Decisive in direction and management
Over the past years, Quang Ninh has consistently proposed solutions and a systematic implementation roadmap to transform the growth model from "brown" to "green", determined to implement solutions to protect the natural environment. This is clearly demonstrated in the province's important plans, typically the Socio-Economic Development Master Plan, the Provincial Tourism Development Master Plan prepared by US consultants; the Provincial Environmental Plan to 2020, with a vision to 2030 prepared by Japanese consultants. Along with that are specific Resolutions and programs on environmental protection, such as Resolution 236/NQ-HDND (dated December 12, 2015) of the 12th Provincial People's Council on policies and solutions to strengthen environmental protection in the province in the period 2016-2020; Resolution No. 10-NQ/TU on strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, and ensuring water security for the 2022-2030 period...
In particular, the provincial state budget has a separate expenditure item for environmental protection activities and strives to gradually increase the allocation over the periods from 2016 to 2024, in accordance with the province's budget capacity and ensuring that the allocation of environmental career funds is not lower than 2% of the total state budget expenditure in the annual budget estimate, exceeding the norm prescribed by the central government (not lower than 1%). Thereby, meeting the need for regular capital expenditure for environmental protection activities. The expenditure for environmental protection activities and climate change response has made positive contributions and brought about important results, contributing to the successful implementation of a number of goals and tasks in the Programs, Plans for implementing the Law on Environmental Protection and guiding documents, national strategies, plans and schemes on environmental protection implemented in the province; helping socio-economic development activities better meet the requirements of sustainable development.
This has been highly appreciated by the Government and the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) when currently other localities in the country only spend 1% or less than 1% of the total budget on this field. In addition to spending from the budget, the province also allocates the provincial Science and Technology Development Fund, averaging 1.2-3.6 billion VND per year for tasks and projects on environmental protection in the province. The Provincial People's Council annually issues regulations on decentralization of revenue sources, spending tasks and percentages of revenue sharing between budgets at all levels to spend on environmental protection tasks.
Along with that, Quang Ninh province also promotes the mobilization of resources from economic sectors, social organizations and communities to participate in investing in environmental protection projects and environmental protection activities through the construction and replication of socio-economic models integrating environmental protection, biodiversity conservation, and climate change response such as: Eco-tourism models, communities in some localities of Binh Lieu, Hai Ha, Van Don...; cleaner production models, saving energy and resources in production, business and service sectors; promoting the private sector to participate in the collection, transportation and treatment of domestic solid waste in some localities such as establishing women's groups to collect waste, establishing waste collection teams in some localities... Promoting the role of associations, volunteer groups for environmental protection, socio-political organizations to mobilize community resources to participate in environmental protection.
At the same time, the province also organized many workshops and working programs to expand cooperation in various fields to mobilize domestic and international resources, experiences and practices for environmental protection. These include: International workshop "Appropriate and environmentally friendly technology in waste utilization and environmental restoration in remote areas" within the framework of the ASEAN - Russia interactive communication network development design project, to exchange technology for sustainable agricultural development; working with JICA Vietnam, Saitama University and University of Construction on proposed contents to promote recycling of construction solid waste; launching a waste-to-energy treatment project...
Synchronize solutions
Fully aware of the responsibility and role of environmental protection, localities, enterprises, organizations and individuals operating in production and business activities in the area have also focused on implementing specific tasks, investing resources, building regulations and strategies for business development associated with environmental protection; proactively and strictly controlling waste sources, treating wastewater and emissions to ensure compliance with standards...
For example, the Coal industry has approved many comprehensive environmental protection plans in production areas that are likely to cause environmental risks such as: Ha Tu coal mine; Bang Nau waste dump; Coal preparation plant and Cua Ong port; Lang Khanh port and Km6 port; Comprehensive environmental protection at Khe Cham cluster and site 56, site +17 Mao Khe... Key environmental works in the above areas put into operation are proving effective in minimizing and preventing negative impacts from coal processing, transportation and consumption on the surrounding environment. Currently, the Group is accelerating the implementation of the Vietnam National Coal - Mineral Industries Group's Environmental Protection Project for the period 2022-2025, with a vision to 2030. Accordingly, focusing on planting trees to restore the environment, reusing mine sites as land funds and natural water reservoirs for production and daily life. Along with that, Vietnam National Coal - Mineral Industries Group continues to implement comprehensive environmental protection plans at approved key locations.
