Speaking at the opening of the meeting, Vice Chairman of the National Assembly Le Minh Hoan acknowledged that Hanoi University of Science and Technology is the place leading technology and creating the future for the country.
According to the Vice Chairman of the National Assembly, Resolution No. 57-NQ/TW of the Politburo was born with outstanding thinking, setting high expectations for scientific research organizations, scientists and the whole society to create a breakthrough. Next, Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation was also issued. And, currently, the draft Law on Science, Technology and Innovation is being developed, expected to be submitted to the National Assembly at the 9th Session.

"Therefore, the task of all relevant agencies is to make efforts to acquire the best legal document, opening up new development space for science, technology and innovation activities; not only removing a few obstacles but also creating a science, technology and innovation ecosystem," the Vice Chairman of the National Assembly emphasized.

According to the Government's Submission, the draft Law on Science, Technology and Innovation stipulates organizations and individuals engaged in science, technology and innovation activities; measures to ensure the development of science and technology and promote innovation; and state management of science, technology and innovation.

The draft Law consists of 8 chapters and 95 articles (an increase of 14 articles compared to the 2013 Law on Science and Technology due to the addition of innovation content) and the restructuring of the Law, so in terms of form, there are many changes compared to the current law.

At the meeting, experts and scientists focused on giving comments on the key contents of the draft Law such as: investment attraction policy; application of research results and commercialization of scientific and technological products; individuals working in science and technology and human resource development; international integration...
