Enhancing cooperation between the two legislative bodies of Vietnam and China

(CPV) - National Assembly Chairman Vuong Dinh Hue and Chairman of the National People's Congress of China Zhao Leji signed a new cooperation agreement between the National Assembly of Vietnam and the National People's Congress of China. To enhance cooperation between the two legislative bodies, the two sides agreed to establish a cooperation committee between the National Assembly of Vietnam and the National People's Congress of China.

On the afternoon of April 8, at the Great Hall of the People in Beijing (China), Comrade Zhao Leji - Member of the Standing Committee of the Politburo of the Communist Party of China, Chairman of the Standing Committee of the National People's Congress of China hosted a reception and held talks with Chairman of the National Assembly Vuong Dinh Hue.

In a sincere and friendly atmosphere, the two sides informed each other about the situation of each Party, each country and the activities of each country's legislative body; in-depth discussions on measures to concretize the achievements and high-level common perceptions during the visit to China by General Secretary Nguyen Phu Trong (November 2022) and the visit to Vietnam by General Secretary and President of China Xi Jinping (December 2023), as well as measures to promote and deepen the cooperative relationship between the two legislative bodies in the coming time. At the meeting, Chairman Zhao Leji welcomed the first official visit to China by National Assembly Chairman Vuong Dinh Hue in his new position.

The two sides expressed their delight at the positive developments in the relations between the two Parties and the two countries in recent times, including exchanges and cooperation between the Vietnamese National Assembly and the National People's Congress of China. National Assembly Chairman Vuong Dinh Hue emphasized that the Vietnamese Party and State attach special importance to developing a stable, healthy, sustainable and long-term relationship with China, considering this a strategic choice and top priority in Vietnam's overall foreign policy of independence, self-reliance, multilateralisation and diversification. Chairman Trieu Lac Te emphasized that China always considers Vietnam a priority direction in its overall foreign policy of neighborliness, always supporting Vietnam to successfully carry out the cause of industrialization, modernization of the country and enhance its international role.

The two sides agreed to promote the effective implementation of the “Joint Statement on Continuing to Deepen and Enhance the Comprehensive Strategic Cooperative Partnership, Building a Community of Shared Future between Vietnam and China of Strategic Significance”; maintain high-level and all-level exchanges and contacts, promote exchanges and cooperation between the Party channels, between the Governments, the National Assembly-National People's Congress, the Fatherland Front-Chinese People's Political Consultative Conference of the two countries; and promote the role of the National Assembly and the National People's Congress in promoting cooperation between the two countries.

National Assembly Chairman Vuong Dinh Hue suggested that the two sides increase exchanges and regular contacts at all levels and channels; promote the role of high-level diplomacy in strategic orientation of bilateral relations; promote strategic development connections, further improve the quality and effectiveness of cooperation in all fields. National Assembly Chairman Vuong Dinh Hue suggested that China facilitate the early establishment of Vietnam Trade Promotion Offices in Chengdu (Sichuan), Haikou (Hainan) and Nanjing (Jiangsu), continue to expand the import of Vietnamese goods, agricultural and aquatic products, promptly negotiate and sign the Framework Agreement on rice trade, effectively implement the pilot construction of smart border gates, improve the efficiency of customs clearance of goods, and facilitate Vietnamese goods transiting by Chinese railway to third countries via the Asia-Europe railway. National Assembly Chairman Vuong Dinh Hue hopes that the two sides will work together to build a new investment image of large, capable, prestigious, and technological Chinese enterprises in Vietnam, while coordinating to thoroughly resolve difficulties in a number of cooperation projects, speed up the implementation of China's non-refundable aid to Vietnam, and study cooperation in building a number of standard gauge railway projects on the Hanoi-Lao Cai, Hanoi-Quang Ninh, and Hanoi-Lang Son sections.

