"Breaking the topic" of thinking and vision

The aspiration for a rich and beautiful Thanh Hoa, worthy of its glorious historical tradition and cultural depth, is inherently the burning desire of many generations of people who were born, grew up and then “returned” to this land. Only when illuminated by the light of a “path-opening” resolution, with specific mechanisms and policies; at the same time, urged by a strong will to overcome, then the ever-burning aspiration will have a foothold to become a reality...

If Resolution No. 58-NQ/TW of the Politburo outlines major directions for a rich and civilized Thanh Hoa, Resolution No. 37/2021/QH15 of the National Assembly with specific mechanisms and policies, is like a "breakthrough" of the mechanism, to stimulate innovative thinking and creative ways of doing things, in order to gradually realize the spirit and content of Resolution No. 58-NQ/TW, which is also the realization of the aspiration for a "model" Thanh Hoa.

Burning desire of Thanh land

Talking about Thanh Hoa is talking about "the place with the most beautiful nature, as well as the richest historical memories" (H. LeBreton). This is not difficult to prove, because Thanh Hoa is likened to "a miniature Vietnam" with thousands of waterfalls, undulating midlands, fertile deltas, gently sloping silver seas... And anywhere on this land there are beautiful mountains and lakes that contain within them an epic story. Therefore, the author of "Historian's Chronicles" - historian Phan Huy Chu did not hesitate to give "winged" praise when talking about Thanh Hoa, saying: "The lush landscape and rivers together gave birth to many kings and generals, when the elite gathered together, many scholars were born (...); the prosperous atmosphere together made it worthy of being the best in the country"!.

And more specifically, if we compare Vietnamese history to a 5m long string, on which each century corresponds to 1mm, then from Do mountain to Son Vi culture, the layer below Con Moong cave, nearly 4m90 has been lost; from Hoa Binh culture to now, only 10cm remains (Pre-historic and Early History of Thanh Hoa). On that long "string of history", Thanh land can be considered the most vivid witness, having witnessed almost the most complete process of formation and development of the Vietnamese people. From this "chosen land", our ancestors have struggled and overcome countless harsh challenges, to work and create tirelessly, to harmonize and transform nature as well as to transform themselves.

“Thanh Hoa's location is in an area that is not called "coiling dragon, sitting tiger", but it has many advantages. The people are hard-working (...), the tradition is glorious and resounding (...) with many heroes and heroes (...). This is also a valuable asset, a potential, an extremely large resource. We must be proud of our homeland. We must not accept poverty. We must not accept defeat to other provinces. We must strive to become rich, worthy of a large province" (Former General Secretary Nguyen Phu Trong).

It is also from the rich historical and cultural traditions of the land that, on the journey with the nation to fight to protect and build the Fatherland of Vietnam, with its increasingly growing stature and position, the people of this "land of heroic epics" have never ceased to yearn for a rich and beautiful Thanh land. Moreover, in the most difficult and arduous historical moments, Thanh land has always been "a sanctuary preserving all the expectations of the race" (Pierre Paspuier). Therefore, the aspiration to build a prosperous Thanh land, a Thanh land that "holds and charms" has always been cherished, even becoming a way of life, from which we have a reason to explain why many children of this land have suddenly become famous names, even "historians" of the nation such as Ba Trieu, Le Loi, Le Hoan, Duong Dinh Nghe...

There is a statement that when placed in many historical contexts, we can see its meaning and "always true" nature. That a country in general, a land in particular, if it wants to become powerful and prosperous, must always nurture the desire for power and prosperity. To let the desire be "watered" by the source of strong belief; by perseverance in overcoming difficulties without stopping; by the effort to cherish and take advantage of valuable opportunities; by the spirit of determination and decisiveness in action to turn opportunities into comparative and unique advantages... Then all of those factors will be the necessary and sufficient conditions to create a new "leap" or breakthrough.

The burning desire for a rich and beautiful Thanh Hoa has been nurtured through many generations and is more strongly urged than ever, when Thanh Hoa is facing new opportunities, great fortunes for the whole nation. Moreover, located in a particularly important strategic position in terms of economy - society, national defense - security of the North Central region and the whole country, Thanh Hoa has all the conditions to become a growth pole in connection with neighboring regions... Therefore, looking at reality, it can be seen that the land of Thanh is converging the conditions of "geographical advantage" and "human harmony" for development. However, in order to rise to a new level on the current "Vietnam development chart", Thanh Hoa needs the "heavenly time" factor as a driving force.

