Consistent target of opening 30km of Dien Chau - Bai Vot expressway on April 30, 2024
Dien Chau - Bai Vot Expressway Project is a national key project invested under the PPP method and is a very important component to connect the North - South Expressway from Hanoi to Vinh City.

This is the assessment of Minister of Transport Nguyen Van Thang in the Conclusion Notice No. 76/TB – BGTVT after inspecting the site and holding a meeting to review the implementation of the Dien Chau - Bai Vot section component project, part of the North-South Expressway Construction Investment Project in the Eastern Region for the period 2017 - 2020 on April 16.
Minister Nguyen Van Thang said that at the conclusion of the 10th meeting of the State Steering Committee for important national and key projects of the Transport sector, the Prime Minister directed the completion of the first 30km section of the route (from Dien Chau - National Highway 46B) and the Cam Lam - Vinh Hao component project on April 30, 2024 to celebrate the anniversary of the liberation of the South and national reunification.
Currently, the progress is very urgent, many sections of the Dien Chau - Bai Vot Component Project have been neatly completed, but there are still some sections that are still in disarray, the foundation layers, road surface, and many overpasses (N2 bridge, DH202B bridge, DH256 bridge...) have not been completed, meaning that there are not enough conditions to implement the construction of traffic safety items: corrugated iron, median strip, anti-glare net and protective fence.
“The remaining workload is huge, however the target of opening 30km of Dien Chau – Bai Vot expressway to traffic on April 30 is consistent and unchanged,” Minister Nguyen Van Thang emphasized.
To ensure the progress of traffic opening according to the Prime Minister's direction, the Minister of Transport requested Project Management Board 6, Project Enterprise, senior leaders of the consortium of investors (who are also the construction contractors) to directly follow the scene, be more determined to direct the maximum mobilization of equipment, machinery, and workers on all fronts, organize construction in "3 shifts, 4 teams", work with the highest determination, "only work, no retreat", "overcome the sun, overcome the rain" to deploy construction to complete the remaining volume to ensure progress and quality.
On the other hand, contractors need to enhance solidarity and support each other during the construction process to ensure the project's inauguration on April 30.
Specifically, contractor 456 Joint Stock Company committed to supporting contractor Nam Hai Company to complete the remaining volume of cement-reinforced crushed stone and asphalt concrete layer from Km457+131 to Km458+520.
For Hoa Hiep Company Limited, due to the large remaining volume and the construction scope scattered across the entire route, the Minister requested the contractor to make a specific plan and schedule for each unfinished item to have a basis for proposing other contractors to support (if necessary).
At the same time, Hoa Hiep Company Limited must focus on equipment, machinery and human resources to complete the remaining items which are the project's critical path: Than Vu tunnel (cement concrete road surface, lighting system, fire prevention and fighting system, traffic safety sign system...), in which focusing on completing the fire prevention and fighting system to ensure traffic conditions; National Highway 46B intersection (intersection road surface foundation, traffic safety sign system...).
Minister Nguyen Van Thang requested the Project Enterprise to organize a meeting with the participation of Project Management Board 6, the Department of Construction Investment Management, and the Supervision Consultant to determine in detail the remaining volume of the contractors, specifically evaluate the items that cannot be completed to transfer to other contractors for support.
For the Than Vu tunnel project, Minister Nguyen Van Thang assigned the Department of Construction Investment Management to preside over and coordinate with Project Management Board 6, the Project Enterprise and the construction unit, Hoa Hiep Company Limited, to assess the capacity and progress of implementation, and at the same time study the plan to mobilize a unit with a lot of experience in tunnel construction to participate in supporting the installation of equipment, especially fire prevention and fighting equipment, and tunnel operation to ensure sufficient conditions for traffic opening.
Regarding the completion of legal procedures to prepare for acceptance and handover, the Minister of Transport directs the Project Enterprise to promptly complete internal work to accept the completion of the Project and report to the State Inspection Council according to regulations; the Vietnam Road Administration promptly reviews, considers, and approves the operation and maintenance plan of the Project; the Department of Transport Infrastructure is responsible for advising the Ministry of Transport to review and approve the traffic safety inspection report before putting the Project into operation.
In Notice No. 76, the Minister of Transport requested the Director of Project Management Board 6 and the leaders of the Department of Construction Investment Management to be on-site to urge, direct, and promptly resolve any problems arising from now until April 28, 2024. Be directly responsible to the Minister for the results of task performance.
"Assign Deputy Minister of Transport Le Anh Tuan to preside over, closely monitor and regularly direct relevant agencies and units to seriously and effectively implement the Minister's conclusions," Notice No. 76 clearly stated.
Investment component project for the construction of the Dien Chau - Bai Vot section (PPP project, 49.3 km long, with a total investment of VND 11,157.82 billion, started in May 2021, scheduled to be completed in May 2024.
The Project Investor is a consortium of Hoa Hiep Company Limited - CIENCO4 Group Joint Stock Company - Nui Hong Investment Company Limited - Truong Son Construction Corporation - VINA2 Investment and Construction Joint Stock Company; The project enterprise is Phuc Thanh Hung Investment Joint Stock Company).
