
Petrovietnam signed a Memorandum of Understanding with the General Department of Logistics
In order to strengthen coordination in the production of special fuels for national defense, on January 9, in Hanoi, Petrovietnam and the General Department of Logistics (Ministry of National Defense) signed a Memorandum of Understanding on cooperation for the period 2025-2030 and the following years. Attending the signing ceremony were Senior Lieutenant General Vu Hai San, member of the Party Central Committee, Deputy Minister of National Defense; Comrade Nguyen Sinh Nhat Tan, Deputy Minister of Industry and Trade; Lieutenant General Tran Duy Giang, Director of the General Department of Logistics. On the Petrovietnam side, there were Comrade Le Manh Hung, Party Secretary, Chairman of the Board of Directors of the Group; Comrade Le Ngoc Son, General Director of the Group; Petrovietnam Board of Directors members Tran Binh Minh, Tran Hong Nam; Comrade Le Xuan Huyen, Deputy General Director of the Group; and representatives of the Vietnam Oil and Gas Technical Services Corporation (PTSC); Binh Son Refining and Petrochemical Joint Stock Company (BSR), Vietnam Oil Corporation - Joint Stock Company (PVOIL), PetroVietnam Transportation Corporation (PVTrans).

Major General Nguyen Van Luc, Director of the Petroleum Department, spoke at the ceremony . Speaking at the ceremony, Major General Nguyen Van Luc, Director of the Petroleum Department, said that in the period of 2019-2024, Petrovietnam has directed BSR to actively support and coordinate with the Petroleum Department to implement projects. The Petroleum Department and BSR have worked together to research and find solutions to both produce commercial fuel and combine the production of specialized fuel for national defense. The Ministry of National Defense has deployed trial use and the results of the specialized fuels produced at BSR have been assessed by the using units as being of good quality, meeting the technical requirements of military equipment. In the period of 2025-2030 and the following years, Major General Nguyen Van Luc affirmed that the two sides will continue to maximize their strengths and capabilities in their fields of operation towards the goal of ensuring national defense security, national energy security and improving production and business efficiency. Along with that, the two sides will promote cooperation activities in the fields of research and development, security and safety, production and business, technical infrastructure support, digital transformation and other fields.
Petrovietnam Chairman Le Manh Hung hopes that in the coming time, Petrovietnam will provide more new products to serve the military, contributing to ensuring national security and defense. At the ceremony, Petrovietnam Chairman Le Manh Hung expressed his thanks to the General Department of Logistics and the General Department of Petroleum for their close coordination with Petrovietnam in general and BSR in particular in the past time. In the process of producing special fuels, BSR has gradually overcome technical difficulties and the products after being used have been certified to meet the standards for national defense activities. This is the honor and contribution of Petrovietnam/BSR to ensuring national security and defense. Currently, Petrovietnam is producing products for civil use, engine maintenance..., and at the same time researching and developing many new products. Petrovietnam Chairman Le Manh Hung hopes that in the coming time, Petrovietnam will be able to provide these products to serve the military, thereby contributing to ensuring national security and defense.
BSR Chairman Bui Ngoc Duong spoke at the ceremony. BSR Chairman Bui Ngoc Duong pledged that BSR will seriously implement and ensure the quality of special fuel products, meeting the plan to supply gasoline to the Ministry of National Defense. At the same time, he expressed his hope that BSR and the Ministry of National Defense and the General Department of Logistics will increasingly strengthen close coordination and plan to research new products to serve national security and defense.
Senior Lieutenant General Vu Hai San, member of the Party Central Committee, Deputy Minister of National Defense: During the period when the import of special gasoline and oil faced many difficulties, Petrovietnam prioritized the production of special gasoline and oil to supply for national defense. At the ceremony, Senior Lieutenant General Vu Hai San highly appreciated the coordination between the parties in the recent past, especially during the period when the import of special gasoline and oil faced many difficulties, Petrovietnam identified the priority of the production of special gasoline and oil to supply for national defense as a key political task and responsibility for the country's national defense and security; demonstrating the close combination between economy and national defense, contributing to the successful implementation of the Party and State's guidelines, viewpoints and policies on promoting internal resources to increase resources for national defense. Regarding the content of cooperation in the period of 2025-2030, Senior Lieutenant General Vu Hai San suggested that the two Ministries coordinate and proactively issue a Memorandum of Understanding and coordination regulations; production and supply of special fuels for national defense in accordance with the production capacity of Petrovietnam/BSR at Dung Quat Oil Refinery, and at the same time research new products to serve the needs of national defense. Senior Lieutenant General Vu Hai San also assigned the General Department of Logistics and Petrovietnam to advise the leaders of the two Ministries in organizing and implementing cooperation contents; signing a Memorandum of Understanding, building coordination regulations, as a basis for long-term, stable and sustainable implementation between the two sides. The cooperation process must ensure compliance with legal regulations, harmonize the interests of both sides, combine economy with national defense, contribute to the successful implementation of the Party and State's guidelines, viewpoints and policies on promoting and self-sufficient internal resources to ensure energy security for the country, and strengthen resources for national defense.
