Chairman of the Finance and Budget Committee Nguyen Phu Cuong has submitted a request to resign from his duties as a National Assembly delegate and from positions approved by the National Assembly.
The information was announced by Nguyen Tuan Anh, Deputy Head of the Delegation Affairs Committee, at a press conference before the 5th session of the 15th National Assembly on the morning of May 19. Mr. Nguyen Phu Cuong submitted his application on May 16, one day after the Central Committee agreed to let Mr. Cuong resign from his position as a member of the 13th Central Committee.
Mr. Nguyen Phu Cuong was the former Secretary of Dong Nai Provincial Party Committee for two terms 2015-2020 and 2020-2025. Five months ago, the Central Inspection Commission determined that the Party Executive Committee of Dong Nai Provincial People's Committee had violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in implementing a number of projects and equitization work. There were cadres and party members who had degraded in political ideology, ethics and lifestyle, violated regulations on what party members are not allowed to do and the responsibility to set an example, and were criminally prosecuted.
Mr. Nguyen Phu Cuong is one of the leaders of Dong Nai province who must take responsibility during the period he held the position of Secretary of the Provincial Party Committee of this province.
At the end of March, the Politburo warned the Standing Committee of Dong Nai Provincial Party Committee for the two terms 2010-2015 and 2015-2020 for violations causing serious consequences that are difficult to overcome, causing damage and risk of large losses of the state budget, causing outrage in society, and reducing the prestige of local Party committees and authorities.
"The National Assembly Standing Committee will submit to the National Assembly for consideration the decision to remove Mr. Nguyen Phu Cuong from his duties as a delegate and from his position approved by the National Assembly at this session," said Mr. Tuan Anh.

Consider the proposal to approve the appointment of Minister of Natural Resources and Environment
According to Deputy Head of the Delegation Affairs Committee Nguyen Tuan Anh, at the 5th session, the National Assembly will also consider proposals to approve, appoint, and dismiss the position of Minister of Natural Resources and Environment for the 2021-2026 term.
The current Minister of Natural Resources and Environment is Mr. Tran Hong Ha. On January 5, the National Assembly approved his appointment as Deputy Prime Minister for the 2021-2026 term.
At this session, the National Assembly will consider and pass the Law on Consumer Rights Protection (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The National Assembly also considered and approved the Resolution on the Law and Ordinance Development Program for 2024, adjusting the Law and Ordinance Development Program for 2023; Resolution amending and supplementing Resolution No. 85/2014 on taking a vote of confidence and voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

In addition, 9 draft laws will be commented on, including the Land Law (amended) (second opinion); the Real Estate Business Law (amended); the Housing Law (amended); the Water Resources Law (amended); the Telecommunications Law (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Citizen Identification Law (amended); the Law on Credit Institutions (amended); and the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
The 5th session of the 15th National Assembly will convene in two sessions with a total working time of 22 days. Session 1 will last 17 days (May 22 - June 10); session 2 will last 5 days (June 19 - June 23).
