On the morning of May 9, at the Government headquarters, Prime Minister Pham Minh Chinh, Chairman of the Red River Delta Coordination Council (Council) chaired the 3rd Conference of the Council to announce the Red River Delta Regional Planning for the 2021-2030 period, with a vision to 2050; review 1 year of implementing Resolution No. 30-NQ/TW of the Politburo and Resolution 14/NQ-CP of the Government; review specific policies and mechanisms for the development of the Region; regional coordination plan and evaluate the implementation of key projects of the region.

Attending the conference were Secretary of the Hanoi Party Committee Dinh Tien Dung; Minister of Planning and Investment Nguyen Chi Dung, Standing Vice Chairman of the Council; Vice Chairmen of the Council: Tran Van Son (Minister, Head of the Government Office), Nguyen Manh Hung (Minister of Information and Communications), Nguyen Thanh Nghi (Minister of Construction), Dang Quoc Khanh (Minister of Natural Resources and Environment); leaders of central ministries and branches; leaders of 11 provinces and cities in the Red River Delta: Hanoi, Hai Phong, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, Quang Ninh, Thai Binh, Nam Dinh, Ha Nam and Ninh Binh; experts and scientists.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that with new thinking, new ways of doing things, new beliefs, new visions, creating new values, implementing the Red River Delta Regional Planning ensures "tradition, connection, breakthrough, inclusiveness, comprehensiveness and sustainability."

The conference announced the Red River Delta Regional Planning for the 2021-2030 period, with a vision to 2050, which has just been approved by the Prime Minister; focused on evaluating 1 year of implementing Resolution No. 30-NQ/TW of the Politburo and Resolution 14/NQ-CP of the Government on the action program to implement Resolution No. 30-NQ/TW; reviewed specific policies and mechanisms for regional development; evaluated the implementation of key projects connecting regional and sectoral linkages in the region; reviewed the results of implementing regional coordination tasks and plans.

In particular, the conference also proposed strategic breakthroughs; clearly identified priorities for resource mobilization and allocation; analyzed challenges, tasks, solutions, and key tasks that need to be implemented to effectively implement the Resolution of the Politburo, the Government, and the Red River Delta Regional Planning.

The conference assessed that immediately after Resolution No. 30 of the Politburo and the Action Program under Resolution No. 14 of the Government were issued, ministries, branches and localities in the Red River Delta region promptly grasped the contents, issued action plans, and resolutely implemented the proposed tasks and solutions. After more than 1 year of implementation, the Red River Delta region has achieved positive results.

The Government's Action Program sets out 21 development targets, 36 tasks, and 20 important regional projects to be implemented by 2030. To date, 3/36 tasks have been completed; planning for 9/11 provinces in the region has been approved. The remaining tasks are major projects being implemented by ministries and localities in coordination with relevant agencies according to schedule.

For 20 important, regionally linked projects, 7 projects have started implementation; 8 projects are implementing investment procedures; the remaining projects are being researched and implemented in the coming time. Some large-scale projects of the region have been directed by the Prime Minister, prioritizing central budget resources for implementation such as Ring Road 4 - Capital Region, Ninh Binh - Hai Phong Expressway, etc.

The socio-economic development of the region has achieved many positive results. The economic growth rate (GRDP) of the region in 2023 reached 6.28%, ranking 3rd out of 6 economic regions, 1.24 times higher than the national average. The scale of the economy at current prices reached more than 3.1 million billion VND, accounting for 30.1% of the country's GDP, ranking 2nd out of 6 economic regions.

GRDP per capita reached 131.9 million VND, ranking second in the country. State budget revenue in the area in 2023 is estimated to reach more than 720,000 billion VND, ranking first in the country. Foreign direct investment (FDI) attraction in 2023 is the largest in the country, estimated at 17.382 billion USD, of which 5/11 localities in the region are in the top 10 localities in the country.

The Government has directed ministries, branches and localities to develop and propose policies on innovation, venture capital funds, controlled testing mechanisms; specific policies for Hoa Lac High-Tech Park and the National Innovation Center; Project on training 50,000 semiconductor engineers; Decree on support in the high-tech sector; policies on venture capital funds, controlled testing mechanisms... to apply generally to the region; specific policies on investment in road construction...

Intra-regional and inter-regional cooperation and linkage activities are actively implemented by ministries, branches and localities in the region to serve the goal of rapid and sustainable development to create breakthroughs and spread in regional socio-economic development, in order to concretize the policy of cooperation on regional linkage in Resolution No. 30 of the Politburo and the Government's Action Program in Resolution No. 14.

Many important projects, regional linkages are being actively implemented such as the Ring Road 4 Project - Hanoi Capital Region, the Investment Project to build the pilot urban railway line in Hanoi, Nhon - Hanoi Railway Station section. In addition, many projects are in the process of investment preparation: investment projects to build the expressway from Ninh Binh to Hai Phong...

