Focus on 8% growth target

General information related to the situation and implementation of the Provincial Party Committee's Resolution on socio-economic development, Director of the Department of Finance Duong Van Phuc said: At the time of reporting, 7/26 targets in the Resolution of the Provincial Party Committee under the responsible sector had reached over 90%.

The overall economic indicators are showing a good upward trend, specifically, GDP growth in the first quarter of 2025 is estimated at 6.28%, much higher than in 2024 (4.55%).

Budget revenue as of March 26, 2025 reached over VND 2,200 billion, reaching 34.51% of the Provincial People's Council Resolution. Export turnover increased by nearly 20% over the same period. Total retail sales of goods and consumer services increased by over 7% over the same period. In the first quarter, the total number of newly established enterprises was 194, an increase of 35% over the plan and an increase of more than 73% over the same period last year (112 enterprises).

In addition, Director of the Department of Finance Duong Van Phuc said there are still some limitations. Specifically, the progress of district-level land use planning in 2025 is slow. Some works and projects are still stuck in site clearance, affecting the implementation and disbursement progress. Disbursement of public investment capital only reached 5.06% (as of March 24, 2025).

Regarding the group of tasks and solutions to achieve the economic growth target of 8% this year, the Director of the Department of Finance said that since the beginning of 2025, the Provincial People's Committee has focused on many solutions for implementation. In which, it has directed sectors and localities to increase budget revenue.

To achieve the target, the province will have to collect over 7 trillion VND. Expected revenue sources include: Lottery, minerals, environmental protection, revenue from enterprises and land use funds, land rent. In addition, the province will focus on new factors to promote growth such as: green transformation, digital transformation...

Accelerate public investment progress, focus on implementing key projects such as: Rach Mieu 2 Bridge, Phu Thuan Industrial Park infrastructure, Korean ODA Hospital... Coordinate with private investors to implement major projects. The Provincial People's Committee has established a working group to urge and promote the disbursement of public investment capital in 2025.

In order to ensure the implementation of the capital plan as well as the desired projects, in the context of the arrangement of administrative units according to the direction of the Central Government, the Director of the Department of Finance said that the Department has reported to the Provincial People's Committee to ask for the opinion of the Provincial People's Council to adjust the public investment plan for 2025. It is expected that there will be two adjustments to the capital plan, the first at the thematic meeting and after adjusting the medium-term public investment plan at the mid-year meeting of the Provincial People's Council.

According to Thanh Phu District Party Secretary Chau Van Binh, large enterprises in the area have not been affected much by the drought and salinity, which is not too severe at present. However, recently, some water plants have been contaminated, affecting production and people's lives.

The price of water supply is not too high, about 7 to 8 thousand VND/ m3 , but there are still households having difficulty accessing clean water.

Regarding the progress of the program to eliminate temporary and dilapidated houses, the district is implementing phase 1 of the program on 66/68 houses, of which 20 are being completed. The main difficulties are related to regulations on land use and capital mobilization from the people.

Regarding the socio-economic situation, the implementation of the Resolution of the year has had some positive results such as tourism growth and budget revenue, however, there are still some difficulties that need to be further resolved. Comrade Secretary of the Ben Tre City Party Committee Nguyen Van Tuan proposed to continue to effectively implement the work of arranging and merging units, ensuring stability and development. At the same time, strengthen the work of building and consolidating the Party organization and political system, ensuring the leadership of the Party. Regarding the policy and work of rearranging and reorganizing the administrative apparatus at all levels, from the provincial to the communal level , Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department Bui Van Bia affirmed that this is a major policy of the Party, expressed in the Resolutions of the 13th National Party Congress, with the goal of improving the efficiency and effectiveness of the political system, while taking better care of people's lives.

According to the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, it is necessary to do a good job of ideological work, orientation, and propaganda so that cadres, party members, and people clearly understand the purpose and significance of the organizational arrangement. At the same time, it is necessary to soon have specific directions on the organizational structure, functions, and tasks of agencies and units after the arrangement.

