In response to the development requirements in the new situation, the Party Committee and leaders of the Provincial Police have focused on effectively implementing the directions of the Central Government, the Central Police Party Committee, the Ministry of Public Security and the Provincial Party Committee, People's Council and People's Committee in digital transformation and science and technology development. Thereby, bringing many benefits to people and businesses, effectively serving all aspects of work, contributing to the successful implementation of administrative reform tasks, building and developing digital government, digital economy and digital society.

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo "On breakthroughs in science, technology, innovation, creativity and national digital transformation" not only affirms the strategic vision of the Party, but also strongly inspires and raises the sense of responsibility of scientists to continue to contribute to the cause of national development. Implementing the Resolution, on January 15, 2025, the Standing Committee of the Quang Ninh Provincial Party Committee issued Action Program No. 46-CTr/TU. This is the basis for Party committees and Party organizations to specify, develop programs and action plans, and organize implementation according to the functions and tasks of each sector and field.

Immediately after the directive documents of the higher-level Party organizations were issued, the Provincial Police Party Committee seriously implemented, studied, and thoroughly learned them; at the same time, led and directed the development of programs, plans, and resolutions for implementation throughout the force.

Implementing Decision No. 1088/QD-BCA dated February 26, 2025 of the Minister of Public Security on dissolving district-level police, and at the same time receiving 5 more groups of tasks from departments and branches, many very heavy requirements and tasks have been set for the police force of the whole province, requiring innovation and creativity with breakthroughs in scientific, focused and effective management and operation methods, while preventing the risk of falling behind in science and technology. In response to that requirement, the Provincial Police identified the development of science and technology, innovation and digital transformation as the foundation for innovation in police work right from within; from there, the Director of the Provincial Police issued a Plan to implement Resolution No. 57-NQ/TW, with very new, scientific and highly feasible contents and methods; clearly identifying 5 breakthrough tasks that are concretized into a list of targets and tasks.

In particular, in 2025, each unit in the entire Provincial Police must have at least one new product on science and technology, innovation, creativity, and digital transformation suitable to its functions, tasks, fields, and areas of responsibility. Collectives and individuals must proactively innovate compared to the previous year. Up to now, the functional departments have registered to carry out 27 tasks and products divided into task groups for implementation.

Colonel Tran Van Phuc, Party Secretary and Director of the Provincial Police, emphasized: Digital transformation must be implemented internally, with the highest initiative in resources to deploy science and technology applications. To effectively implement Resolution No. 57-NQ/TW, the Provincial Police requires professional departments and police of communes, wards and towns to closely follow the plan, based on functions, tasks and practical requirements, to continue to research and propose science and technology tasks, innovation, creativity, digital transformation; initiatives and improvements in specific and practical fields, stages and tasks that are close to actual requirements to continue to be added to the Implementation Plan, thereby contributing to improving the efficiency, effectiveness and efficiency of the work. This is considered a creative and fundamental solution and the main driving force to successfully implement the 3 "strategic breakthroughs" as well as the task of ensuring security and order in the spirit of the Resolution of the Party Committee and the Work Program of the Provincial Police in 2025.

Accordingly, the Provincial Police will complete and effectively exploit national databases; upgrade and improve IT infrastructure, complete the Information System for handling administrative procedures; coordinate to guide and promote enterprises providing e-commerce services to research the use of electronic identification and electronic verification in e-commerce transactions; serve digital transformation, ensure connection with Project 06; deploy the Provincial Network Information Security Control Center... In addition, promote the application of science and technology, engineering in staff work, leadership and command; reduce reporting and statistics regimes, shorten time and improve the quality of reports and statistics of the topics.

With the strong direction of the Party Committee, the leadership of the Provincial Police, and the determination of the entire provincial police force, in the coming time, science and technology, innovation, creativity and digital transformation of the Provincial Police will have strong steps forward, improving the efficiency of serving all aspects of police work, contributing to ensuring security and order, promoting rapid and sustainable socio-economic development; bringing Quang Ninh province to develop rapidly, make breakthroughs, and become sustainable and strong in the new era of national development.
