Promoting intellectual resources

After more than 15 years of implementing Resolution No. 27-NQ/TW dated August 6, 2008 of the 10th Party Central Committee on building a contingent of intellectuals in the period of accelerating industrialization and modernization of the country, the contingent of intellectuals in the province has rapidly developed in quantity and improved in quality. The 13th National Congress of the Party clearly identified that the contingent of intellectuals plays a central and core role in the development of industrialization and modernization of the country. The current requirement and task is to gather and promote the role of the contingent of intellectuals to meet the development needs and trends of the times.

Important contributions

The Resolutions of the Provincial Party Congresses in the last two consecutive terms have identified one of the province's important breakthroughs as: "Focusing on improving the quality of human resources associated with promoting innovation, application and strong development of science and technology, focusing on training highly qualified and technical human resources according to the requirements of socio-economic development".

This is truly a strategic policy and orientation in building and developing the province's intellectual team. To implement this policy, the province's levels and sectors have had many mechanisms and policies to motivate, encourage and create conditions for the province's intellectual team to develop and promote their role in all areas of social life.

The intellectual force in the whole province currently has nearly 63,000 people, of which: nearly 9,000 people have college degrees, more than 48,000 people have university degrees, 5,149 people have master's degrees, and 557 people have doctoral degrees or higher. In recent years, the intellectual associations of the province have been regularly improved, consolidated, and developed in terms of both the number of member associations and members.

The Provincial Union of Science and Technology Associations has 32 member organizations (an increase of 18 member organizations compared to 2008) with more than 95,000 members (an increase of 73,000 members compared to 2008), including 22,793 intellectuals (3 professors, 16 associate professors; 459 PhDs and equivalent; 2,850 Masters and equivalent; 16,462 universities; 3,003 colleges).

The Provincial Association of Literature and Arts has gathered 9 specialized associations, with a total of 246 members (an increase of 1 association, an increase of 44 members compared to 2008); most of the members have university and post-graduate degrees. This is a force that has made important contributions to the process of realizing the goals, tasks, and plans for local socio-economic development in the spirit of the Resolution of the 19th Provincial Party Congress.

Comrade Ha Thanh Hoa - Chairman of the Board of Directors of Phu Tho College of Medicine and Pharmacy said: In recent times, the school has promoted close cooperation with scientific and technological organizations and enterprises inside and outside the province to carry out scientific research activities, technology transfer; develop intellectual property, commercialize scientific and technological research results, innovative start-up activities of teachers, researchers and students in the whole school. The school has invested in a laboratory system with advanced and modern equipment worth tens of billions of VND to optimally serve experimental research. The digital library with tens of thousands of books and specialized journals is a source of useful information for lecturers and students.

Provincial leaders presented symbols, flowers and certificates to associate professors, doctors, CKII doctors, and outstanding science and technology intellectuals in 2023.

In recent years, the Provincial Party Committee, Provincial People's Committee and Party committees and authorities at all levels have issued many documents to create a favorable environment and mechanism for intellectuals to work and develop their talents, contributing to the socio-economic development of the province. Over the past 15 years, the whole province has had nearly 170,000 intellectual cadres trained and fostered according to programs and projects of the province and the Central Government.

Every year, the province organizes competitions and awards on science and technology to recognize and promote the creative talents of the province's intellectuals, such as: Provincial Technical Innovation Competition, Hung Vuong Award on science and technology, Science and technology innovation award...

Science and technology competitions and awards have been widely deployed to the grassroots level, mobilizing thousands of participants. From the competitions, many projects and solutions have made positive contributions to the socio-economic development of units, businesses, localities in the province and the whole country.

In the past 15 years, Phu Tho has had 165 projects and solutions winning prizes at the Provincial Technical Innovation Contest, 14 projects and solutions participating nationwide winning prizes; 15 projects winning provincial science and technology innovation awards; 6 projects winning Vietnam science and technology innovation awards; 3 projects winning Hung Vuong awards for science and technology. The whole province has 11 scientific projects by 53 intellectuals honored in the Vietnam Golden Book of Creativity; 15 artists receiving Hung Vuong Awards.

