Ms. Ha Thi Ngai (born in 1955) not only excellently fulfilled the responsibility of a Party Cell Secretary and Head of the Front Work Committee of Residential Group No. 1, Tram Tau Town, Tram Tau District, Yen Bai Province, but also always set an example and was responsible for the work of the residential group, excellently fulfilled the assigned tasks, and was loved and trusted by local officials and people.

Over the years, as the head of the Party Cell, Ms. Ngai has always paid attention to building a strong Party organization. She has researched and learned resolutions, documents, and instructions from all levels, innovated content and methods, and improved the quality of Party cell activities. She and the Party Cell regularly stay close to the locality, propagating so that people can grasp and strictly follow the Party's guidelines and policies, the State's policies and laws, and local regulations.
In the emulation movement to build new rural areas and civilized urban areas, works such as repairing and upgrading the inter-village and inter-hamlet road system; building cultural houses; expanding canals to ensure the production of the village and the works of the district and town in the residential area were all organized by her to collect public opinions at meetings, activities of the Party cell, unions and people's meetings. With Mrs. Ngai's enthusiasm and skillfulness in managing the work, the people are always excited and trust in the leadership and direction of the Party cell and the government. She has encouraged 4 households to donate 560m2 of land to open a road to Bac Yen district, Son La province.
Identifying economic development and poverty reduction as key tasks, she and the Party Cell regularly propagate and mobilize people to actively participate in training courses on transferring scientific and technical advances, transforming crop and livestock structures, and increasing crop intensity to bring high economic efficiency. People's lives are increasingly improved both spiritually and materially. The political security situation in the residential area is stable with no hot spots occurring.
She coordinated with the Town Population Committee, residential groups, and members of the Elderly Association of the residential groups to encourage people to do a good job in health care and adolescent reproductive health care. Thanks to that, households in the residential groups in particular and the town in general have become aware of not having a third child; stopping at 2 children to raise healthy children and teach them to be good. Ms. Ngai confided: "Immersing yourself in the lives of the people and living for the people is the secret to "conquering" people's hearts; creating high consensus and unanimity among the people."
The patriotic emulation movements of the Party Cell, residential groups and organizations were promoted. The group mobilized tens of millions of VND to join hands in the fight against the Covid-19 epidemic, gave gifts to 3 families whose relatives are doctors and nurses participating in the fight against the Covid-19 epidemic in the southern provinces, and supported the fund for the poor. Visited and gave gifts to poor households, people in difficult circumstances, and families with meritorious services on the occasion of Lunar New Year, War Invalids and Martyrs Day (July 27), and National Great Unity Day (November 18), with a total amount of 15 million VND.
With her tireless efforts, Party Cell Secretary Ha Thi Ngai has led the Residential Group to be recognized as a "Cultural Residential Group" for many consecutive years. She has been awarded many Certificates of Merit and Certificates of Merit by local, district and provincial Party Committees and authorities, and is a shining example for the younger generation to learn from and follow. More honorably, she was elected by the Yen Bai Provincial Association of the Elderly to attend the Conference to commend the elderly participating in building the political system, period 2019 - 2024 and was awarded a Certificate of Merit by the Central Committee of the Vietnam Association of the Elderly.
Not only is she a responsible and exemplary Party Cell Secretary, Ms. Ngai has always received the trust, confidence and high support of local people, being a solid "bridge" to bring the Party's policies and the State's laws to the people, contributing together with local Party committees, authorities and people to successfully carry out political tasks and socio-economic development.