Continue to implement key programs and projects such as building new rural areas, civilized urban areas, and improving infrastructure. Localities need to make efforts to complete commitments and projects that have been deployed.

Regarding preparations for Party congresses at all levels: District level should temporarily suspend the congress, while commune and provincial levels need to prepare contents suitable for the organization arrangement. At the same time, it is proposed to amend and supplement the working regulations of the Provincial Party Committee, ensuring close coordination between agencies and organizations in the political system.

According to the Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board, it is necessary to review and rearrange cadres and civil servants at the district and commune levels appropriately; it is expected that the number of cadres and civil servants retained will be greater than before; it is necessary to closely coordinate with units and localities to arrange personnel appropriately.

The Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board added that retirement policies will be resolved according to regulations; there will be adjustments and supplements to the titles and scale of some units to suit.

Regarding the preparation and organization of the grassroots congress, there has been careful preparation and close coordination between levels and sectors. The province will have specific instructions and directions on the content and methods of organizing the congress. Regarding the implementation of the Resolution's contents, many targets have been exceeded , but there are also some difficulties and challenges. It is necessary to continue to make efforts and closely coordinate between levels and sectors to successfully complete the assigned tasks.

Providing more information about the work of reorganizing the apparatus, Director of the Department of Home Affairs Nguyen Thi Ngoc Giau said: According to the Central's direction, the province will be merged, the district level will be abolished, and the commune level will be merged , which is being directed urgently and resolutely. With a proactive spirit, the Department of Home Affairs has coordinated with agencies, units and obtained information from specialized agencies at the Ministry level to guide the merger contents, and has submitted to the Provincial Party Committee a plan to merge communes in the area. By the morning of March 28, 2025, information shared by the Department of Home Affairs of provinces and cities has new information on the area criteria and a 50% reduction in the number of existing communes .

According to Ms. Nguyen Thi Ngoc Giau, with the information on the adjustment of the criteria for merging commune areas , the possibility that the plan previously submitted to the Provincial Party Committee will change. Therefore, the leaders of the District Party Committee and the City Party Committee in the province should grasp the information and proactively coordinate with the Department of Home Affairs to rebuild the commune merger plan with a spirit of urgency and determination to collect people's opinions within 15 days as prescribed.

Maintain social order

Head of the Provincial Party Committee's Internal Affairs Committee Le Thanh Van assessed that the security and social order situation was maintained and stable, law violations decreased compared to the same period, the number of drug addicts was controlled and reduced. Local military and defense work was carried out effectively, the military recruitment target reached 100%. The work of receiving citizens, resolving complaints and denunciations was focused on and implemented promptly and effectively. Solutions to prevent and combat corruption, waste and negativity were implemented.

Regarding the direction and tasks in the second quarter of 2025, Head of the Provincial Party Committee's Internal Affairs Committee Le Thanh Van said that the province will continue to lead and direct the work of ensuring national defense and security, maintaining social order and stability. Improve the quality of activities of judicial agencies, speed up the progress of resolving cases and incidents, especially those related to corruption, negativity and waste.

Continue to lead and direct the drastic and synchronous implementation of solutions to prevent and combat corruption, waste and negativity. Review and handle projects, works and public assets that are behind schedule and have not been managed and used strictly. Resolutely resolve the issue of C2 land and An Dien land; properly manage and use protective forest land and special-use forest land.

Colonel Le Van Hoa - Deputy Director of the Provincial Police Department said that the security and order situation in the first quarter of 2025 continued to be stable. The grassroots police force continued to play a core role in ensuring order in the locality. Coordinated to promptly resolve and stabilize complicated cases that arose, avoiding being passive and surprised.