Cement and thermal power production units have also deployed the installation of electronic meters to measure the independent power consumption of electrostatic dust collection systems in convenient locations for management agencies and people to easily monitor. Some units have also invested in the installation and completion of automatic environmental monitoring systems; invested in and upgraded dust and gas treatment systems; utilized ash and slag from thermal power plants as raw materials for the production of unburnt bricks... Thereby, contributing to reducing environmental pollution emissions and saving resources.
Regarding production facilities in residential areas, the province has completed support policies and mechanisms to ensure the relocation of small-scale industrial facilities that pollute the environment or are not in accordance with urban planning and must be relocated in the area. According to the results of the review and reports of localities, there are 2,361 facilities that must be relocated in the province. Up to now, the relocation work has been carried out in Ha Long City, Cam Pha City, Dong Trieu Town and Ba Che District...
Environmental protection, prevention and control of environmental pollution of heritage sites have always been the top priority of the province with many efforts to improve and ensure the environment of Ha Long Bay and create new breakthroughs. This work has attracted many projects on environmental protection of Ha Long Bay such as: Green Growth Project, Ha Long Bay environmental protection project sponsored by JICA.... To control pollution from the source, Quang Ninh province has also issued many documents, plans and resolutions on environmental protection, and at the same time directed functional sectors to focus on collecting and minimizing waste generation, controlling the environmental quality of Ha Long Bay. The province has resolutely moved the transportation and loading of coal, clinker and limestone on Ha Long Bay; relocated polluting facilities out of the buffer zone (coal screening plants, coal ports); and moved towards closing all quarries exploiting stone and common construction materials in 2025; Stop granting operating licenses to factories that pose a risk to the environment of Ha Long Bay; by 2030, it is expected to stop operating cement factories in the vicinity of Ha Long Bay...
The water environment in Ha Long Bay area is monitored and supervised periodically every quarter at 41 monitoring points. The province has also implemented the Ha Long City Domestic Wastewater Drainage and Treatment Project, invested in upgrading wastewater collection and treatment systems in localities along the coast of Ha Long Bay, gradually increasing the rate of wastewater collection and treatment in concentrated coastal urban areas (Ha Long, Cam Pha, Van Don, Quang Yen) to over 60%. Regarding the operation of tourist boats, the province also requires the installation of oil-water separation equipment, all newly built tourist boats on Ha Long Bay have wastewater treatment systems that meet standards; implemented a project to treat and reduce wastewater pollution at tourist attractions on Ha Long Bay using Jokaso and Uniship technology.
In addition, in the agricultural sector, environmental protection work has been implemented drastically. Currently, the whole province has invested in building 8 storage areas, 5,190 tanks for storing used pesticide packaging in concentrated agricultural production areas; piloting 2 models of collecting used pesticide packaging with a scale of 20 hectares in Binh Duong commune, Dong Trieu city and Son Duong commune, Ha Long city. Up to now, the whole province has collected and destroyed 8,000 kg of used pesticide packaging. Livestock farms basically have waste treatment facilities. Currently, the whole province has 8,815 livestock households, of which 93.24% of waste in livestock facilities is collected, and treatment measures are applied such as using biological bedding, building biogas works, composting/selling manure, collecting and cleaning daily...
Along with the above solutions, environmental propaganda, communication and dissemination of knowledge on environmental protection have been implemented by departments, branches and localities, political and social organizations in the whole province through many forms, in accordance with their functions and tasks and bringing high efficiency. Thanks to the appropriate investment of financial resources, the province's environment has been increasingly improved, the level of environmental pollution in many areas has been controlled, the collection and treatment of waste and wastewater concentrated in urban centers has many positive changes. Air pollution has been more strictly controlled through the automatic environmental monitoring system. In the province, there are no more facilities causing serious environmental pollution, no more pollution points with residual pesticides. Quang Ninh province has solved a number of environmental problems, meeting the needs of sustainable socio-economic development of the province.
