Promoting the core in building the all-people border defense posture

After 5 years of implementing the National Border Defense Day for the period of 2019-2024, the Provincial Party Committee, People's Council and People's Committee have focused on leading and directing the political system to well perform the tasks of national defense and security associated with socio-economic development; territorial sovereignty and security in the coastal border areas and sea areas in the province have been maintained, political security, order and social safety have been ensured. The relationship of solidarity, closeness between the army and the people, and the great solidarity of the ethnic groups in the province have been consolidated and strengthened.

The BGB area of the province has 15 communes, wards and towns in 5 coastal districts and cities, with a population of 52,650 households/205,765 people, with many ethnic groups and religions living together in solidarity. In the province, there are 2,275 boats with about 18,000 workers exploiting aquatic and marine products. To maintain political stability in the BGB area, the Party Committee and the Provincial Border Guard Command regularly direct the implementation of the local situation and the people's situation; play a leading role in promoting the combined strength of agencies, departments, branches, unions and localities at all levels in building a strong all-people border defense posture; propagate, mobilize and guide people to well implement the Party's guidelines and policies, the State's policies and laws, border agreements and regulations. At the same time, comprehensively deploy all aspects of border defense work; Perform well the state management function on national defense and security and preside over and coordinate with functional forces to well perform the patrol and control of people and vehicles operating in the BGB area and the province's sea area. Maintain strict combat readiness, proactively grasp the situation early and from afar, promptly advise and propose policies and countermeasures, effectively handle situations that arise, avoid being passive and surprised, especially activities that violate the sovereignty of the sea, ensure political security, social order and safety, maintain independence, sovereignty and territorial integrity of the Fatherland. Effectively implement the State's policies on fishing, exploitation, aquaculture and seafood exploitation services in distant waters; drastic solutions to prevent and combat illegal, unreported and unregulated (IUU) fishing. Currently, the province has 170 solidarity groups/1,018 ships operating at sea. In order to ensure the regular maintenance of fishing vessels and fishermen going offshore, the border guard force has organized propaganda for 280,854 people to participate in implementing legal documents related to preventing and combating IUU fishing; mobilized 38,923 vehicle owners and captains to sign a commitment not to violate foreign waters. Coordinate with departments, branches and localities to encourage and replicate models of fishermen fishing offshore in groups and production teams associated with protecting the sovereignty of the sea and islands of the Fatherland.

Regularly directing the forces to organize well revolutionary action movements, build models and projects to help people develop socio-economic development such as: Campaign "All people unite to build new rural areas, civilized urban areas"; 3 national target programs: On building new rural areas, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas; Campaign "Sentimentality of the border and islands", "Lighting up the lights at sea with fishermen", the Provincial Border Guard mobilized to give over 1,900 gifts to policy families, poor households, households with special difficulties in the area with a total cost of 1.2 billion VND; gave over 3,500 photos of Uncle Ho, 12,000 national flags to fishermen; mobilized thousands of working days, contributed 8.5 billion VND to repair and renew inter-village concrete roads, more than 2,000 poor households were assisted with capital, plant varieties, and livestock, contributing to the completion of the criteria for new rural construction. Thereby creating a positive change in the awareness and actions of all levels, sectors, forces and people towards the task of building, managing and protecting territorial sovereignty and national border security.

Promoting the achieved results, in the new period, the Party Committee and the Provincial Border Guard Command continue to thoroughly grasp and effectively implement the viewpoints, guidelines and policies of the Party, the State, the Central Military Commission, and the Ministry of National Defense on the tasks of national defense and security, focusing on: Resolution of the 13th National Party Congress; National Border Law, Vietnam Border Law; resolutions, directives, conclusions, programs and plans of the central and provincial governments on implementing the national border protection strategy in accordance with the actual situation of the area in order to promote the spirit and responsibility of the entire political system and all classes of people in building and protecting the BGB area.

Proactively grasp, study and assess the situation on the border and islands, advise the Provincial Party Committee, the Provincial People's Committee and the Party Committee, the Border Guard Command on policies and measures on border management and protection; synchronously deploy measures for border work, management and firmly protect territorial sovereignty and national border security. At the same time, proactively advise and propose to localities to develop and implement socio-economic development projects associated with strengthening national defense and security and border protection tasks. Coordinate with all levels, sectors and localities to continue to seriously and effectively implement Directive No. 01/CT-TTg of the Prime Minister on organizing a mass movement to participate in protecting territorial sovereignty and national border security in the new situation and the Prime Minister's Project on strengthening, disseminating and educating the law for cadres and people in border areas and islands in the period of 2017-2021 and the following years. In the immediate future, organize practical and effective activities to celebrate the 35th anniversary of the People's Border Defense Day and the 65th anniversary of the Border Defense Force's Traditional Day (March 3, 1959 - March 3, 2024).
