“The disbursement in the first three months of the year basically met the plans registered by investors (reaching about 98% of the plans registered by investors),” the leader of the Department of Planning and Investment assessed. Notably, the disbursement value in the first quarter was concentrated in the North-South Expressway projects with a value of VND6,773 billion (accounting for about 65%).
Specifically, the North-South Expressway Phase I project disbursed VND1,200/5,476 billion, reaching 21.9% of the annual plan. The disbursement progress basically met the requirements (reaching 89% of the plan built by the investors); of which there were 3 projects with slow disbursement progress including Dien Chau-Bai Vot (Project Management Board 6); Nghi Son-Dien Chau (Project Management Board 6) and My Thuan 2 Bridge (Project Management Board 7).
Phase II projects disbursed 5,573/29,036 billion VND, reaching 19.2% of the annual plan. The disbursement progress met the requirements, however, there were still 2 projects with slow disbursement compared to the plan, including Hoai Nhon-Quy Nhon (Project Management Board 85) and Chi Thanh-Van Phong (Project Management Board 7).
Mr. Uong Viet Dung, Chief of Office and Spokesperson of the Ministry of Transport, said that the Ministry of Transport will complete and put into operation the two expressway projects Cam Lam-Vinh Hao and Dien Chau-Bai Vot on the occasion of April 30 and May 1, ensuring quality and safety.
At the same time, coordinate and support to speed up investment preparation progress, promptly start key projects of inter-regional nature with the locality as the managing agency; strive to start the Lo Te - Rach Soi project on the occasion of April 30.

According to the plan of the investors, the Project Management Board registered in April 2024, the units are estimated to disburse about 4,900 billion VND, of which the project management boards registered large disbursement plans, need to focus on directing implementation including: Project Management Board 85 (about 864 billion VND), Project Management Board 7 (802 billion VND) and Project Management Board 6 (824 billion VND).

Although the disbursed capital this year is lower than in 2023 and is equivalent to the capital allocated in 2022, the leaders of the Ministry of Transport still require investors and project management boards not to be subjective, to continue to consider this as a top important political task, and to seriously focus on directing. Units need to speed up the progress of design appraisal and bidding to soon start projects to ensure the disbursement of all allocated capital.
