The route from the Uncle Ho Monument in Hiep Luc Commune through the President Ho Chi Minh Memorial Area in Hong Du Commune to Provincial Road 396 is more than 4 km long and is a type A rural road, built in the 90s of the last century.
Mr. Le Luong Huong, Chairman of Hiep Luc Commune People's Committee, said that this is the main road of Hiep Luc Commune. The road surface is only about 3 m wide and has been seriously degraded for many years. Due to the increasing traffic volume, the narrow road cannot meet the traffic demand. Especially, at the time when students go to and from school, traffic is difficult, causing local congestion and a number of traffic accidents.
Mr. Pham Van Toan in Mai Xa village, Hiep Luc commune said he witnessed many collisions that occurred due to the narrow road, making it difficult for vehicles to avoid each other. When it rains, there are many potholes filled with water, and on sunny days, there is a lot of dust. Mr. Nguyen Manh Thang, a driver in Hung Dao commune (Tu Ky) said: "Sometimes I transport bran to Hiep Luc commune to sell. Traffic is relatively convenient, but every time I go through the main road from Hiep Luc commune to Hong Du, I often encounter difficulties because the road is narrow, degraded, and crowded with vehicles."
Hope to have wide road soon
Determining the important significance of the road connecting the two relics of the Uncle Ho Monument in Hiep Luc commune through the President Ho Chi Minh Memorial Site in Hong Du commune to Provincial Road 396, Ninh Giang district has invested in a project to renovate and upgrade the road, which is more than 4.2 km long, with a total investment of more than 93 billion VND. The project will widen the road surface to 7 m with 2 lanes, and build a drainage system. The Ninh Giang District Investment and Construction Project Management Board is the project investor.
Knowing the information about the road expansion through the commune, Mrs. Nguyen Thi Lieu, 62 years old in Hiep Tho village, Hiep Luc commune happily said: "We have had difficulty traveling on this narrow road for many years. Now that there is a policy to invest in expanding this road, everyone in my family and neighbors are excited. My family has proactively donated 30,000 6 square meters of land for road construction".
During the implementation, through screening, there were 352 households with assets on public land or residential land within the scope of the project. Up to now, 310 households with assets on public land have voluntarily demolished the part within the project; 29 households voluntarily donated a total area of nearly 400 m2 of residential land for road construction.
Mr. Nguyen Xuan Tuong, Vice Chairman of Ninh Giang District People's Committee, said that the investment project to build, renovate and upgrade the traffic route from the Uncle Ho Monument in Hiep Luc Commune through the President Ho Chi Minh Memorial Area in Hong Du Commune to Provincial Road 396 is in line with the planning for road traffic infrastructure development, creating a driving force for the development of localities and Ninh Giang District. Due to some difficulties, the project is lacking investment capital, the District People's Committee has requested the province to support to ensure the project is implemented on schedule.
According to the Ninh Giang District Construction Investment Project Management Board, the project started at the end of April. The unit has directed the contractor to focus on human resources, materials, machinery and equipment to speed up the construction progress. By September 22, some items such as the drainage system had been constructed. The contractor is continuing to dig the road widening mold, make trenches along both sides of the route, and complete the cross-road culvert. The contractor has completed about 30% of the total work volume... The project is expected to be completed by April 30, 2025.
