In 2017, the Provincial People's Committee issued Plan No. 14/KH-UBND (July 28, 2017) on "Improving competitiveness and developing logistics in Quang Ninh province by 2025", setting out 7 groups of tasks, assigning specific tasks to each department and sector to preside over the formation of 6 logistics centers in the whole province, including: Ha Long City area; Van Don - Cam Pha area; Quang Yen Town area; Mong Cai City area; Hai Ha district area; Binh Lieu district area.
Mr. Nguyen Manh Cuong, Deputy Head of the Provincial Investment Promotion and Support Board, said: The unit presides over and coordinates with departments, branches and localities to implement solutions to promote on-site investment promotion, take care of investors, establish and improve the Japanese business support department (Japan Desk), the Korean investment support department (Korea Desk) to promote investment attraction for projects, including seaport and logistics projects from key markets of Japan and Korea. Since then, many large enterprises have come to learn and research investment in seaport and logistics projects, such as Sun Group , T&T Group, Ben Thanh Group, Vina Comex, Dong Duong Group, etc.
From 2017 to present, the Provincial People's Committee has approved the research location for planning 4 logistics infrastructure projects, including: General port project at Hon Net - Con Ong; port cluster, inland waterway port along Da Bach river; service area and commercial center of Bac Phong Sinh border gate; Mui Chua port; logistics center project in Hoanh Mo - Dong Van border gate economic zone.
In particular, in recent times, with the attention, direction and active support of the province, the Van Ninh General Port Project Phase 1 in Mong Cai City has been actively invested by Van Ninh International Port Joint Stock Company. Currently, the project has completed 85% of the first phase of cargo staging area leveling, completed 93% of the first phase of the wharf, completed the construction of the 560KVA/0.4KV transformer station and energized.
Mr. Ho Quang Huy, Chairman of Mong Cai City People's Committee, said: In order to actively support the investor, Mong Cai City People's Committee regularly directs specialized departments and offices to closely coordinate with the investor to synthesize and report on difficulties and obstacles in the implementation process, especially related to the issue of landfill material sources, thereby reporting to the province for measures to direct and resolve them completely. To ensure synchronization for the project after completion and effective operation, Quang Ninh province has also allocated provincial budget capital to Mong Cai City to invest in the road connecting Ha Long - Van Don - Mong Cai expressway with Van Ninh port. This project is also preparing for completion, promoting logistics activities through the port and Mong Cai area.
Currently, Quang Ninh province is actively promoting and attracting investment in Con Ong - Hon Net port (Cam Pha city), effectively serving logistics activities. This project has been carefully studied by relevant units and is identified as a group 1 seaport with many outstanding advantages compared to other port clusters in the Northern region. With a water flow from -7m to -13.4m, this area is less affected by big waves because it is located in Bai Tu Long Bay and is less prone to sedimentation, convenient for loading and unloading, and transporting goods. Con Ong - Hon Net port is included in the master plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1579/QD-TTg dated September 22, 2021. It is expected that Con Ong - Hon Net port will have a general wharf, container, bulk cargo, liquid and gas cargo; to welcome ships with a capacity of 100,000-200,000 tons or larger to load and unload goods. To create favorable conditions to attract and support the implementation of the Con Ong - Hon Net port project, Quang Ninh province has also directed relevant departments, branches and sectors to study and invest in a traffic route connecting the port with National Highway 18 and the Ha Long - Van Don expressway.
Ms. Nguyen Thi Hien, Director of the Department of Industry and Trade, said: In the coming time, the unit will advise the province to support investors in consolidating and developing the warehouse system associated with the planning of the port system, especially large-scale ports; at the same time, developing a cold storage system to reserve input materials to factories and bring quality products to the market. The goal by 2030 is that Quang Ninh will become a pole of the distribution center, transit of goods, an important import-export gateway of the Northern key economic region; at the same time, it will have an increasingly important role and position in the international distribution and transit network of goods in the Southeast Asian region.