Chairman Zhao Leji highly appreciated and agreed with the proposals of National Assembly Chairman Vuong Dinh Hue on developing relations between the two Parties and the two countries; affirmed that China is ready to work with Vietnam to deepen substantive cooperation, expand trade and investment cooperation, strengthen strategic development connections, and implement high-quality development; strengthen strategic connections between the Belt and Road Initiative and the Two Corridors, One Belt, focusing on building infrastructure, road and rail transport, and smart border gates, contributing to improving customs clearance efficiency. Chairman Zhao Leji emphasized that the two sides need to promote cooperation to ensure supply chains, production chains, digital economy, green economy, new energy, key minerals, and 5G; affirmed that China has a positive attitude towards the opening of new representative offices and trade promotion offices of Vietnam in Chinese localities; He suggested that the ministries and branches of both sides coordinate to handle and satisfactorily resolve outstanding issues in cooperation projects between the two countries in a constructive and goodwill spirit. Chairman Zhao Leji said that both sides need to continue spreading positive stories about the Vietnam-China friendship.

Regarding cooperation between the two legislative bodies, National Assembly Chairman Vuong Dinh Hue suggested that the National Assembly of Vietnam and the National People's Congress of China increase the exchange of delegations at all levels of the National Assembly, National Assembly deputies, People's Councils/People's Congresses of the two countries' localities; increase the exchange and sharing of experiences on the activities of the National Assembly and its agencies, perfect the Party's leadership method towards the State, build a socialist rule-of-law State, build and perfect the institutions and policies for socio-economic development; strengthen the supervisory role of the legislative bodies of the two countries in urging ministries, branches and localities of the two sides to implement signed documents and agreements, the role of National Assembly/People's Congress deputies, members of the Vietnam-China Friendship Parliamentarians' Group in promoting friendship, consolidating consensus among the people, and building a good social foundation for the relationship between the two countries.

Agreeing with the opinion of National Assembly Chairman Vuong Dinh Hue on cooperation between the two legislative bodies, Comrade Trieu Lac Te expressed his satisfaction with the good cooperative relationship between the two legislative bodies. The signing of two cooperation documents by the two sides, agreeing to establish a Cooperation Committee co-chaired by the National Assembly Chairman and the Chairman of the National People's Congress, forming a cooperation mechanism at the highest level, demonstrating the level of development of cooperation between the two legislative bodies in the overall good relationship between the two countries. Chairman Trieu Lac Te expressed his hope that the two sides would make good use of this mechanism, increase exchanges between the leaders of the National Assembly and the National People's Congress, specialized committees, and friendship groups of parliamentarians to share experiences in legislative work, supervision, and national management, better serving the cause of building socialism in each country, contributing to promoting the comprehensive strategic cooperative partnership between China and Vietnam to continuously develop in the coming time.

The two sides had a sincere and frank exchange of opinions on maritime issues, agreeing to continue implementing the common perception of the leaders of the two Parties and two countries, properly controlling disagreements, and maintaining peace and stability in the East Sea. National Assembly Chairman Vuong Dinh Hue suggested that the two sides actively promote the negotiation mechanisms at sea to achieve substantive progress, effectively implement agreements on search and rescue cooperation and hotlines on incidents arising from fishing activities, promptly sign a new Fisheries Agreement in the Gulf of Tonkin; and together with ASEAN countries promote negotiations to build a substantive, effective, and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The two sides agreed to maintain coordination and cooperation between the National Assembly and the National People's Congress at regional and international forums.

Immediately after the talks, National Assembly Chairman Vuong Dinh Hue and Chairman of the National People's Congress of China Zhao Leji signed a new cooperation agreement between the Vietnamese National Assembly and the National People's Congress of China.

Specifically, according to the cooperation agreement, the two sides will continue to actively implement friendly exchanges and cooperation between leaders, specialized committees, Parliamentary Friendship Groups, working units, local People's Councils/National People's Congresses, especially People's Councils/National People's Congresses of provinces and autonomous regions bordering the two countries.

To enhance cooperation between the two legislative bodies, the two sides agreed to establish a Cooperation Committee between the National Assembly of Vietnam and the National People's Congress of China. The Cooperation Committee is tasked with deepening and strengthening the relationship between the National Assembly of Vietnam and the National People's Congress of China, contributing to enhancing the Comprehensive Strategic Cooperative Partnership and promoting the joint building of the Vietnam-China Community of Shared Future. The Cooperation Committee is co-chaired by the Chairman of the National Assembly of Vietnam and the Chairman of the Standing Committee of the National People's Congress of China.
