Decree regulating grassroots information activities

On May 10, 2024, Deputy Prime Minister Tran Luu Quang signed and issued Decree No. 49 regulating grassroots information activities. This Decree regulates grassroots information activities; state management responsibilities for grassroots information; rights and obligations of agencies, organizations and individuals participating in grassroots information activities.

Decree No. 49 regulating grassroots information activities is an important legal basis, creating favorable conditions for people to be guaranteed equality and non-discrimination in their right to access information.

The Decree specifies that grassroots information is essential information transmitted directly to people through the following types of information: Commune-level radio stations; public bulletin boards; grassroots information bulletins; non-commercial documents serving grassroots information activities; direct propaganda through grassroots propagandists; electronic information portals or pages; social networks, Internet messaging applications; telecommunications messages.

Grassroots information activities are activities that provide essential information; receive feedback information and information on the response content of competent agencies, organizations and individuals to people's feedback information through the types of information specified above.

Policy - Decree regulating grassroots information activities

Grassroots information is essential information that is communicated directly to the people.

The Decree also specifies essential information of basic information, including: Information on the Party's guidelines and policies, the State's policies and laws, regulations of local Party committees and authorities, and important events related to local people.

Information related to local people: Information on projects, economic development programs, culture, and social security in the locality;

Information related to politics, economics, culture, society and scientific, technical and technological knowledge serving local socio-economic development;

Information related to security, order, social safety and military work in the locality; information on natural disaster prevention and control, search and rescue; fire; emergency, epidemic; disasters occurring in the locality or affecting the locality; information on good people, good deeds, new factors, typical advances in various fields;

Information on measures to combat and prevent violations of the law and negative phenomena in society; information on products and services necessary for production and life of local people.

Other information as prescribed by law on access to information and by law on implementing democracy at the grassroots level.

8 types of basic information activities

The Decree specifically stipulates 8 types of grassroots information activities, including: Commune-level radio stations; public bulletin boards; grassroots information bulletins; non-commercial documents serving grassroots information activities; direct propaganda through grassroots propagandists; propaganda on portals or electronic information pages; propaganda via social networks and Internet messaging applications; propaganda via telecommunications messages.

Decree No. 49 regulating grassroots information activities takes effect from July 1, 2024. Accordingly, Decision No. 52 dated December 6, 2016 of the Prime Minister promulgating the Regulation on grassroots information activities ceases to be effective from the effective date of this Decree.

As a Government agency, performing the function of state management of grassroots information, the Ministry of Information and Communications is the agency in charge, coordinating with relevant ministries and branches: Developing, promulgating or submitting to competent authorities for promulgation, guiding the implementation of strategies, programs, development plans and legal documents on grassroots information; providing information to serve grassroots information activities nationwide; disseminating and educating the law on grassroots information; organizing research activities, applying science and technology on grassroots information; managing the central grassroots information source information system; implementing international cooperation on grassroots information.

Preside over and coordinate with relevant ministries, branches and provincial People's Committees to: Organize training and foster human resources participating in grassroots information activities; implement information, reporting and statistical regimes on grassroots information activities; organize emulation and reward work; promulgate regulations, rules and organize competitions, festivals and awards in the field of grassroots information.

The Ministry of Information and Communications is also the unit responsible for inspecting, examining, resolving complaints, denunciations and handling violations in grassroots information activities according to the state management function of the Ministry .
