Kinhtedothi – On January 17, Dong Anh District Party Committee (Hanoi City) held a conference to review the results of implementing political tasks in 2024; deploying directions and tasks in 2025. Presenting a political report at the conference, Nguyen Van Cuong, Standing Deputy Secretary of the Dong Anh District Party Committee, said that in 2024, the district implemented its political tasks in favorable conditions, but also faced many difficulties and challenges. However, the district basically completed and exceeded the plan set out for the entire term.
Specifically, the production value of economic sectors in the area in 2024 is estimated to increase by 9.8% over the same period last year, higher than the growth of the capital and the whole country. Total state budget revenue reached over 27,000 billion VND, equal to 205% of the estimate assigned by the city and district; total estimated budget expenditure for the whole year is 13,489,657 million VND, equal to 152% of the estimate assigned by the city, equal to 100% of the estimate assigned by the district after adjustment.
Urban planning, management, construction order, traffic safety, environment, environmental sanitation; land management, site clearance; culture - society; administrative reform, internal affairs; inspection, citizen reception, handling of petitions; prevention and combat of corruption and negativity; practicing thrift and combating waste; digital transformation... are given special attention, implemented seriously, in accordance with regulations, with many effective innovations, creating comprehensive momentum for development.
In particular, the work of building the Party and the political system continues to be strengthened, with innovation in leadership and direction methods. Effectively implementing the arrangement of secretaries, deputy secretaries, chairmen, and vice chairmen of communes and towns who are not local people. The total number of appointments, transfers, and rotations... is 230 people; the District People's Committee has transferred the work positions of 80 civil servants. Up to now, in the district, 15/24 secretaries (62.5%), 7/24 chairmen (29.2%), 2/24 deputy secretaries (8.33%)... are not local people.
Directing grassroots Party organizations to issue 3,668 specialized resolutions to organize the implementation of new, difficult, and complicated tasks. Typical examples of "Skilled Mass Mobilization" have been enhanced, 100% of communes and towns have registered with 508 models at the city, district, and grassroots levels. Anti-corruption work with the motto that all violations must be detected and handled promptly according to regulations, without exception.

Launching the emulation movement in 2025, Deputy Secretary of the District Party Committee - Chairman of the People's Committee of Dong Anh District Nguyen Anh Dung said that in 2024, Dong Anh district has made remarkable changes in organizing the implementation of political tasks, socio-economic development, and the material and spiritual life of the people has been significantly improved.
Patriotic emulation movements were widely deployed with many innovations, resulting in 1,085 collectives and 1,426 individuals being commended at all levels. Of which, 4 collectives and 8 individuals were commended at the State level; 12 excellent Emulation Flags were commended by the City Party Committee - People's Committee; 9 collectives and 4 individuals were awarded Certificates of Merit by the City People's Committee; 26 collectives were awarded the title of Excellent Labor Collective. Regarding thematic commendations, 16 collectives and 34 individuals were awarded Certificates of Merit by the City Party Committee and People's Committee...
Speaking at the conference, comrade Vu Duc Bao - Member of the Standing Committee, Head of the Organization Committee of the City Party Committee praised and highly appreciated the results in implementing political tasks and socio-economic development in 2024 of Dong Anh district, affirming that the district has comprehensively completed the set targets, notably the budget revenue in the area reached 27,000 billion VND, leading the districts, towns in the city in budget revenue; budget expenditure is also very impressive, reaching over 13,400 billion VND.
“The district has approved additional assignment of 400 projects, approved investment policies for 552 projects, approved projects for 100 projects, approved plans to select contractors for 800 projects; 358 projects are under construction, and completed construction of 371 projects to ensure the set plan; the district has completed the criteria for building advanced new rural areas; Party building work has also made many impressions, discipline has been maintained... this is one of the most outstanding results in 2024 of Dong Anh district” - Head of the Organization Committee of the City Party Committee Vu Duc Bao emphasized.
Head of the City Party Committee's Organization Committee Vu Duc Bao said that entering 2025 in the context of many difficulties and challenges will have a significant impact on the implementation of political tasks and socio-economic development of Dong Anh district. Therefore, in addition to the directions and tasks that have been outlined, the district needs to focus on maintaining and promoting the results in economic development management; speeding up the completion of investment projects. This is the issue that brings the most practical benefits to the people, so that the urban appearance can change faster, because Dong Anh is receiving great support from the City.
Second, it is necessary to focus on successfully organizing Party Congresses at all levels, focusing on personnel work regarding the structure of the Party Committee, standards, conditions... especially the issue of transfer of leadership, which must be democratic, objective, and select people with full capacity and qualities. The congress documents must summarize the achieved results and frankly point out the existing limitations, truthfully, and without achievements. At the same time, orient the goals for the next 5 years with the development trend of a district, inheriting the results of the 2020-2025 term.
Third, urgently reorganize and reorganize the apparatus in accordance with the direction of Resolution 18-NQ/TW of the Central Committee towards streamlining, efficiency and effectiveness.
