Kinhtedothi - On the afternoon of December 5, the Hanoi Party Committee held a conference to implement the Resolution of the National Assembly Standing Committee and the Plan to arrange administrative units for the period 2023-2025 of Hanoi.
Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh and Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong co-chaired the conference.
Also attending the conference were Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy; members of the Standing Committee of the City Party Committee: Head of the Organization Committee of the City Party Committee Vu Duc Bao, Permanent Vice Chairman of the City People's Council Phung Thi Hong Ha, Lieutenant General - Director of the City Police Nguyen Hai Trung; leaders of departments, branches, sectors and districts, towns in the city.
109 commune-level offices have had a handling plan.
At the conference, Director of the Department of Home Affairs Tran Dinh Canh disseminated Resolution No. 1286/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi City, period 2023-2025; effective from January 1, 2025. The Resolution stipulates the arrangement of 109 commune-level administrative units to form 56 new commune-level administrative units in 20 districts, towns and cities of Hanoi City.
Since the Resolution takes effect, Hanoi has 30 district-level administrative units, including 17 districts, 12 urban districts and 1 town; 526 commune-level administrative units, including 345 communes, 160 wards and 21 towns (the number of district-level administrative units remains unchanged, a decrease of 53 commune-level administrative units compared to the present).
The Director of the Hanoi Department of Home Affairs also deployed Plan No. 345/KH-UBND to organize the implementation of Resolution No. 1286/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi City, period 2023-2025.
Providing guidance on some issues regarding finance and public assets in the implementation of administrative unit arrangement, Director of Hanoi Department of Finance Nguyen Xuan Luu said that, of the 109 commune-level working offices to be arranged, according to the handling plan proposed by districts, towns and cities, 99 working offices will be retained to continue to be working offices of new administrative units or converted into community activity houses, village cultural houses, and residential groups, managed by the new commune-level People's Committee; 6 working offices will be transferred to other agencies to be used as schools or commune police headquarters; 4 offices will be transferred to the district-level People's Committee.
The Director of the Department of Finance also emphasized that no fees will be collected when converting documents related to the arrangement of administrative units in accordance with the spirit of the Resolution of the National Assembly Standing Committee.
Regarding residence management and adjusting and updating citizen information in the national population database, Lieutenant General - Director of the City Police Department Nguyen Hai Trung said that citizen information will be transferred to the new administrative unit by the data system in parallel with completing paper records.
“People absolutely do not have to go to State agencies to adjust information related to administrative boundary changes. District and commune police will proactively adjust information and records on the national database system on population, identity card archives, and residence archives to serve people in exploiting and using them when carrying out related administrative procedures,” said the Director of the City Police Department.
At the same time, information on the issuance and exchange of ID cards, the Police units will organize the issuance and exchange when citizens request. The issuance and exchange of ID cards is completely free.
Answering and clarifying issues related to personnel work at administrative units implementing the arrangement, Director of the Department of Home Affairs Tran Dinh Canh said that the Department of Home Affairs will have instructions on transferring commune-level cadres and civil servants to state civil servants.
Regarding the transfer of cadres from wards to districts or from districts to public service units, Director of the Department of Home Affairs Tran Dinh Canh said that they do not accept those from other provinces, but within the city, they are carried out normally, especially giving priority to districts, towns, communes, wards, and towns that have arranged administrative units.
Follow the roadmap, do a good job of ideological work
Speaking at the conference, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong requested localities to focus on leadership and direction in a proactive spirit. Continue to do a good job of ideological work, grasp public opinion; always prepare for Party Congresses at all levels in administrative units to be arranged.
In particular, it is noted that the work of arranging cadres must be carried out according to the roadmap, and ideological work must be done well, consistently. "The Party Committee Secretary must directly lead and direct this work because this is a big and important matter" - the Standing Deputy Secretary of the City Party Committee emphasized.
Concluding the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that through the conference, it was shown that there are only a few technical issues in the implementation of the arrangement of commune-level administrative units in Hanoi, in the period of 2023-2025. At the same time, he said that Hanoi has experience in arranging administrative units at many levels. "The big difference between this arrangement and the others is the digital transformation factor, localities need to pay attention to the level of digital transformation" - Chairman of the Hanoi People's Committee noted.
Emphasizing the need to minimize the impact of this on people's normal lives and business operations, the Chairman of the City People's Committee noted that units and localities must immediately handle issues arising to the interests of people and businesses. In particular, it is necessary to pay attention to the payment of subsidies to policy beneficiaries periodically and during the upcoming Lunar New Year.
The Chairman of the City People's Committee also suggested that it is necessary to proactively guide and resolve issues related to taxes, financial transactions, civil relations, and seals of small and medium-sized enterprises in administrative units that are being reorganized. "Do not let people and enterprises complain or suffer losses; do not let problems occur during the process of implementing the reorganization of administrative units" - the Chairman of the City People's Committee emphasized.
