Faced with the situation where people on the road seem to be very “afraid” of traffic lights, the Ho Chi Minh City Traffic Police have just issued a series of specific instructions.
Recently, many people on the road feel "afraid" of traffic lights at intersections, leading to non-compliance with regulations.
For example, when the traffic light has 5-10 seconds left, the road ahead is clear but still stop or drive very slowly to stop before the painted line when the traffic light turns red; at a place with a flashing yellow light, the driver does not move to obstruct traffic….
Therefore, the Traffic Police Department has some specific instructions.
Accordingly, Clause 4, Article 11 of the 2024 Law on Road Traffic Safety and Order on the types of light colors are: green light means go, just slow down or stop to give way to pedestrians and wheelchairs of the disabled to cross the road; yellow light means stop before the stop line, but in case you are on the stop line or have passed the stop line and the light signal is yellow, you can continue to go; red light means no go.
The Traffic Police Department emphasizes that traffic participants need to proactively observe to ensure their own safety and ensure compliance with legal regulations. When approaching an intersection or turn, drivers need to observe early and from a distance to determine the direction and lane to suit their needs.
At the same time, people need to observe the traffic light system to know when traveling in that lane, they are allowed to continue moving through the intersection (when the light is green) or must slow down and stop before the painted line (when the light is red).
Active observation will help drivers change lanes appropriately and obey traffic signals according to regulations; avoid lane-related violations, failure to obey traffic signals or causing unsafety and traffic obstruction when crossing intersections.
Observing early and from a distance will help traffic participants calculate whether the traffic light will change phase at the same time when passing through the light or not, so that they can take timely and appropriate action.
When approaching an intersection, the traffic light is green but the countdown time is very short and there is traffic congestion ahead, people need to slow down and stop before the intersection when the light turns red.
In case the road ahead is clear, there are no pedestrians walking on the road through the intersection and the green light is still long enough for vehicles to pass safely, the driver can continue moving. In this case, people need to observe the surroundings to be on guard against vehicles changing lanes or changing direction in the same direction, which can cause accidents.
For flashing yellow lights, drivers are allowed to pass through the intersection. However, people need to pay attention, slow down or stop to give way to pedestrians, wheelchairs of disabled people crossing the road or other vehicles according to regulations.
For red traffic lights, drivers must stop before the stop line or before the traffic light (where there is no stop line).
Ho Chi Minh City Traffic Police also requested that when discovering any inappropriate situation or problem with traffic lights, people should report it to the responsible units via the phone number posted at the traffic light control cabinet near the intersection, so that the authorities can receive and handle it promptly.
The Traffic Police Department noted 5 cases where drivers are allowed to move through intersections even when the traffic light is red, including: - There is a signal from the traffic controller to move. - Has auxiliary lights to allow movement (straight or turn). - There is a sign with text allowing movement (blue background, white text). - Traffic organization allows turning before reaching traffic lights (islands, lane sections allow turning before reaching traffic lights). - When having to give way to priority vehicles that are signaling priority to perform their duties. |