People's complaints and lawsuits have significantly decreased in number and quantity, crimes have decreased by 10.15%, social evils have decreased by 45.6%, social accidents have decreased by 5%. Traffic accidents have also reduced the number of deaths, and the number of injured people has been controlled. There have been 79 fewer drug addicts.

However, due to the general impact, the security and order situation sometimes becomes complicated in some places. After 1 month of dissolving the district-level police, the operation situation is basically stable, improving the quality of the commune-level police operation .

In the coming time, the industry will continue to advise the provincial leaders to synchronously deploy solutions to ensure social order and safety in the area, not to be passive and surprised in any situation. Synchronously deploy measures and key solutions to prevent social problems early and from afar.

Speed ​​up the progress of projects

Sharing the results in the agricultural sector, Director of the Department of Agriculture and Environment Doan Van Danh said: The Provincial People's Committee has chaired the summary of the work in 2024 and proposed directions, tasks, and solutions to prevent drought and salinity in 2025 early. Thanks to that, up to now, the salinity intrusion has not had a major impact on people's lives and production. In addition, people are also very proactive in responding such as: Connecting water plants, operating water treatment plants, and building local dams. The salinity situation this year is also lower than last year.

In the new rural construction work, 118/132 communes have met the standards, only 14 communes have not yet completed. Some districts such as Mo Cay Bac, Chau Thanh and Cho Lach have basically completed the documents and are collecting public opinions. It is expected to be completed in April 2025.

Regarding the disease situation, there have been no new outbreaks, the disease has been controlled and has not spread. Regarding crops, there are some problems with pests and diseases but we have coordinated with the local authorities to survey and handle them. Environmental issues, especially An Hiep landfill (Ba Tri) and the waste treatment plant in Phu Hung commune (Ben Tre city), have been handled by coordination between relevant agencies.

At An Hiep landfill, rainwater and leachate collection pipes have been built and treatment modules have been installed. At Phu Hung commune waste treatment plant, a meeting has been held with households that have not yet cleared their land and will continue to follow the regulations of the new Land Law, with higher compensation levels.

Regarding the land use plan, Mr. Doan Van Danh said that some districts such as Chau Thanh, Binh Dai, Ben Tre City and Mo Cay Nam have completed it, the remaining districts are also implementing it and committed to completing it before May 15, 2025.

Updating the progress and implementation status of transport projects in the province, Director of the Department of Construction Cao Minh Duc said: There are 10 major public investment projects in the province. Of which, the Rach Mieu 2 bridge project is expected to be completed and opened to traffic in September 2025.

The coastal road project invested by the province is implementing related procedures. The Ba Lai 8 bridge project is facing difficulties in site clearance related to 11 households with forest land in Binh Dai and Ba Tri. The provincial People's Committee has directed relevant departments to urgently resolve this issue to hand over the site and speed up the project implementation progress.

The DBO project from Ba Tri to Thanh Phu has been submitted to the Ministry of Finance and is waiting for the Central Government to support a loan from Korean ODA. For the Co Chien bridge project, the Department of Finance of Tra Vinh province has held a meeting to collect opinions on the scale of the project to submit for investment policy.

The project of National Highway 57D to Giao Long Port is implementing packages 2 and 3. Package 1 in particular, due to exceeding the estimated cost of site clearance, the Provincial People's Committee has decided to transfer part of the volume to implement another independent project.

The National Highway 60 project has difficulty connecting with Tan Thanh Binh Industrial Park due to previous planning. Other solutions are being studied for implementation, with plans to expand and build a service road . The Provincial Road No. 8 project, due to exceeding the estimated land clearance budget, the Provincial People's Committee decided to only implement the section from Phu Thuan Industrial Park to Ba Lai River, while the Ba Lai 6 bridge section will be invested separately.

An Hiep Industrial Park Project has an investor registered for a 5,000-ton seaport project, and is studying detailed planning. Phu Thuan Industrial Park Project: Calling for investment, and at the same time has a plan to expand Giao Long port.