Clear mechanism, clear vision

Thanh Hoa is located in a very special position: "a coiled dragon, a sitting tiger", as the late General Secretary Nguyen Phu Trong emphasized. At the same time, it has many outstanding potentials and great competitive advantages. Specifically: It is the 5th largest province in the country in terms of area, 3rd in population and 2nd in the number of administrative units. It has Nghi Son Economic Zone, one of the 8 national key economic zones, and Nghi Son deep-water port that can receive ships with a capacity of 70,000 DWT. With 102km of coastline and being the nearest gateway to the sea of ​​the Northwest region of the Fatherland and Northeast Laos, Thanh Hoa has an important position in the development strategy of the economic belt of the Gulf of Tonkin and part of the Northwest region of the Fatherland... Moreover, Thanh Hoa is also considered by President Ho Chi Minh to be "famous for its culture", with over 1,535 relics and scenic spots, with 1 world cultural heritage, 4 special national relics and a treasure trove of valuable intangible cultural heritage. In particular, the patriotic and revolutionary tradition of Thanh Hoa, nurtured and passed down through generations of brave and resilient fathers and brothers, has become a "source of inspiration", a fundamental fulcrum for building and comprehensively developing the culture and people of Thanh Hoa, towards the values ​​of truth - goodness - beauty...

Nghi Son seaport plays an increasingly important role in the socio-economic growth of Thanh Hoa province.

However, to pull the socio-economic "train" to move more strongly, worthy of the potential and expectations that the Party, the State and especially President Ho Chi Minh have reserved for this "very important" land, a special mechanism is needed to act as both a "locomotive" and a "railway". Based on that historical requirement, on August 5, 2020, the Politburo issued Resolution No. 58-NQ/TW on building and developing Thanh Hoa province to 2030, with a vision to 2045 (referred to as Resolution No. 58-NQ/TW). From here, it opens up a future vision and promising development opportunities for Thanh Hoa province.

Resolution No. 58-NQ/TW outlines the most basic and general directions for Thanh Hoa, with the near future (by 2030) being a new growth pole together with Hanoi, Hai Phong and Quang Ninh forming a development quadrangle in the North of the Fatherland. And further, by 2045 - the 100th anniversary of the founding of the Socialist Republic of Vietnam - Thanh Hoa will "rise up" to become a rich, beautiful, civilized and modern province; a comprehensively developed and "model" province of the whole country!.

These are indeed big, ambitious goals, but they demonstrate the trust and high expectations that the Party and State have for Thanh Hoa. However, to realize these big goals, there must be a strong enough mechanism to create momentum. In response to that requirement, the National Assembly considered and issued Resolution No. 37/2021/QH15, dated November 13, 2021, on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province (referred to as Resolution No. 37/2021/QH15).

Thanh Hoa province is located in the North Central region, with 27 district-level administrative units, including 2 cities (Thanh Hoa, Sam Son), 2 towns (Bim Son, Nghi Son) and 23 districts (including 11 mountainous districts). Thanh Hoa's natural land area is 11,120 km2 (the 5th largest in the country); population is over 3.74 million people (after Hanoi and Ho Chi Minh City). At the same time, there is 213 km of land border with Laos; 102 km of coastline and territorial waters of over 17 thousand km2.

Some specific mechanisms and policies stipulated in Resolution No. 37/2021/QH15 are related to very important areas, playing a fundamental role and affecting many other sectors and fields, such as financial management, State budget and decentralization of State management in the fields of land, planning and forestry. In particular, some policies have "weight" that, if applied and utilized effectively, can create a real "leverage" for local socio-economic growth. Notable ones include the policy on regular expenditure allocation norms; the policy on increasing revenue from import and export through Nghi Son seaport; the policy on authorizing the decision on changing land use purposes; the policy on authorizing the decision on changing forest use purposes; the policy on decentralizing the implementation of approving local adjustments to the general planning for the construction of functional areas and local adjustments to the general planning for urban areas.

It can be affirmed that if Resolution No. 58-NQ/TW is the fulcrum, Resolution No. 37/2021/QH15 will be the lever. Because Resolution No. 37/2021/QH15 has been creating a legal corridor and very basic favorable conditions, as well as opening up new opportunities and motivations for Thanh Hoa to develop. To put it more figuratively, with its special meaning and importance, Resolution No. 37/2021/QH15 is like a "breakthrough", or a "breakthrough" that goes beyond the usual frameworks, the limits of vision, of innovative thinking, and development for this land. Together with the close direction of the Government and the determination, efforts and creativity in implementation of local Party committees and authorities, Resolution No. 37/2021/QH15 will create leverage to raise the aspiration for a rich and civilized Thanh Hoa in the near future.
