Additional teaching activities are organized both inside and outside the school with increasingly strict regulations.


Article 3, Circular 29/2024 issued by the Ministry of Education and Training, effective from February 14, stipulates the principles of extra teaching and learning: Extra teaching and learning can only be organized when students have the need, voluntarily study and have the consent of their parents or guardians.

Schools and individuals organizing extra teaching and learning are not allowed to use any form to force students to take extra classes.

The content of extra teaching and learning must not be contrary to the provisions of Vietnamese law and must not contain prejudices about ethnicity, religion, occupation, gender, or social status. The content of teaching according to the school's educational plan must not be reduced to include extra teaching.

Extra teaching and learning must contribute to developing students' qualities and abilities; must not affect the organization and implementation of the school's educational program and the implementation of teachers' subject programs.

The duration, time, location and form of organization of extra teaching and learning must be suitable for the psychology and age of the students, ensuring the health of the students; comply with the provisions of law on working hours, overtime hours and the provisions of law on security, order, safety, environmental sanitation, fire prevention and fighting in the area where extra teaching and learning classes are held.

Based on the above content, extra teaching and learning can only be organized when students have the need to learn extra, voluntarily learn extra and have the consent of their parents.

Thus, the organization of extra classes requires the consent of the school, students and parents. The school also does not have the right to decide on its own to organize extra classes for students.

Students do not have to pay extra tuition.

Article 7, Circular 29/2024 stipulates that the funding for organizing extra teaching and learning in schools will use the State budget and other legal funding sources according to the provisions of law. That is, schools are not allowed to collect extra tuition fees from students as before, the funding for organizing extra teaching will be taken from the budget.

Therefore, each school will collect different amounts of tuition, but all schools organize the collection, disbursement, and public payment and settlement of tuition fees through the school's finance department; tutors do not directly collect or disburse tuition fees.

Along with that, the new circular stipulates in more detail the responsibilities of each unit from the Provincial People's Committee, the Department of Education and Training to schools, People's Committees of wards and communes in the area for inspection and supervision. In addition, the Ministry of Education and Training gives schools the autonomy to develop educational plans to ensure the quality of education.
