On October 9, 2023, the Department of Culture, Sports and Tourism held a meeting to request Mr. Le Ba Hung to specifically report on the relevant contents. Next, the Department of Culture, Sports and Tourism issued a decision to establish a Verification Team headed by the Department's Chief Inspector to urgently verify and clarify the 4 contents of the accusation, and report to the Department's Board of Directors for handling according to authority on October 10, 2023.
After verifying the complaint, the Department of Culture, Sports and Tourism officially responded. Specifically: Regarding the content reflecting the bonus of the whole season not being paid to the team. When coaches and athletes return to participate in the provincial football team, they are based on their professional qualifications, have signed contracts and are fully paid according to regulations. Regarding the bonus when participating in professional football tournaments, the budget has no content to spend but must mobilize social resources. In order to have bonus to encourage the team, the representative of the provincial People's Committee sent a letter of invitation to sponsor to businesses to mobilize support; at the same time, they also regularly met, encouraged, and determined the spirit of determination for the coaching staff and players.

The leaders of the Department of Culture, Sports and Tourism have regularly contacted and mobilized business owners at the addresses where the invitation letters were sent. However, due to the difficulties faced by businesses, the campaign fund for rewards for the football team to date has received 92,530,920 VND (Ninety-two million, five hundred thirty thousand, nine hundred and twenty VND). With the above amount, the Provincial Sports Training, Coaching and Competition Center will award it to the Coaching Board and athletes when the tournament is held on October 18, 2023. Currently, the sponsorship fund of businesses is still in account 7091284504382 - BINH THUAN TRAINING, TRAINING AND COMPETITION CENTER at MB Bank, Binh Thuan branch.
Regarding the content reflecting the cut in the tournament meal money: The payment of meal money (nutrition) is carried out according to Circular 86/2020/TT-BTC dated October 26, 2020 of the Ministry of Finance and according to the Decision on sending to participate in the tournament competition of the Department of Culture, Sports and Tourism. According to State regulations, the regular training meal regime is 240,000 VND/day and the competition days are 320,000 VND, all of which must be paid into the personal accounts of each coach and athlete.

The Provincial Sports Training, Coaching and Competition Center has fully paid coaches and athletes according to regulations from December 1, 2022 to August 31, 2023. This matter has been explained many times by the unit at meetings with the team's Coaching Board.

The petition also reflects the issue related to the reflection of the quarterly and annual shoe money that the team has not received any money. Regarding this content, the Department of Culture, Sports and Tourism said: In 2023, the Provincial Sports Training, Coaching and Competition Center was assigned by the Department of Culture, Sports and Tourism to coordinate in organizing many provincial and national sports activities, so some tasks such as preparing documents for bidding and purchasing procedures (because the total purchase cost is over 100,000,000 VND, bidding must be organized) are still slower than required.
The Department has severely criticized this and requested the Center to urgently prepare documents and procedures for purchasing according to regulations to distribute to coaches and athletes.

In particular, regarding the reflection of illegal deduction of May tax from some players that have not yet been paid: On July 28, 2023, the Provincial Sports Training, Coaching and Competition Center issued Official Dispatch No. 385/TTĐTHLTĐTDTT to the Binh Thuan Provincial Tax Department regarding support for calculating and settling personal income tax. On August 11, 2023, the Binh Thuan Provincial Tax Department issued Official Dispatch No. 5965/CTBTH-TTHT in response to the personal income tax policy. The deduction of income tax from 1 coach and 11 athletes is in accordance with regulations. The tax of the coaches and athletes is paid directly by the Provincial Sports Training, Coaching and Competition Center to the Provincial Tax Department.

Accordingly, by December 31, 2023, coaches and athletes who need tax refunds will complete tax refund procedures for coaches and athletes with the Tax Department according to regulations.

Binh Thuan football, after 30 years of waiting, is falling into a difficult time in terms of funding when entering the professional football field and is under pressure from regulations. Hopefully this scandal will be closed because only those who are working in football can fully understand it. According to those interested in Binh Thuan football, if there is no funding, then take advantage of local human resources.
