Quang Binh improves investment and business environment

Leading the Index of serving people and businesses

As of April 3, the People's Committee of Quang Binh province ranked first in the Index of serving people and businesses according to the ranking results on the National Public Service Portal with 85.72/100 points; implementing 5 groups of component indexes, including: publicity, transparency; progress, settlement results; provision of online public services; digitization of records; satisfaction level.

Compared to previous years, in 2023, Quang Binh only scored 58.52 points, ranked 59th; in 2024, it scored 81.25 points, ranked 33rd; but in early 2025, the score and ranking have improved significantly.

According to the ranking results on the National Public Service Portal, Quang Binh ranks first in the Index of serving people and businesses.

Chairman of the Provincial People's Committee Tran Phong said that to achieve this important result, in the past time, Quang Binh has received the attention, leadership and direction of the Prime Minister, the determination of the Provincial Party Committee and the Provincial People's Committee through resolutions, action programs, and plans to implement administrative procedure reform, identifying this as an important and breakthrough step of the term; especially the participation of the entire political system, departments, branches, localities, units, and the spirit of efforts of the team of cadres, civil servants, and public employees with the motto of taking people and businesses as the center of service.

Quang Binh implements a reduction of at least 30% of administrative procedure processing time

Also in 2025, Quang Binh will cut at least 30% of administrative procedure processing time; reduce at least 30% of business costs; abolish at least 30% of unnecessary business conditions; promote digital transformation, strive for 100% of administrative procedures to be performed regardless of administrative boundaries within the province; focus on reforming administrative procedures, improving the investment and business environment, building a transparent, public and fair investment environment; create all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities to encourage investment activities of all economic sectors.

“To maintain and further promote the effectiveness of serving people and businesses, in the coming time, the province hopes to continue to receive the joint efforts of departments, branches, localities, units, cadres, civil servants, and public employees, and the active accompanying and coordinating role of people and businesses,” emphasized Chairman of the Provincial People's Committee Tran Phong.

Resolutely fight corruption and negativity

Along with cutting down criteria to facilitate businesses and people, Quang Binh is also making drastic decisions in building a truly transparent, public and positive investment environment.

Recognizing that there is still waste in public investment, in the management and use of public assets, in the organization of the apparatus, when implementing unfinished investment projects, slow progress, lasting for many years without effectiveness, the 10th meeting on April 2 of the Provincial Steering Committee for Anti-Corruption, Waste and Negativity (SC) stated that these are manifestations of "everyday corruption", difficult to detect, but the consequences are extremely serious, reducing development resources, directly affecting the quality of people's lives.

Quang Binh Provincial Party Secretary requested mechanisms and policies to completely resolve projects that are behind schedule and have long-standing backlogs.

Therefore, in the coming time, the Steering Committee proposes to put a number of key and prominent projects that have been delayed for a long time, causing great loss and waste, under the supervision and direction of the Provincial Steering Committee. In the first two months of 2025, Quang Binh province has reclaimed "golden land" of many projects due to slow progress.

Secretary of the Quang Binh Provincial Party Committee Le Ngoc Quang, Head of the Steering Committee, requested that there be breakthrough mechanisms and policies to completely resolve projects that are behind schedule, have long-standing backlogs, are ineffective, cause great loss and waste, and remove obstacles for each project; resolutely withdraw and eliminate unnecessary projects and works to focus on urgent projects; especially in the fields of land, environment, resources, minerals, asset management and use, and public finance.

Quang Binh has reclaimed many areas of land for projects that have been behind schedule recently.

Regarding internal agencies and units, the Chairman of the People's Committee of Quang Binh province also emphasized the work of identifying and strictly handling officials and civil servants who show signs of harassment, indifference, causing difficulties and troubles for businesses and investors, affecting the quality and reputation of the province's investment and business environment; at the same time, building a scientific system and process to receive, monitor, handle and respond to recommendations, proposals and reflections from businesses and investors.

"Quang Binh is determined to improve the investment and business environment, build a transparent, public and fair investment environment; create all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities to encourage investment activities of all economic sectors," affirmed Chairman of the Provincial People's Committee Tran Phong.
