Deputy Prime Minister Tran Luu Quang signed Decision No. 35 of the Prime Minister on disciplinary action against Mr. Trinh Van Chien, former Chairman of Thanh Hoa Provincial People's Committee.
According to this decision, the Prime Minister decided to discipline Mr. Trinh Van Chien by removing him from the position of Chairman of Thanh Hoa Provincial People's Committee for the period 2010-2014.
Mr. Chien was disciplined for violations and shortcomings in his work and the Party Central Committee has enforced party discipline.

Previously, at the end of July 2023, when considering disciplining the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2010-2020 term and former leaders of Thanh Hoa province at the request of the Central Inspection Committee, the Politburo decided to propose that the Party Central Committee consider and discipline Mr. Trinh Van Chien, former Secretary of the Thanh Hoa Provincial Party Committee for the 2015-2020 term.
According to the Politburo, the Standing Committee of Thanh Hoa Provincial Party Committee for the 2010-2015 and 2015-2020 terms violated the principle of democratic centralism, Party regulations, State laws, and working regulations in approving investment policies, planning, and adjusting planning for a number of land-use projects of FLC Group Joint Stock Company.
This Party collective was also determined to have violated the policy of approving and implementing public investment projects under the smart city project; violating the management, land use and implementation of the Hac Thanh Tower project; in personnel work; in leading the work of declaring and publicizing assets and income.
Besides, the Standing Committee of Thanh Hoa Provincial Party Committee also lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, and many organizations and individuals to violate Party regulations and State laws.
The Politburo and the Secretariat affirmed that the violations of the Standing Committee of the Thanh Hoa Provincial Party Committee during the 2010-2015 and 2015-2020 terms have caused serious and difficult-to-remedy consequences, causing great damage and risk of damage to the State budget.
Regarding personal responsibility, the Politburo affirmed that Mr. Chien had degraded in political ideology, ethics, and lifestyle; violated the principle of democratic centralism, working regulations, Party regulations, State laws, regulations on what Party members are not allowed to do, and the responsibility to set an example.
These violations have caused very serious consequences that are difficult to overcome, causing great damage to the state budget, public outrage, and negatively affecting the reputation of party organizations and local authorities.
On October 2, 2023, at the 8th Central Conference, the Party Central Committee decided to remove all Party positions of Mr. Trinh Van Chien, former Secretary of Thanh Hoa Provincial Party Committee, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council, former Chairman of the Thanh Hoa Provincial People's Committee.
