Avia Pro quoted sources familiar with the negotiations on March 10 as saying that, through the mediation of the US and Europe, Russia and Ukraine are considering the possibility of signing an agreement that would limit the use of high-precision weapons capable of hitting targets at a significant distance from the front line.
The deal could include a moratorium on mutual attacks with cruise and ballistic missiles, as well as long-range drones.
In particular, this concerns the Russian Kalibr and Iskander cruise missiles, as well as the ATACMS (US) and Storm Shadow ballistic missiles (UK-France) used by the Ukrainian military. In addition, restrictions may also apply to long-range drones that both Kiev and Moscow are actively deploying to attack each other's military infrastructure, ammunition depots and energy facilities.
The initiative is aimed at de-escalating the conflict and could be an important step towards easing tensions.
Negotiations are underway with the mediation of international organizations, according to informed sources, although neither side has officially confirmed it.
Such an agreement could be a first step toward broader agreements, including a ceasefire, although reaching consensus on such a sensitive issue remains an extremely difficult task, experts note.
The information was released just before the US-Ukraine talks in Saudi Arabia. The unnamed source said that the US wants to use the meeting on March 11 to assess Ukraine's readiness to make possible important concessions to Russia to end the conflict.
The US delegation was led by Secretary of State Marco Rubio, and also included White House National Security Advisor Mike Waltz and President Donald Trump's Special Envoy to the Middle East Steve Witkoff. The Ukrainian delegation was led by Chief of Staff to the President Andrii Yermak.
The US side will also view the talks as an opportunity to gauge Kiev’s willingness to improve relations with the Trump administration, an issue that has become particularly relevant after Trump and his Ukrainian counterpart Volodymyr Zelensky had a tense exchange at the White House late last month.
“You can’t say you want peace but refuse to compromise on anything,” a US official stressed Washington’s position.
“We want to see if Ukraine is interested not just in peace but in a realistic peace,” another official said. “If they are only interested in the 2014 or 2022 borders, that tells you something.”
