In particular, Project 1 of the National Target Program 1719 has contributed to fundamentally solving the shortage of residential land, housing and domestic water, supporting the resolution of urgent problems in the "core poor" areas of the province. Since then, it has created many great changes, improving the material and spiritual life of ethnic minorities in the province.
According to the end-of-2023 review results of the Ethnic Minority Committee of Ca Mau province, the whole province has 713 poor ethnic minority households, accounting for 6.09%; there are 502 near-poor households, accounting for 4.28% of the total number of near-poor households in the whole province. However, after nearly 4 years of implementing the National Target Program 1719, the contents of the Program have had a positive impact on the lives of ethnic minorities.
To implement Project 1 on residential land, production land and domestic water for ethnic minorities, in 2022 - 2023, the whole province has invested more than 16 billion VND. The province has supported and disbursed over 99% of the assigned capital plan. Of which, residential land was supported for 11 households, housing was supported for 283 households, job conversion support was provided for 201 households, and domestic water was supported for 406 households. Also from Project 1, the number of households receiving loans from the Social Policy Bank to stabilize their housing, build new or repair houses, create production land funds, learn a trade and convert their jobs was 176 households.
According to Mr. Tran Hoang Nho - Head of the Ethnic Minorities Committee of Ca Mau province, Project 1 of the National Target Program 1719 has been resolutely implemented by all levels and sectors in the province. From there, it has promptly resolved difficulties as well as urgent requirements regarding living conditions and living conditions of poor households in ethnic minority areas. From there, it has helped many ethnic minority households gradually stabilize their lives and escape poverty. In 2024, localities in the province are continuing to support residential land for 28 households, housing for 180 households, supporting job conversion in place of production land for 264 households; supporting dispersed domestic water for 272 beneficiary households. Ca Mau province has also approved a plan to implement 22 more projects to develop production and diversify community livelihoods in extremely difficult communes and hamlets.
“These support contents are expected to have a positive impact on the efforts to reduce poverty and increase income for ethnic minorities in the province in the coming time. The support policies have a direct impact on ethnic minorities, especially the support contents under Project 1 of the Program, which have promptly resolved difficulties and urgent requirements regarding living conditions and living conditions of poor households in ethnic minority areas, helping many households gradually stabilize their lives and escape poverty,” Mr. Nho shared.
Particularly for Project 1 "Solving the shortage of residential land, housing, production land, and domestic water", through the implementation process, Ca Mau province proposed that the Central Government consider and issue a support mechanism, creating a production land fund from the state budget for localities to implement support for beneficiaries of the Program.
To continue implementing the National Target Program 1719 in the province in the coming time, according to Secretary of the Ca Mau Provincial Party Committee Nguyen Tien Hai, departments, branches and localities need to effectively use state budget capital, increase mobilization of various resources to focus on investing in synchronous development of socio-economic infrastructure for the province's ethnic minority areas. In addition, it is necessary to continue researching and proposing to perfect policy mechanisms, especially mechanisms and policies on residential land and production land for ethnic minority and mountainous areas, creating favorable conditions for ethnic minority households to participate in production, business and family economic development.
In addition, it is necessary to link economic growth with solving social problems, protecting the ecological environment and sustainably reducing poverty in the locality.
