Lesson 1: Donating "golden land" to open new "golden roads" in rural areas

"Donate land to open roads, your land will also be on the frontage"

Let's start with the story of La Van Sanh's family (Nung ethnic group, residing in Dong Xe hamlet, Tan Hoa commune, Dong Phu district, Binh Phuoc province). Since 2021, when Binh Phuoc province proposed to build a major road across Sanh's family's farmland. At the same time, the province also launched the movement "City and village affairs; donate golden land"; commune and district officials mobilized Sanh to donate land for road construction.

Having worked as a hamlet chief for a while, Mr. Sanh clearly understands the benefits to the people when opening a road. Without hesitation, Mr. Sanh's family voluntarily donated over 1.4 hectares (worth 13 billion VND) of farmland to open Road No. 4. In early 2023, his family continued to donate 2,400m2 (worth 2 billion VND) to expand the inter-commune road from Tan Hoa commune to Tan Loi commune.

The kindness of this farmer's family also lies in the fact that his family is currently opening an agricultural product purchasing agency, earning more than 1 billion VND in profit each year. Thereby, creating jobs for 12 regular workers and 15 seasonal workers. Every year, he creates conditions for disadvantaged families to borrow interest-free loans, supporting households lacking production capital from 200 - 250 million VND.

Similarly, in Dong Xoai City, the spread of the movement "City and village affairs; donate prime land" has doubled, as the urbanization level of the provincial administrative center has increased. More than ever, Dong Xoai City needs to expand urban space and upgrade hundreds of roads as it is now.

In response to the government's efforts, farmer Vuong Van Trong (residing in Tien Thanh ward, Dong Xoai city) voluntarily donated 3,500 square meters of land and demolished a level 4 house in a prime location to hand over to the government to build road number 34.

Mr. Trong said: "I heard the government leaders say that the project only has enough funds to build the road, but no funds to compensate the people for the land. Therefore, we really hope that the people will donate land to build the road. If the people do not donate land, the locality will be in great difficulty.

The property we donated is of great value, so it would be wrong to say that we don't regret it. But I think that building a new road, in addition to serving the community, people like us will benefit directly. Especially after the road is completed, my land will be on the frontage, and the land value will increase. Therefore, after discussing with relatives, we agreed to donate the land and all the works on the land."

Mr. Nguyen Huu Day (69 years old, residing in Tan Binh ward, Dong Xoai city) also donated more than 7,000m2 of land, gave up 3 houses, along with many architectural objects and crops, with a total value of more than 20 billion VND, for the state to open Phan Boi Chau road. Following Mr. Day's example, 38 other households with land in the road planning agreed to donate nearly 3.8 hectares of land. The total investment cost of the road is about 60 billion VND, of which more than 3.8 hectares of land were donated by the people, worth about 40 billion VND. Of which, farmer Nguyen Huu Day donated the most valuable land (20 billion VND).

Mr. Day said: "The property is too large, my wife has passed away, so when I heard the explanation from the officials, I also asked for time to think because I was still hesitant. I called all 5 children, in-laws, grandchildren to the table, and explained to them. And fortunately, everyone agreed, so I decided to donate and soon hand over the land for the state to build the road."

Binh Phuoc New Rural Area: "Skillful mass mobilization, for the community, people support immediately"

The Dong Xoai City Southern Belt Road Project is a key project of Binh Phuoc Province. The project has a total length of 6,029m, with a road width of 32m; thanks to mobilization, 43 large plots of land out of 188 plots of land in Tien Thanh Ward where the road passes through, have been donated by the people to implement the project. The total land area donated by the people for road construction is nearly 43,000m2, worth nearly 50 billion VND, equivalent to a road length of about 1.9km.

The project to build a road connecting industrial zones in the west and south of Dong Xoai City has a total length of 15.4 km; the total reclaimed area is 37 hectares with 428 affected plots (48 plots of land belonging to organizations, 380 plots of land belonging to households and individuals). Of which, the policy is to mobilize 286 plots of land donation, 94 plots are not mobilized. Currently, there are 128 plots that people have agreed to donate with an area of ​​16.7 hectares, 68 plots have been cleared.

Similarly, at the Dong Tien - Tan Phu road project, the total length of the route is 11.8 km; the total land area to be recovered is 31.1 ha, with 448 plots affected. From the policy of mobilizing land donation for road construction, people donated 338 plots. To date, there have been 216 plots, with an area of ​​11.5 ha, and 5.6 km of land has been cleared.

Mr. Nguyen Minh Binh - Chairman of Dong Xoai City People's Committee - said: "To get people to agree with the policy of donating land for road construction, the city has mobilized the entire political system to propagate, mobilize, publicize the planning project, and place markers in the field... Specifically: the location of the road, donated land, and land adjacent to the road so that people can clearly see the benefits they will receive.

Since the movement "Clever mass mobilization, city and village affairs, even golden land is donated" spread, the majority of affected households on the routes agreed to donate land for traffic connection, economic development and to ensure harmony of interests between the state and the people. This shows that if the cadres are skillful in "mass mobilization", the people will also donate "golden land".

Currently, Dong Xoai City has mobilized people to donate 45.2 hectares of land, equivalent to about 542.5 billion VND (on average, 1 hectare must be compensated and supported about 12 billion VND) to build project works (mainly arterial traffic routes that people liken to "golden roads"). Up to now, at least 21 "golden roads" in Dong Xoai City have been formed from the above policy.
