On the morning of December 21, the Standing Committee of the Provincial Party Committee held a conference to review mass mobilization work and evaluate the performance of the Steering Committee of the emulation movement "Skillful mass mobilization" in 2023, and deploy key tasks in 2024.

In 2023, the mass mobilization work closely followed the political tasks of the province, simultaneously deployed key tasks; regularly grasped the people's situation, advised and directed the timely resolution of complicated cases, contributing significantly to the successful implementation of the tasks of socio-economic development, ensuring national defense and security, maintaining political and social stability. The mass mobilization work of the government was promoted according to the motto of being close to the people, raising awareness, responsibility, spirit of serving the people, listening to people's opinions, promptly removing difficulties and obstacles right from the grassroots. Seriously implementing Project No. 08-DA/TU dated July 5, 2023 to pilot the model of "Friendly government serving the people" in communes, wards and towns in Thai Binh province for the period 2023 - 2025. The work of receiving people, resolving complaints and denunciations of citizens was carried out seriously. The sense of responsibility and attitude of serving the people of the contingent of cadres and civil servants have been raised. The Fatherland Front and socio-political organizations have continued to innovate the content and methods of operation; strengthened the organization of activities to attract union members; promoted the representative role in caring for and protecting the legitimate and legal rights and interests of the people; improved the quality of patriotic emulation movements; actively implemented the work of supervision, social criticism, and giving opinions on Party and government building. Direct dialogue activities between leaders of Party committees and governments at all levels and the people have gradually become routine. The mass mobilization system at all levels has promoted a proactive and positive role in advising, proposing, and implementing the contents of the annual work program to ensure quality and effectiveness. The Steering Committees of the emulation movement "Skilled mass mobilization" at all levels have come into operation, promptly implementing tasks in accordance with the practical situation; the emulation movement "Skilled mass mobilization" continues to spread in social life.

At the conference, delegates focused on discussing and clarifying some of the results achieved in mass mobilization work associated with specific tasks of the industry, locality and unit; at the same time, proposing solutions to contribute to improving the quality and effectiveness of mass mobilization work and the activities of the steering committee of the emulation movement "Skilled Mass Mobilization" at all levels in the coming time.

Regarding the key tasks in 2024, he suggested that Party committees and mass mobilization systems at all levels continue to proactively improve the quality of dissemination, propaganda, and popularization of the Party's guidelines and policies, the State's policies and laws, and the province's directives to cadres, party members, and people of all walks of life, creating high consensus and unity in the whole society, creating the basis for successfully implementing political tasks. Improve the quality and effectiveness of mass mobilization work, especially the emulation movement "Skilled Mass Mobilization"; in which it is necessary to focus on closely following the political tasks of the province and each locality and unit; must ensure real effectiveness, avoid formality; must be quantified by specific criteria; the common goal is to promote socio-economic development, improve the material and spiritual life of the people. Continue to promote democracy at the grassroots level. Mass mobilization work must be strongly oriented towards the grassroots, taking the grassroots as the locality, taking the people, union members and association members as the main subjects, must create the overall strength of the entire political system, create synchronization for organization and implementation. In particular, it is necessary to grasp the situation, thoughts, aspirations, proposals and legitimate recommendations of all classes of people, promptly advise the Party Committee and the government to direct solutions, and practically care for the people's lives. Strengthen contact and dialogue between the heads of the Party Committee and the government and the people. Focus on improving the quality of supervision and social criticism. Improve the effectiveness and quality of government mass mobilization work, especially in administrative procedure reform and public ethics. Continue to consolidate and perfect the apparatus of mass mobilization committees at all levels and grassroots mass mobilization blocs; pay attention to building a contingent of cadres with prestige, strong political will, capacity and qualifications to meet the requirements of the task.

On this occasion, the Provincial Committee for Mass Mobilization commended 16 collectives and individuals with outstanding achievements in mass mobilization work in 2023.
