Capacity Building and Increased Participation of Women in Law Enforcement

Women in law enforcement play a vital role in building trust with communities, preventing violence, and responding to crises.

On the occasion of International Women's Day, the Ministry of Public Security of Vietnam in collaboration with UN Women organized an international conference with the theme: Capacity building and increased participation of women in the field of law enforcement.

The event marks important milestones, including the 30th anniversary of the Beijing Declaration and Platform for Action, the 25th anniversary of United Nations Security Council Resolution 1325 on Women, Peace and Security, and the 80th anniversary of the Vietnam People's Public Security Forces' Traditional Day.

The conference was attended by delegates from law enforcement agencies, governments, international organizations and development partners to discuss and promote the development of women police officers. With more than 200 delegates attending, including more than 30 female police officers from many countries around the world, the conference focused on solutions to remove barriers for women in the field of law enforcement, promote gender-sensitive policies and ensure equal opportunities for women in security and peacekeeping operations.

The theme of this year’s International Women’s Day is For All Women and Girls: Rights. Equality. Empowerment, calling for collective action to remove the barriers that women, including female police officers, face, so that they can contribute meaningfully to maintaining sustainable peace and security and protecting the rights of women and girls, especially in conflict and crisis situations.

Speaking at the conference, Ms. Caroline Nyamayemombe, UN Women Representative in Vietnam, said that women in law enforcement play an essential role in building trust with communities, preventing violence and responding to crises. Their leadership role is crucial in creating a comprehensive security system, ensuring that the needs of women and girls are fully met.

Ms. Caroline Nyamayemombe emphasized that UN Women is committed to supporting Vietnam in promoting gender equality goals under the National Action Plan on Women, Peace and Security (NAP WPS) and building a gender-sensitive security sector.

At the conference, delegates listened to and discussed with international experts from many fields about the challenges and opportunities for female police officers.

Ms Jane Parrott from the UK Home Office and Ms Karyn Malthus, Senior Police Attaché of the New Zealand Police shared about policies and programs to support female police officers as well as the difficulties they face in their work.

Meanwhile, Ms. Maša Dikanović from the United Nations Institute for Training and Research (UNITAR) highlighted the role of women in UN peacekeeping operations and gender-sensitive policing practices. Ms. Janelle Canning Lue, Royal Canadian Mounted Police, shared her experience in promoting gender equality in the Canadian police force.

Summarizing the conference, Lieutenant General Tran Quoc To, Deputy Minister of Public Security, assessed from many different perspectives, experts and delegates, with scientific explanations as well as practical experience, focused on analyzing and evaluating, contributing to clarifying important issues, aiming to increase women's participation in the field of law enforcement.

In particular, many solutions are proposed to enhance the position, role and great contributions of female police officers in the cause of protecting national security, maintaining social order and safety, meeting the requirements of tasks set forth in the period of international integration.

To continue to improve capacity and increase women's participation in law enforcement in the coming time, the Deputy Minister requested that units continue to proactively research, develop and issue policy mechanisms to create new breakthroughs in women's work and gender equality.

At the same time, Deputy Minister Tran Quoc To emphasized the need to continue expanding international cooperation, coordinating the sharing of experiences and lessons learned from successful models and new initiatives in law enforcement; as well as developing training and coaching programs for women in the People's Public Security force, especially training female officers participating in the United Nations peacekeeping force.

The conference once again emphasized Vietnam's commitment to building a gender-sensitive police force and implementing the National Action Plan on Women, Peace and Security (NAP WPS), with the aim of increasing women's participation in the security sector, enhancing their leadership roles and ensuring comprehensive responses to conflict, crisis and disaster management.
