Over the years, industrial promotion projects have played a good role in transferring production technology, being an important support in rural industrial development (CNNT), promoting socio-economic development and creating many jobs, increasing income for people. In 2024, with the determination to complete 100% disbursement of capital for programs, Thanh Hoa Center for Industrial Promotion and Energy Conservation (TTKC&TKNL) is making efforts to guide beneficiaries to complete procedures, moving towards disbursing 100% of capital when there is guidance from competent authorities.
In 2023, the local industrial promotion fund (KCĐP) disbursed 8/8 projects to support the application of advanced machinery and equipment for industrial processing establishments, with a total budget of 2.4 billion VND. The national industrial promotion fund (KCQG) also supported 3.7 billion VND to support the application of advanced machinery and equipment in forest product processing for 9 units; supported the construction of a technical demonstration model in forest product processing for 1 unit. Through the effectiveness of the pilot model, enterprises and industrial processing establishments have proactively applied science and technology, invested in advanced machinery and equipment lines in production to increase productivity, product quality, reduce costs, reduce labor, save raw materials, and minimize environmental pollution. At the same time, more attention is paid to trade promotion activities and market search linkages. From here, many typical production and business models in the province are evaluated, introduced and replicated.
According to the leaders of the Center for Industrial Promotion and Trade, the industrial promotion task in 2024 is being carried out in a difficult context due to the global economic downturn and high inflation rate. Some districts have not really paid attention to industrial promotion activities, the arrangement of officials in charge of industry and trade has not been stable, professional skills for activities are limited, especially problems with procedures and processes for disbursement. The above reasons have affected and caused the disbursement roadmap of this capital source in 2024 to not meet the plan.
Up to now, the KCĐP program has only disbursed 4/8 projects to support the application of advanced machinery and equipment for 4 IT facilities, with a total budget of 1.2 billion VND. The KCQG program has only recently implemented the review of the first phase of projects in 2024 and is waiting for instructions from the central ministries and branches to sign contracts with the local Department of Industry and Trade to disburse the funding.
The representative of the leadership of TTKC&TKNL also said that in order to meet the disbursement of 100% of capital this year, while waiting for approval of procedures and instructions from central ministries and branches, the unit is checking the progress of project implementation of beneficiary units. At the same time, guiding enterprises and reward facilities to complete investment documents, install machinery and equipment, and operate to promptly disburse when there are instructions. This year's goal is that the unit will strive to disburse 100% of capital under the National KCQG project with a total budget of 2.95 billion VND and 100% of capital for projects under the KCĐP Program with a total budget of nearly 3.3 billion VND.
It is known that in 2024, TTKC&TKNL also encouraged, supported and guided enterprises to participate in fairs and trade connection programs such as: Northwest - Dien Bien Industry and Trade Fair in 2024; Exhibition of typical industrial and trade products in the North - Hanoi in 2024 and Hue Festival Trade Fair in 2024. At the same time, coordinate with relevant units and industrial and trade establishments to participate in a series of events of the 10th Industrial and Trade Conference of 28 Northern provinces and cities; 18th Industrial Promotion Conference of Northern provinces and cities in Hanoi to increase connection opportunities and expand consumption markets.
At these programs, leaders of the Center for Industrial Promotion and Development also participated in proposing and discussing new issues arising from development needs and the reality of State management of industrial promotion work. From there, they proposed and recommended the Government, ministries and branches at the central level to remove obstacles, have support mechanisms, and create conditions for public service units to carry out industrial promotion work to promote their advantages; at the same time, build and shape cooperative links to develop the industrial promotion field between localities in the future.
