
Review and decide on constitutional matters within the authority; 44 matters related to legislative work
Presenting the Report on the preparation for the 9th Session of the 15th National Assembly, Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung said that the National Assembly is expected to consider and decide on the contents under its authority on constitutionality; 44 contents related to legislative work; 12 groups of contents on socio-economics, state budget, supervision and other important issues; 8 groups of contents will be sent to reports for National Assembly deputies to study.

Of which, 3 draft laws and 4 draft resolutions are added to the Law and Ordinance Development Program, including: the draft Law on Atomic Energy (amended); the draft Law on amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; the draft Law on Personal Data Protection; the draft Resolution on extending the period of exemption from agricultural land use tax as stipulated in Resolution 55; the draft Resolution on Financial Centers in Vietnam; the draft Resolution amending and supplementing a number of articles of the Internal Regulations of the National Assembly session issued together with Resolution 71; the draft Resolution on piloting the People's Procuracy in initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests;

Adjust the time of approval from "giving opinions" to "consideration and approval" at the Ninth Session for the draft Law on Atomic Energy (amended) and the draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality.
For the draft Law on Personal Data Protection and the draft Law on Participation in United Nations Peacekeeping Forces, if well prepared and qualified, they will be considered and approved at this Session.

Supplementing 2 contents according to the provisions of relevant laws and resolutions, conclusions of the National Assembly Standing Committee and proposals of the Government, including: Adjusting the National Land Use Planning for the period 2021 - 2030, with a vision to 2050; establishing the National Election Council.
It is expected to add 17 other specific contents as stated in Report No. 5053 due to the direction of competent authorities, including contents proposed for amendment through the review of regulations to continue serving the work of reorganizing the apparatus of the political system. Currently, the National Assembly Standing Committee has directed agencies to urgently prepare documents to report to competent authorities and submit to the National Assembly for consideration and decision on amending and supplementing a number of articles of the 2013 Constitution and comprehensively amending the Law on Election of National Assembly Deputies and People's Council Deputies.

Regarding the remaining contents, there is currently no Proposal to add them to the 2025 Legislative Program. The Secretary General of the National Assembly - Head of the National Assembly Office requested that agencies urgently complete documents and send them to the National Assembly agencies for review and submission to the National Assembly Standing Committee for consideration and decision; at the same time, continue to review and promptly propose to add necessary contents to meet the requirements for organizational arrangement.

Continue to minimize the time for presenting reports and proposals.
The members of the Standing Committee of the National Assembly basically agreed with the report of the Secretary General of the National Assembly. Through discussion, opinions highly agreed with the proposal of the Secretary General of the National Assembly that the Standing Committee of the National Assembly report to the National Assembly to allow the maximum shortening of the time for presenting proposals and reports; not arranging to present reports on thrift practice, anti-wastefulness and results of implementing the national goal of gender equality in 2024, only arranging for discussions to be integrated with the discussion session on socio-economics and state budget for the above two contents.
Vice Chairman of the National Assembly Nguyen Khac Dinh proposed that the National Assembly Standing Committee report to the National Assembly for permission to apply from the Ninth Session onwards, there will be no arrangement to present verification reports; the time for presenting submissions will be shortened to continue improving the way sessions are conducted.
Noting that up to now, most of the draft documents related to amending the Constitution to serve the streamlining of the apparatus have not been sent to the agencies of the National Assembly, Chairman of the Committee on Law and Justice Hoang Thanh Tung emphasized that the workload of the Ninth Session is huge, the task is very heavy, therefore, the agencies in charge of drafting need to actively prepare documents and send them early to the agencies of the National Assembly for review.
Regarding the 5 contents expected to be removed from the Session's agenda, including: the draft Law on Press (amended); the draft Law on Water Supply and Drainage; the draft Law on Bankruptcy (amended); the draft Law on Urban Development Management; the draft Resolution of the National Assembly on the Law and Ordinance Making Program in 2026, adjusting the Law and Ordinance Making Program in 2025, the Chairman of the Committee on Law and Justice agreed with the proposals of the agencies in charge of the field; proposed to coordinate with the Standing Committee of the Committee on Law and Justice to urgently report to the Standing Committee of the National Assembly to consider and decide on adjusting the Legislative Program for the proposed contents.
Regarding the draft Law on Urban Development Management, the Chairman of the Committee on Law and Justice also requested the Government to soon issue a document clarifying the reason for the proposal to withdraw this content from the Ninth Session Program and to have a direction to adjust the program accordingly. Through coordination with the Ministry of Justice, the Committee on Law and Justice found that this is a draft Law related to the reorganization of the apparatus and urban development. If it is not yet qualified to be submitted to the National Assembly at the upcoming session, a written request is needed.
In his concluding remarks, National Assembly Chairman Tran Thanh Man stated that the National Assembly Standing Committee agreed to plan the agenda and method of conducting the Ninth Session in the following direction: reporting and asking for opinions from competent authorities to convene the Session no later than April 5, 2025; opening the Session on May 5, 2025; the National Assembly meeting at the National Assembly House; the Session will be conducted in 2 phases, with a break between the 2 phases for agencies to receive and revise draft laws and draft resolutions to be submitted to the National Assembly for consideration and approval.
Based on the agencies' requests, the National Assembly Chairman assigned the National Assembly Secretary General to continue updating and completing the expected content and program of the Session, and report to the National Assembly Standing Committee at the April 2025 Session.
The National Assembly Chairman assigned the National Assembly Secretary General to revise the proposed agenda of the Session in the direction of: ensuring the implementation of foreign affairs activities of Party and State leaders; agreeing on the content and method of conducting the review and amendment of a number of articles of the 2013 Constitution at the request of the National Assembly Secretary General.
Continue to minimize the time for presenting proposals and reports as was done at the Eighth Session (except for socio-economic and state budget issues, live television and radio broadcasts); do not allocate time for presenting reports on the examination of draft laws and draft resolutions (except for socio-economic and state budget issues) and will report to the National Assembly on this issue at the preparatory session (before the National Assembly votes to approve the Session Agenda).
No time is allocated to present reports on thrift practice, anti-wastefulness and results of implementing the national goal of gender equality in 2024, only discussions are arranged integrated with the discussion session on socio-economics and state budget; the time for questioning and answering questions is 1.5 days...
As the Session opened earlier than usual, the National Assembly Chairman requested the Government and agencies to continue to coordinate closely, make the greatest efforts and determination to complete the dossiers and documents of the Session's contents, especially the contents submitted to the National Assembly for consideration and approval according to the one-session process.
The Secretary General of the National Assembly coordinates with relevant agencies to strengthen information and propaganda work before, during and after the Session, ensuring full, prompt and timely information so that National Assembly deputies and voters clearly understand and agree with the National Assembly's decisions.
Assign the Standing Committee of the Ethnic Council and the Committees to urgently prepare contents in their respective fields, send them to the Committee on Law and Justice for synthesis, prepare reports, and seek opinions from competent authorities on projects and drafts submitted to the National Assembly at the Session.
The Committee for Supervision and Petitioners shall continue to effectively implement the work of receiving citizens; strengthen the review and timely and thoroughly resolve outstanding, prolonged and complicated complaints and denunciations at the grassroots level to limit mass complaints and petitions that go beyond the level of authority.
The National Assembly Office shall continue to review and complete preparations for facilities, technology, security, safety, etc. to ensure the best service for the Session.