The conference assessed that although the implementation of the Politburo's resolutions and the Government's Action Program has been more than 1 year and the Regional Coordination Council has just been established, with the strong direction of the Government and the Prime Minister, prioritizing concentrated resources, especially the central budget resources, ministries and localities in the region have thoroughly grasped the content, issued action plans, closely coordinated, and resolutely organized the implementation of the proposed tasks and solutions.

Basically, the socio-economy has gradually developed stably in a more sustainable direction. The quality of infrastructure in the Red River Delta has been increasingly improved, with 4/11 localities in the group of 10 provinces and cities with the best infrastructure in the country. The regional coordination system and institutions have been completed. The regional planning and 9/11 provincial planning have been completed as a foundation and orientation for attracting investment in the coming time.

National defense, political security, and social order and safety of localities are maintained stably. Foreign affairs are expanded in terms of both partners and cooperation content, focusing on economic diplomacy and investment promotion.

In addition, the region still has some difficulties in urban infrastructure, inter-regional environmental issues; science, technology and innovation are not really the driving force for development, regional linkage and coordination activities need more attention.

New thinking, new ways of doing things create new values

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the opinions of the delegates; emphasized the significance and importance of planning work; requested localities in the region to urgently complete the planning and programs, and take actions to implement the planning.

Highly appreciate the ministries, branches and localities for seriously and systematically implementing the resolutions of the Central Committee, especially Resolution 30 of the Politburo on the development of the Red River Delta region, especially the direction of General Secretary Nguyen Phu Trong throughout the process from the development of resolutions, action programs to implement the resolution and the development of plans for 6 socio-economic regions, including the Red River Delta Regional Plan for the period 2021-2030, vision to 2050 and provincial plans in the region, with new thinking, new ways of doing things, new beliefs, new visions, creating new values.

The Prime Minister commended the efforts of ministries, branches, localities and people in the region in developing and submitting to competent authorities policies and mechanisms; building and starting regional connectivity projects; striving to achieve important achievements in socio-economic development, with "measured, measured, and counted" results, creating new momentum, new motivation, and more innovation.

The Prime Minister said that the development process of the Red River Delta region still faces a number of shortcomings, limitations, difficulties and challenges such as: development not commensurate with the potential, advantages, position and particularly important role of the region; lack of land fund, lack of mechanisms, lack of high-quality human resources in the industrial sector; limitations in connectivity; limitations in ensuring water security and energy security; limitations in land management, environmental protection, and climate change prevention and control. In addition, socio-cultural development has not met the needs; the unique cultural values ​​of the region have not been promoted...

Pointing out 3 lessons learned during the implementation process, the Prime Minister emphasized that it is necessary to closely follow reality, creatively apply the Party's guidelines and policies, and the State's laws, in accordance with the conditions and circumstances of each locality and the whole region to effectively organize implementation; promote the spirit of self-reliance of each province and city but must closely and effectively link for common development of the whole region; have open policies and mechanisms, have smooth infrastructure, and have smart governance.

Considering that planning is important, but organizing and implementing the planning is an equally important task, the Prime Minister requested that the implementation of the Red River Delta Regional Planning ensure "tradition, connection, breakthrough, inclusiveness, comprehensiveness and sustainability." In particular, implementing the planning and developing the regional socio-economic closely follows the Party's guidelines and policies, the State's laws, and Resolution No. 30 of the Central Committee; strictly and synchronously complying with the planning; consistently taking people as the center, the subject, the goal, the driving force, and the resource for development; maximizing the intelligence, talent, qualities, and ethics of the Vietnamese people; not sacrificing progress, social justice, social security, and the environment in exchange for mere economic growth.

Along with that, continue to focus on implementing the three strategic breakthroughs that the 13th National Party Congress has pointed out regarding infrastructure development, human resource training, and institutional improvement; mobilize and effectively use all resources for development, promote public-private cooperation, and take public investment as the leading factor for private investment; renew old driving forces, focus on new growth driving forces; promote information and communication so that people understand, grasp, support, follow, and supervise the implementation of planning and benefit in the spirit of "People know - People discuss - People do - People inspect - People supervise - People benefit."

Regarding the activities of the Regional Coordination Council, the Prime Minister requested that the Council members organize and carry out their work, operate effectively, practically, without formalities, without administrative work, with passion, enthusiasm, for the country, for the people; pay more attention to the role of linking and connecting the region. Ministries, branches and localities urgently develop an Implementation Plan, concretizing the regional planning in the spirit of "openness in policies, transparency in infrastructure and smart governance."

Agreeing with the conference on focusing on restructuring economic sectors, innovating the growth model towards modernization; prioritizing investment in key and dynamic projects; focusing on training and developing human resources, attracting talents, promoting innovation and creativity; accelerating administrative procedure reform, improving the investment and business environment, etc., Prime Minister Pham Minh Chinh directed ministries, branches and localities in the Red River Delta region to proactively research and propose institutions, mechanisms and policies to remove obstacles and pave the way for development.
