On the morning of November 2, at the Government headquarters, Prime Minister Pham Minh Chinh received Vice President of the European Commission (EC) and High Commissioner for Trade of the European Union (EU) Valdis Dombrovski, who is visiting and working in Vietnam.
At the meeting, the Prime Minister affirmed that Vietnam always considers the EU one of the most important partners in its foreign policy and highly appreciates the active and close cooperation at all levels between the two sides in recent times. The EU is currently the 4th largest trading partner, the 3rd largest export market and the 5th largest import market of Vietnam. Vietnam is the EU's largest trading partner in ASEAN. The EU is also the 6th largest investor in Vietnam.
The Prime Minister appreciated the EU's consideration of climate change adaptation as one of the three focuses of its cooperation program with Vietnam for the 2021-2027 period; thanked the EU for continuing to prioritize and allocate 210 million EUR in non-refundable aid for the 2021-2024 period to Vietnam.
Sharing about Vietnam's situation, socio-economic development strategy, foreign policy and "4 no's" defense policy of Vietnam, to effectively implement the increasingly practical and effective Vietnam-EU cooperation relationship, Prime Minister Pham Minh Chinh suggested that in the coming time, the EU promote the effective implementation of the EVFTA Agreement; continue to create more favorable conditions for Vietnamese goods to enter the EU market, especially agricultural and aquatic products; strive to soon bring the two-way trade turnover between Vietnam and the EU to reach the milestone of 100 billion USD.
Informing that Vietnam is committed to continuing to create the most favorable conditions for EU enterprises to invest and do business in Vietnam, Prime Minister Pham Minh Chinh suggested continuing to encourage enterprises from EU countries to accelerate investment redirection to Vietnam in areas where the EU has strengths such as digital transformation, energy transformation, sustainable development, climate change response, high technology, logistics infrastructure connection, etc.
Prime Minister Pham Minh Chinh suggested that the EC Vice President actively advocate for the remaining EU member states to soon ratify the Investment Protection Agreement (EVIPA) to create momentum to promote bilateral investment on the basis of equality and mutual benefit; suggested that the EC soon remove the “yellow card” on combating illegal, unreported and unregulated fishing (IUU), creating conditions for the two sides to strengthen cooperation in the field of aquaculture, develop sustainable fisheries, in line with the livelihood interests of Vietnamese fishermen; actively support and cooperate in the sustainable development of the Mekong sub-region...

EC Vice President and EU Trade Commissioner Valdis Dombrovski thanked Prime Minister Pham Minh Chinh for taking the time to receive the delegation. Appreciating Vietnam's development and cooperation potential, Mr. Valdis Dombrovski said that Vietnam-EU relations are increasingly developing, especially after the two sides signed the EVFTA, Vietnam became the EU's 16th largest trading partner in the world.

Vice President Valdis Dombrovski affirmed that the EU and its member countries consider Vietnam a leading important partner in the region and the world, and wish to promote relations with Vietnam in all fields as mentioned by the Prime Minister.
Appreciating Vietnam's contributions as a non-permanent member of the United Nations Security Council, the United Nations Human Rights Council and other international organizations, Mr. Valdis Dombrovski hopes that Vietnam will participate more actively in world affairs for peace, stability, cooperation and development.
Affirming that developing a green economy, a circular economy, and combating climate change are global issues that require international cooperation and promote multilateralism, Prime Minister Pham Minh Chinh also asked the EU to cooperate and provide consulting support to Vietnam in this process; promote financial support for Vietnam within the framework of JETP to implement a fair energy transition and other EU support programs; continue to support Vietnam in perfecting institutions in the field of environmental protection and climate change response; support Vietnam in enhancing its capacity to implement the EVFTA Agreement, etc.
Regarding multilateral cooperation, the Prime Minister hopes that the EU will strengthen cooperation within the framework of ASEAN and ASEM; and said that Vietnam is ready to act as a bridge to promote the EU's relations with other ASEAN countries to seize opportunities and resolve common challenges, especially in the areas of environment and climate change, green transformation, digital transformation, infrastructure connectivity, and capacity building for the healthcare system.
Prime Minister Pham Minh Chinh and Vice President of the European Commission Valdis Dombrovski shared ASEAN's common viewpoint on ensuring safety, security, and freedom of aviation and navigation in the East Sea; ensuring full and serious implementation of the Declaration on the Conduct of Parties in the East Sea (DOC); promoting negotiations and building an effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), for peace, stability, cooperation, and development in the region and internationally.
Through the EC Vice President, Prime Minister Pham Minh Chinh sent his regards and best wishes to the EU leaders; saying that Vietnam is ready to welcome EU leaders to visit Vietnam at an appropriate time.
