This is the theme of the workshop organized by the Union of Science and Technology Associations in coordination with the Department of Fisheries on the morning of March 26. This is one of the activities towards the 65th Anniversary of the Fisheries Industry's Traditional Day (April 1, 1959 - April 1, 2024).
Attending the workshop were Mr. Luong Thanh Son - Chairman of the Union of Science and Technology Associations, Mr. Huynh Quang Huy - Head of the Department of Fisheries, representatives of relevant departments, offices, units and localities. In addition, there were representatives of the Fishermen's Community Associations of Thuan Quy, Tan Thanh, Tan Thuan, Phuoc The, Chi Cong and Hoa Thang communes.
Currently, the whole province has 4 community organizations participating in co-management in protecting aquatic resources, with 562 registered households (Phuoc The; Thuan Quy; Tan Thanh and Tan Thuan). Of which, Thuan Quy, Tan Thanh and Tan Thuan communities have been recognized and assigned management rights in protecting aquatic resources according to the 2017 Fisheries Law, with a sea area of 43.4/12.38 km of coastline. Binh Thuan is one of the first localities in the country to recognize and assign management rights in protecting aquatic resources according to the 2017 Fisheries Law. The process of implementing co-management shows that there has been a clear change in the thinking, awareness and actions of the people. The responsibility to protect and develop aquatic resources has been shared, participated and responded by the community and local stakeholders.
Thereby, activities to protect and develop aquatic resources (preventing violations in exploitation, releasing artificial reefs, etc.), and IUU fishing behaviors are limited and gradually reduced; creating conditions for aquatic resources to have the opportunity to reproduce and develop. Thanks to that, the livelihoods of people from fishing activities in the co-managed sea area have improved due to the rapid recovery of resources. This is the most important result of the current co-management models in Binh Thuan province.
At the workshop, representatives of the three Fishermen's Associations of Tan Thanh, Tan Thuan, and Thuan Quy briefly reported on the results achieved after 5 years of formation and development. However, representatives of these associations also raised difficulties in implementation such as: The implementation of rights and responsibilities assigned by the State, the plan to protect and exploit aquatic resources after being recognized and assigned management rights is still limited; basically, it is still not possible to ensure autonomy. Although co-management in aquatic resources protection has been legalized, creating a solid legal basis for implementation, it has not been widely and strongly applied by localities and fishing communities in the province...
Therefore, at the workshop, representatives of local leaders and delegates also discussed and proposed solutions so that the co-management model can be replicated in other sea areas throughout the province, operate more sustainably and become increasingly effective. In particular, it is recommended that the Central Government soon complete the mechanism and policies for implementation; allocate capital to support investment in infrastructure, and improve the operational efficiency of fishing community associations. Focus on building livelihood models in co-managed sea areas such as marine aquaculture of native seafood species, eco-tourism models (fishing, diving, etc.) from protected natural resources and available cultural heritages.
