In Binh Thuan, this is also the peak time for localities to implement many solutions to prevent and avoid the spread of diseases, typically in Phan Thiet City.
Risk of spreading disease
At 9:30 a.m. on November 12, the Phan Thiet City Agricultural Technical and Service Center (Center) received a report from the People's Committee of Tien Thanh Commune that a stray dog suspected of having rabies had bitten 3 people in a household in Team 4 - Tien Hai Village - Tien Thanh Commune. Initial determination was that the dog was dead. This was a native dog, yellow fur, weighing 10 kg, about 1 year old. The Center took samples and sent them to the Veterinary Department of Region VI, Ho Chi Minh City for testing for rabies and organized the destruction of the dog's body according to regulations. At the same time, coordinated with the People's Committee of the Commune, the Medical Station and the Head of Tien Hai Village, Tien Thanh Commune to visit the household bitten by the above dog, mobilizing the family to get vaccinated against rabies in humans. On the morning of November 14, the Veterinary Department of Region VI had the test results, announcing that the sample of the stray dog that bit a person in Tien Thanh Commune was positive for rabies virus.
According to Ms. Pham Thi Bich Thom - Director of the Center for Agricultural Technology and Services of Phan Thiet City, in addition to the case of rabies in dogs in Tien Thanh, from March to May 2024, there were 8 cases of rabies in dogs in the city. Of which, Duc Thang ward had 4 cases, Phong Nam commune had 1 case, Duc Nghia ward had 1 case, Phu Hai ward had 1 case and Xuan An ward had 1 case; a total of 18 people were scratched and bitten. In order to promptly control the rabies epidemic in dogs and cats, not to let the disease spread widely and affect people's health, the Center coordinated with the People's Committee of Tien Thanh commune to organize spraying disinfectants and rabies vaccination for households raising dogs and cats in team 4 - Tien Hai village - Tien Thanh commune and surrounding areas to control the epidemic.
Active propaganda measures
Previously, the Agricultural Technical and Service Center supported the second phase of rabies vaccination for dogs and cats in 2024 in wards and communes. Thereby, the purpose is to limit the spread of rabies in animals and from animals to humans. At the same time, rabies vaccination for dogs and cats is carried out for dog and cat owners in the city. Specifically, the Center will simultaneously vaccinate Rabisin rabies vaccine to prevent rabies for dogs and cats in the city that have not been vaccinated during the year or to supplement dogs and cats whose protection period has expired.
Also in Phan Thiet City, the People's Committee of Phu Thuy Ward has recently issued an official dispatch to neighborhoods requesting people to strictly implement measures to prevent and control rabies in animals and handle stray dogs in the area. However, there are still cases of animals being strayed on the streets and in public places, causing traffic insecurity, loss of urban beauty, and environmental pollution. Therefore, the People's Committee of Phu Thuy Ward has recently continued to issue an official dispatch, strictly prohibiting the letting of stray dogs and cats in residential areas. In particular, when people take dogs and cats out of the house, they must be leashed, muzzled and led by someone to prevent them from biting people; comply with rabies vaccination. If a stray dog bites someone, they must pay related costs according to regulations. In particular, propagandize dog owners about specific penalties such as: For the act of letting pets roam freely in urban areas or public places, they will be warned or fined from 300,000 - 500,000 VND. For the act of not muzzling dogs or not keeping dogs on a leash, not having someone lead them when taking dogs to public places, they will be fined from 1 - 2 million VND... Phu Thuy Ward People's Committee also requested that neighborhoods increase propaganda about the level of danger and measures to prevent and control rabies as well as legal regulations related to the prevention and control of animal rabies in the community. Along with that, mobilize people in the area to film clips and take photos of households letting dogs roam freely to send to the Ward People's Committee for handling according to regulations...
According to the People's Committee of Binh Thuan province, since the beginning of 2024, a number of dangerous animal diseases have occurred in the province, including rabies in dogs in Phan Thiet city, Ham Tan and Ham Thuan Bac districts. In the coming time, the risk of animal diseases continuing to arise and spread is very high, affecting food supply, people's health and the environment. Therefore, the Provincial People's Committee has issued an official dispatch requesting relevant departments, branches and localities to establish a working group to organize inspections, urge disease prevention and control, vaccination, environmental disinfection...
