Is it reasonable to accuse Mr. THA of using a topic from 9 years ago that he failed to defend successfully and now continues to do research? And does Mr. A's action violate the regulations on defending doctoral dissertations or scientific integrity?...
On September 9, THA PhD student (2016-2019 course) successfully defended his doctoral thesis in business administration titled "Improving the competitiveness of seafood enterprises: A case study in Ba Ria - Vung Tau province" at Ho Chi Minh City University of Technology.

However, soon after, many lecturers discovered that THA's PhD student had defended a thesis in economics with a similar name at the Academy of Social Sciences on November 8, 2014.
Specifically, the topic at that time was "Improving the competitiveness of seafood enterprises (research in Ba Ria - Vung Tau province)". It is known that Mr. A's thesis was assessed as unqualified at that time.
"We are very surprised that Mr. THA took our own previous research topic. Is this a violation of scientific integrity? We have also reported this to Ho Chi Minh City University of Technology but have not received any response," said the lecturer who "accused" the PhD student.
Speaking to Thanh Nien Newspaper reporter, Dr. Nguyen Quoc Anh, Vice Principal of Ho Chi Minh City University of Technology, informed: "PhD student THA defended his doctoral thesis on September 9. According to regulations, after the doctoral student successfully defends, the school will announce the topic for social criticism. After 3 months, the school will establish a thesis appraisal council again."
According to Dr. Quoc Anh, the thesis evaluation board also knew that Mr. A. had previously encountered problems during his doctoral work with the research topic "Improving the competitiveness of seafood enterprises (research in Ba Ria - Vung Tau province)". Therefore, the supervisor suggested that Mr. A. should follow a new direction. Accordingly, the topic name was also adjusted, and the doctoral student also had a number of additional scientific articles.
"Mr. A's thesis may have some similarities with the previous one, but the evaluation board will base its score on the new points and new results. After receiving feedback from society, the school is establishing an evaluation board to review, evaluate and will publicize the final results," said Dr. Quoc Anh.
Regarding this situation, the former head of the postgraduate department of a member university of Ho Chi Minh City National University affirmed that "accusing" a THA graduate student was incorrect.
"A PhD student who fails his thesis at school A can completely redo the thesis with a new approach and get it evaluated as successful at school B. Only when a PhD student copies someone else's thesis and successfully defends it is a serious problem," he shared.