Promoting the role of intellectuals

Comrade Ho Dinh Luong - Chairman of the Provincial Union of Science and Technology Associations said: “Over the past 15 years, the Provincial Union of Science and Technology Associations has strongly innovated the content and methods of operation in the new situation, has performed well the function of gathering and uniting the intellectual team with 32 member organizations which are prestigious science and technology organizations, key specialized science and technology associations in the province. Consulting, criticism and social appraisal activities have been effectively implemented, the quality has been gradually improved, mobilizing and promoting the intelligence and enthusiasm of the intellectual team in participating in consulting and contributing ideas to build important programs and projects of the province”.

In managing and using intellectuals, Party committees and authorities at all levels have had many appropriate leadership and management methods, creating a favorable environment for intellectuals to promote their capacity and strengths. Dialogue activities between intellectuals and leaders of Party committees and authorities have been open and democratic. Through conferences, seminars and forums, important issues of the province have been discussed to seek opinions of leading intellectuals before making decisions.

At the same time, take advantage of the contributions of the large number of intellectuals working in the provincial agencies, departments and branches for the development of the locality. Form a mechanism to strengthen the consulting, criticism and social appraisal of the intellectual team in planning and proposing policies on socio-economic development in the province.

The Fatherland Front and mass organizations in the province increasingly demonstrate their role as a bridge to gather and unite the intellectuals, strengthen the great national unity bloc, create strength and close ties between the Party, the government and the intellectuals, and successfully carry out the industrialization and modernization of the province.

The Provincial People's Committee issued Plan No. 5321/KH-UBND dated November 23, 2017 to support the innovative startup ecosystem of Phu Tho province in the period of 2017-2020, with a vision to 2025, in order to create a favorable environment to promote and support the formation and development of types of enterprises with the ability to grow rapidly based on the exploitation of intellectual property, technology, and new business models, focusing on potential industries and fields, strengths in the socio-economic development of the province.

At the consultation and social appraisal workshops organized by the Provincial Union of Science and Technology Associations, we received contributions from experts, scientists at the Central level, scientists inside and outside the province...

Implementing Decision No. 884/QD-TTg, dated May 18, 2016 of the Prime Minister on approving the Project "Supporting the construction of the National Innovation and Startup Ecosystem by 2025", the province has organized the implementation of connecting the province's innovation and startup ecosystem activities with provinces in the region, nationwide and internationally.

Since 2014, under the direction and facilitation of the Provincial Party Committee and the Provincial People's Committee, the organization of the celebration of Science and Technology Day (May 18) has become an annual activity of the Provincial Union of Science and Technology Associations, highly appreciated by science and technology intellectuals and public opinion.

Up to now, the Provincial Union of Science and Technology Associations has honored 315 intellectuals, including: 4 associate professors, 152 doctors, 77 specialist doctors II; 82 intellectuals and experts inside and outside the province with many achievements, contributing to the activities of the Union of Associations, science and technology activities and the socio-economic development of the province.

In recent years, despite many economic difficulties, the province has paid attention to investing in developing technical infrastructure for science and technology in a number of key sectors. The Provincial People's Committee has directed the implementation of the construction and improvement of science and technology service centers; provincial and district hospitals have advanced medical examination and treatment equipment and machinery systems; universities, colleges, and educational and training institutions have gradually invested in modern laboratories, practice rooms, and libraries to better meet the requirements of improving the quality of scientific and technological research.

Many enterprises have proactively invested in renovating equipment and building laboratories that meet LAS and VILAS standards. The province's goal by 2030 is to build a large, high-quality intellectual team with reasonable quantity and structure, gradually reaching the level of intellectuals in localities and the whole country. Strongly connecting the Party and the State with intellectuals, between intellectuals and the Party and the State, strengthening the great national unity bloc on the basis of workers - farmers - intellectuals.
