginning. The potential for digital transformation is still very large, so it needs to be exploited effectively and creatively. This depends largely on the determination of leaders at all levels," said comrade Nguyen Van Phong.
In addition, comrade Nguyen Van Phong also suggested that in the coming time, Hanoi needs to further promote international integration and learn from international friends' experiences. "We need to turn Hanoi's cultural and human resources into truly new resources to build and develop the capital in the right direction of a civilized, modern, globally connected capital," comrade Nguyen Van Phong emphasized.
On this occasion, the City Party Committee commended and awarded Certificates of Merit from the Standing Committee of the City Party Committee to 10 collectives and 10 individuals; the City People's Committee awarded Certificates of Merit to 20 collectives and 20 individuals with outstanding achievements in the implementation of Program No. 06-CTr/TU of the City Party Committee.
