At the regular Government press conference in May on the afternoon of June 3, the press questioned the recent implementation of social housing projects, saying that many intermediaries and brokers had taken advantage of the policy to sell social housing to people, pushing up prices.
Deputy Minister of Construction Nguyen Van Sinh said that the social housing policy is very humane. The State ensures social security for low-income people, workers, and laborers, ensuring that low-income people have access to social housing. The social housing policy system has clearly defined, publicly and transparently defined criteria for home buyers, avoiding policy exploitation. Each person who meets the criteria can only buy 1 apartment.
However, in recent times, some localities have seen intermediaries and brokers taking advantage of the scarcity of social housing to advertise for buying and selling, taking advantage of policies, and not properly implementing social housing policies. The Ministry of Construction has requested localities with such phenomena to review and inspect to have timely corrective solutions. If cases of selling to people who are not eligible to buy houses are discovered, they must be recovered.

The Deputy Minister said that the Ministry of Construction is stepping up the direction of the implementation of the project to build 1 million social housing units; requiring localities to strictly implement, not to let mistakes like the recent ones happen, and resolutely reclaim if the sale is not to the right subjects. Localities need to properly implement social housing criteria, grasp information about each social housing project, and comply with the regulation that social housing can only be sold after 5 years.
At the press conference, Deputy Minister of Health Nguyen Thi Lien Huong said that up to now, the shortage of medical equipment related to import procedures has been basically resolved.
Regarding the issue of drug shortages, especially rare drugs, according to the Deputy Minister, the shortage of drug supply only occurs for some specialized drugs and rare drugs due to difficulties in supply, undefined demand due to rare diseases and unforeseen timing and quantity. For example, antidotes, antitoxins (BAT), antisnake venom serum. In addition, due to the impact of the Covid-19 pandemic and the war in Europe, the global supply chain for some drugs such as Albumin, Globulin (these drugs are in short supply in almost every country) ...

Regarding the supply of drugs on the market, the Deputy Minister affirmed that it is now basically guaranteed. In the coming time, to ensure the supply of medical equipment and drugs, especially rare drugs, the Ministry of Health is closely coordinating with the Ministry of Planning and Investment to review and propose amendments to a number of contents included in the draft Law on Bidding (amended) this time to remove difficulties in procurement.
The government has also agreed to build a mechanism to ensure rare drugs and drugs with limited supply. There will be a reserve center for rare drugs and drugs with limited supply. This will also be a fundamental solution to ensure especially rare drugs for emergency use.
Regarding ensuring the implementation of the expanded immunization program, the Deputy Minister said that the Ministry of Health has reviewed the source of vaccines from 2022 to present. For domestically produced vaccines, the expanded immunization program has provided enough vaccines for 2022 and will last until July. Hepatitis B vaccine and tuberculosis vaccine will be enough to last until August, and Japanese encephalitis vaccine can be used until the end of September. Measles vaccine, measles-rubella vaccine, and bOPV will be enough to last until July; tetanus and polio vaccines currently available will be enough to last until the end of 2023. The imported 5-in-1 vaccine will be enough to last until early 2023 (because this is an imported vaccine, bidding and procurement procedures were carried out in 2022 according to regulations, but no contractors participated).
To remove difficulties and obstacles for the expanded vaccination program, the Prime Minister and Deputy Prime Minister Tran Hong Ha directed the Ministry of Health to coordinate with the Ministry of Finance to arrange funding and the central budget for 2023 to purchase vaccines according to regulations as in previous years. Currently, the Ministry of Health has compiled enough vaccine needs of 63 provinces and cities and has directed vaccine supply units to prepare for the work according to regulations.
"The Ministry of Health and other ministries are working hard to ensure adequate vaccine supply for the expanded immunization program," the Deputy Minister emphasized.
